    We consider the estimation of the mean of a multivariate normal distribution with known variance. Most studies consider the risk of competing estimators, that is the trace of the mean squared error matrix. In contrast we consider the whole mean squared error matrix, in particular its eigenvalues. We prove that there are only two distinct eigenvalues and apply our findings to the James-Stein and the Thompson class of estimators. It turns out that the famous Stein paradox is no longer a paradox when we consider the whole mean squared error matrix rather than only its trace.

    In this paper, we propose to use the so-called Sen-Shorrocks poverty index (Shorrocks, 1995) to measure multidimensional deprivation when only dichotomous variables are available to assess deprivation in the various deprivation domains, the most common case in the literature, and introduce a rank-dependent multidimensional poverty index for multiple binary indicators using a counting approach. The resulting multidimensional deprivation index, or MDI for short, also has a nice graphical representation that is derived from the TIP curve of Jenkins and Lambert (1997). The great advantage of measuring multidimensional deprivation using the MDI is that this index is sensitive to inequality and can be fully broken down by deprivation domain, as well as by population subgroups, two features that have far-reaching policy implications and have proven to be important for poverty analysis. An empirical illustration based on deprivation data from four Central American countries (Guatemala, El Salvador, Honduras, and Nicaragua) shows the usefulness of the MDI, as it allows us to conclude, for example, that in each country, education contributes the most (about 30%) to multidimensional poverty.

    Außenseiter – von einflussreichen so­zialen Eliten oder Großgruppen der Regelverletzung bezichtig­te und darum von diesen ausgegrenzte Indi­viduen oder Kleingruppen – scheinen in den modernen westli­chen Gesellschaften allgegenwärtig zu sein, die heutzutage zunehmend von politi­schen, religiösen und sozialen Krisen gepräg­t sind. Der vieler Orten wiederauflebende protektionistische Nationalismus, einhergehend mit Gewalt zwischen Religionen und Ethnien, aber auch der derzeit zu beobachtende Backlash gegen emanzipatorische Bewegungen und egalitäre Veränderungen innerhalb einer Gesellschaft sind nur einige der aktuellen Symptome dieser Konjunktur des Außenseitertums. Dabei hat es Außenseiter fraglos auch in der älteren und jüngeren Geschichte immer gegeben: Die frühneuzeitliche Hexenverbrennung mit klar misogyner Ausrichtung, die ethnisch motivierte Vertreibung der amerikanischen Ureinwohner wie auch der Holocaust in der NS-Zeit – all diese Verfolgungswellen lassen sich als ideologisch geführte Feldzüge etablierter Gruppierungen gegen stigmatisierte und rigoros ausgegrenzte Minderheiten lesen: In allen Manifestationen sind Machtstrukturen wirksam, die in den selbst- und fremdgestifteten, diversen und konkurrierenden Diskursen von Außenseitern und über Außenseiter ihre Spuren hinterlassen haben, denen sich das vorliegende Dossier widmet. ; Outsiders – individuals or small groups accused of violating the rules by influential social elites or large groups and therefore excluded from them – seem to be omnipresent in modern western societies that nowadays are increasingly shaped by political, religious, and social crises. The protectionist nationalism, resurgent in many countries and accompanied by violence between religious and/or ethnic groups, but also the looming backlash against emancipatory movements and egalitarian changes within a society are just some of the current symptoms of this boom of outsiders.
