    Libya’s economic stability should be a priority for the international community. Although the private sector is an integral part of the Libyan economy, limited systematic information is available on how the prolonged conflict in Libya affected the private sector and the implications for a postconflict recovery. Using original survey data, The Private Sector amid Conflict aims to fill this gap by analyzing how the private sector has coped with the conflict and examining resilience and postconflict optimism. The conflict has profoundly affected the Libyan private sector. The conflict-induced macroeconomic crisis has generated a liquidity crisis, weakening the banking sector. Firms’ revenues, jobs, and production have been reduced and value chains have been disrupted. The conflict has distorted the business environment, undermining the rule of law, reducing accountability, and affecting service delivery. Not all firms have been negatively affected, however. The conflict-induced changes to competition, access to inputs and markets, innovations, and informal activities tend to affect different types of firms differently. Overall, the private sector shows signs of resilience and optimism for a postconflict recovery. The analysis in the book draws on novel data and other conflict experiences. The results presented offer suggestions for policy actions to address private sector constraints amid conflict and in the postconflict era

    State Owned Enterprises (SOEs) play a major role in many developing and emerging economies, where governments use them to achieve economic, social, and political objectives. SOEs deliver and extend access to services, fill gaps in markets, develop key sectors or regions, and provide employment. However, SOEs' mixed institutional mandates and their political importance often pose performance, financial and governance challenges. This is IEG's first systematic assessment of the Bank Group's support for the reform of SOEs, looking at what works and the factors of success. It parallels Bank Group efforts to provide more integrated support to SOE reform in client countries and to empower staff with new tools. The evaluation focused on five major types of SOE reforms in the financial and energy sectors: (i) Corporate governance improvements; (ii) Business and operational reforms; (iii) Measures to strengthen competition and regulation in SOE markets; (iv) Privatization and other ownership reforms (including PPPs); (v) Macro, fiscal, and public financial management (PFM) reforms. The evaluation includes findings about the impact of competition on SEO performance; corruption control and its effect on SEO reform; the success of World Bank Group sequential and complementarity interventions; and about other factors that aid success such us client commitment, collaboration, strong design features, solid results frameworks and monitoring, and early risk identification. Based on the findings and lessons of experience drawn from this evaluation, IEG offers Management two recommendations to enhance the Bank Group's support to SOE reform: (i) The World Bank Group should apply a selectivity framework for SOE reform support that considers country governance conditions, control of corruption, and sector and enterprise-level competition; and (ii) The World Bank Group should apply the MFD and its embedded Cascade approach for SOE reform

    The World Bank Group has identified support to fragile and conflict-affected states (FCS) as a strategic priority, critical to achieving its mission of poverty alleviation and shared prosperity. This review of International Development Association (IDA) countries establishes that the World Bank's portfolio performance in low-income FCS has improved since 2001 compared to low-income countries that are not fragile. It also ascertains that country assistance strategies have lacked tailoring to fragility and conflict drivers and realism and do not currently have contingencies based on political economy and conflict risks to adjust objectives and results if risks materialize, and that the Bank has been relatively effective in mainstreaming gender within the health and education and community-driven development portfolios, but has paid insufficient attention to conflict-related violence against women and economic empowerment of women in low-income fragile and conflict affected states. Other significant observations include the usefulness of community-driven development for short-term assistance to local communities in fragile and conflict-affected states, and that the global shift in aid flows toward fragile states has not been matched by IDA, and fragile and conflict-affected states receive less aid per capita from IDA than do other low-income countries.

    State Owned Enterprises (SOEs) play a major role in many developing and emerging economies, where governments use them to achieve economic, social, and political objectives. SOEs deliver and extend access to services, fill gaps in markets, develop key sectors or regions, and provide employment. However, SOEs' mixed institutional mandates and their political importance often pose performance, financial and governance challenges. This is IEG's first systematic assessment of the Bank Group's support for the reform of SOEs, looking at what works and the factors of success. It parallels Bank Group efforts to provide more integrated support to SOE reform in client countries and to empower staff with new tools. The evaluation focused on five major types of SOE reforms in the financial and energy sectors: (i) Corporate governance improvements; (ii) Business and operational reforms; (iii) Measures to strengthen competition and regulation in SOE markets; (iv) Privatization and other ownership reforms (including PPPs); (v) Macro, fiscal, and public financial management (PFM) reforms. The evaluation includes findings about the impact of competition on SEO performance; corruption control and its effect on SEO reform; the success of World Bank Group sequential and complementarity interventions; and about other factors that aid success such us client commitment, collaboration, strong design features, solid results frameworks and monitoring, and early risk identification. Based on the findings and lessons of experience drawn from this evaluation, IEG offers Management two recommendations to enhance the Bank Group's support to SOE reform: (i) The World Bank Group should apply a selectivity framework for SOE reform support that considers country governance conditions, control of corruption, and sector and enterprise-level competition; and (ii) The World Bank Group should apply the MFD and its embedded Cascade approach for SOE reform
