    Han pasado 30 años desde la adopción del Convenio sobre Pueblos Indígenas y Tribales, 1989 (núm. 169) de la Organización Internacional del Trabajo (OIT) y, a pesar de que los Estados de América Latina reconocieron plenamente los derechos de los pueblos indígenas, este continúa siendo uno de los colectivos con mayor rezago en materia económico-social, aun cuando la región ha logrado grandes avances en este ámbito.Un importante reto que enfrenta la región es la construcción de sociedades pluriculturales, inclusivas, equitativas y no discriminatorias. En este escenario, la Agenda 2030 para el Desarrollo Sostenible constituye una oportunidad para la plena inclusión de los pueblos indígenas, que conlleva el desafío de comprender el paradigma del buen vivir, tanto para repensar el modelo de desarrollo vigente como también por sus implicaciones en la garantía de los derechos de estos pueblos.La Comisión Económica para América Latina y el Caribe (CEPAL) y el Fondo para el Desarrollo de los Pueblos Indígenas de América Latina y el Caribe (FILAC), consecuentes con el compromiso y el desafío de visibilizar la situación de los pueblos indígenas, presentan en esta ocasión conocimiento actualizado relativo a los derechos territoriales y la situación de los bosques, la demografía y el derecho al bienestar de estos pueblos. Se espera que ello contribuya al seguimiento de la implementación de la Agenda 2030 y a las acciones urgentes que se requieren para acelerar el cumplimiento de los compromisos asumidos por los países de la región.     The coronavirus disease (COVID-19) pandemic has had an unprecedented impact in Latin America and the Caribbean. It has become the worst economic and social crisis in a century and has exposed significant structural gaps in the region’s development model. A profound transformation is necessary, eschewing the temptation to view the pandemic as an accident or a parenthesis instead of as the signal that a new direction must be taken because the world has reached what is increasingly seen as a transformative crossroads. A new social contract is needed and a new global pact must be forged. The region must shift its model towards an inclusive and sustainable development pattern that guarantees the conditions necessary for governance and in which there is a balance between economic growth, social inclusion and environmental sustainability. This balance, among other factors, will need to be sustained by political partnerships that place equality at the centre of development and sustainability, as the key to sustainable development. In the days, months and years to come, it will be imperative to strive for reconstruction and transformation with equality and sustainability. Introduction .-- I. América Latina constituye una de las regiones de más elevado grado de urbanización en el mundo, y el surgimiento de ciudades de más de millón de habitantes se ha acelerado en las últimas décadas, trayendo retos para el desarrollo urbano-metropolitano. La investigación, llevada a cabo con el apoyo de consultores contratados por la CEPAL, ha permitido identificar el estado del arte de la gobernanza metropolitana en la región, contribuyendo a la reflexión sobre el diseño, monitoreo y evaluación de políticas públicas en sus espacios metropolitanos.     La planificación para el desarrollo ha alcanzado tal grado de amplitud e importancia que es necesario entenderla como un sistema. Sus funciones básicas —prospectiva, implementación y evaluación— operan simultáneamente en sectores, instituciones, niveles de gobierno y plazos diversos. En este libro se investigan e interpretan prácticas concretas de nueve países de la región donde se confronta el desafío de gestionar las interrelaciones entre los componentes antes mencionados. Se destaca así que, a fin de conseguir una planificación integral para el desarrollo, es preciso resolver adecuadamente los retos de la intersectorialidad, la pluritemporalidad, la multiescalaridad y la participación. Por último, se destacan la evaluación y el seguimiento como procesos que tienen el potencial de contribuir a articular mejor la planificación y la gestión, así como a generar aprendizajes institucionales que permitan mejorar de forma permanente los sistemas, los procesos y los resultados.     The coronavirus disease (COVID-19) pandemic has had an unprecedented impact in Latin America and the Caribbean. It has become the worst economic and social crisis in a century and has exposed significant structural gaps in the region’s development model. A profound transformation is necessary, eschewing the temptation to view the pandemic as an accident or a parenthesis instead of as the signal that a new direction must be taken because the world has reached what is increasingly seen as a transformative crossroads. A new social contract is needed and a new global pact must be forged. The region must shift its model towards an inclusive and sustainable development pattern that guarantees the conditions necessary for governance and in which there is a balance between economic growth, social inclusion and environmental sustainability. This balance, among other factors, will need to be sustained by political partnerships that place equality at the centre of development and sustainability, as the key to sustainable development. In the days, months and years to come, it will be imperative to strive for reconstruction and transformation with equality and sustainability. Introduction .-- I.
