    This report analyzes potential factors and determinants affecting female labor force participation in Croatia and identifies potential policy options to facilitate greater participation of women in the labor market. Our results show that the main reason for women’s inactivity in Croatia is child-rearing and other family responsibilities. While Croatia provides a generous maternity leave allowance in comparison with other EU countries, the absence of compulsory paternity leave does not encourage the distribution of child-rearing responsibilities between men and women. Childcare responsibilities also hinder mothers of school-age children from participating in economic activity, although this constraint is lower for mothers of children attending schools with longer school days. Our results also show that both informal and formal factors play a role. Patriarchal views—which were demonstrated to be negatively associated with women’s labor force participation—are more prevalent in Croatia than in many European countries; these views tend to be more prevalent among men, older people, and less-educated individuals. Labor market regulations also play an important role: despite recent reforms aimed at relaxing excessively strict employment protection legislation, introducing more flexibility in the labor market, and boosting active labor market policies, Croatia still lags behind its EU counterparts along these dimensions as is reflected in their low ranking on the ease of hiring and firing, a low proportion of flexible forms of employment, and low expenditure and coverage of active labor market policies. Finally, despite being a common reason in the literature for gender wage gaps, we did not find evidence that the systematic selection of women into low-wage occupations contributes significantly to the observed gender wage gaps

    Female labor force participation in the Mashreq is exceptionally low, a problem likely to be exacerbated by the Coronavirus 2019 (COVID-19) pandemic. This report calls for action in the following areas: stronger economic growth, effective policy action to close legal gaps, promotion of more egalitarian attitudes, access to quality childcare, and the provision of safe transportation. The main focus of the report is women’s economic opportunities, as opposed to the broader issue of women’s empowerment. The report analyzes other aspects of female empowerment, but in particular as those aspects influence, determine, and are affected by women’s participation in paid economic activities. Economic opportunities encompass the availability and possibility of taking advantage of earnings opportunities as well as the existence of an enabling environment in terms of the appropriate legal, institutional setting. The report is structured as follows: chapter one provides a description of women’s economic opportunities in Mashreq countries and highlights differences in labor participation across critical life stages. Chapter two presents evidence on the different barriers faced by women toward participating in the labor market, related to legal aspects, informal institutions, and markets. Chapter three provides a brief description of international experiences with sizeable increases in female participation in the labor market, chapter four expands to explore important areas where policies can be improved in the Mashreq countries to lower these barriers and close participation gaps, as well as an emerging opportunity that, if used well, can accelerate this process. Chapter five concludes and reflects on how the COVID-19 outbreak and the measures to contain it may exacerbate some of the barriers faced by women

    Using a case study approach, this comparative review examines the operational arrangements of child-focused accompanying measures in nutrition and parenting from 19 cash transfer programs. It covers both family-focused cash transfer programs for households with children, and public works programs that have incorporated accompanying measures largely in response to the need for childcare among beneficiaries. The accompanying measures reviewed include: incentives for pregnant women, parents and caregivers to use available supply-side services; the direct provision of child focused goods and services as part of the cash transfer program; and behavioral interventions for parents and caregivers to build knowledge and inform choices and parenting practices. As context for the operational case study approach, the note includes a theory of change and brief review of the available evidence on cash transfer programs’ impact on young children’s development. The note also provides a set of operational lessons learned and a ‘forward look’ to inform program design and future research

    At the beginning of the twenty-first century, intergenerational relations remain a key aspect of the future development and sustainability of the European social model. In the present paper, patterns of intergenerational support and the main driving factors behind individuals' transfer behavior are explored. In particular, the data form the Survey of Health, Ageing, and Retirement in Europe are utilized to shed light on the main factors behind the likelihood and intensity of social support, and financial help provided to and received from other family members by ageing and elderly Europeans. The analysis also takes into consideration patterns and factors correlated with grandparenting activities. Finally, special attention is devoted to the condition of those individuals who are sandwiched between care obligations toward their elderly parents and young adult children. It is shown that the likelihood of the exchange of support between family generations is highest in Scandinavian countries and lowest in Southern Europe. The intensity of support follows an opposite North-South gradient. In addition, relevant gender-related inequalities are documented. In general, time-demanding support obligations are more likely to fall on the shoulders of women in the early stage of their later life, while mainly benefitting elderly men

    Changes in social and family structures, gender roles, and working environments have led some countries to introduce integrated centers for early childhood care and education (ECCE) for children ages zero to five years, combining the advantages of preschools and childcare centers. ECCE services are becoming increasingly important for countries as a support system for working parents. In countries such as Sri Lanka, where female participation in the labor force is low in comparison with international standards, providing affordable childcare services could also help more mothers to enter the labor market. Responding to the needs of employees, child development centers in the plantation areas in Sri Lanka are already providing integrated childcare services for children in this age group. The increasing demand for affordable childcare services and the growing recognition of the benefits of holistic early childhood development have brought ECCE to the forefront of Sri Lanka’s development agenda. Well-designed ECCE systems can improve the lives of children and families and provide significant advantages to national economies. Access to effective ECCE can equalize learning opportunities by improving school readiness and by putting children on a more equal footing at the primary school level. These early advantages have proved to have a lasting impact, affecting both educational and earning potential in the adult years. The significant income inequalities in countries such as Sri Lanka could be addressed through investment in effective ECCE programs, and enhanced understanding of the benefits and potential long-term impacts of ECCE could help governments tailor programs to ensure maximum return on investment. This study seeks to answer the following questions: Is it more effective to provide early childcare and education services separately or in an integrated manner? Under what conditions would the provision of separate care and education services be more effective? The study provides an analysis of the ECCE environment in Sri Lanka, with recommendations for improvement within the current context. The information presented in the study is a starting point to foster the improved understanding of a complex subject area involving multiple stakeholders

    Using a case study approach, this comparative review examines the operational arrangements of child-focused accompanying measures in nutrition and parenting from 19 cash transfer programs. It covers both family-focused cash transfer programs for households with children, and public works programs that have incorporated accompanying measures largely in response to the need for childcare among beneficiaries. The accompanying measures reviewed include: incentives for pregnant women, parents and caregivers to use available supply-side services; the direct provision of child focused goods and services as part of the cash transfer program; and behavioral interventions for parents and caregivers to build knowledge and inform choices and parenting practices. As context for the operational case study approach, the note includes a theory of change and brief review of the available evidence on cash transfer programs’ impact on young children’s development. The note also provides a set of operational lessons learned and a ‘forward look’ to inform program design and future research

    Female labor force participation in the Mashreq is exceptionally low, a problem likely to be exacerbated by the Coronavirus 2019 (COVID-19) pandemic. This report calls for action in the following areas: stronger economic growth, effective policy action to close legal gaps, promotion of more egalitarian attitudes, access to quality childcare, and the provision of safe transportation. The main focus of the report is women’s economic opportunities, as opposed to the broader issue of women’s empowerment. The report analyzes other aspects of female empowerment, but in particular as those aspects influence, determine, and are affected by women’s participation in paid economic activities. Economic opportunities encompass the availability and possibility of taking advantage of earnings opportunities as well as the existence of an enabling environment in terms of the appropriate legal, institutional setting. The report is structured as follows: chapter one provides a description of women’s economic opportunities in Mashreq countries and highlights differences in labor participation across critical life stages. Chapter two presents evidence on the different barriers faced by women toward participating in the labor market, related to legal aspects, informal institutions, and markets. Chapter three provides a brief description of international experiences with sizeable increases in female participation in the labor market, chapter four expands to explore important areas where policies can be improved in the Mashreq countries to lower these barriers and close participation gaps, as well as an emerging opportunity that, if used well, can accelerate this process. Chapter five concludes and reflects on how the COVID-19 outbreak and the measures to contain it may exacerbate some of the barriers faced by women
