    Existe consenso sobre la importancia de garantizar los recursos económicos dirigidos a los niños y de elaborar políticas de calidad orientadas a ellos, para evitar condicionamientos del desarrollo y potenciar el logro de mayores capacidades. En la última década, en el Uruguay se han implementado medidas fiscales encaminadas a conseguir este objetivo. En este trabajo se documentan y cuantifican dichas medidas y se estudian herramientas específicas para el diseño de esas políticas.Además de analizar el gasto público social dirigido a la infancia y su impacto distributivo, se profundiza en aspectos relacionados con la determinación de los beneficiarios y la localización de la oferta de servicios de dos políticas relativamente recientes y ambiciosas llevadas a cabo en el Uruguay (el programa de cercanía Uruguay Crece Contigo y el componente dirigido a la infancia del Sistema Nacional de Cuidados). Este documento surge de la colaboración entre el Ministerio de Desarrollo Social del Uruguay (a través, fundamentalmente, de la Dirección Nacional de Evaluación y Monitoreo), la oficina de la CEPAL en Montevideo y el Fondo de las Naciones Unidas para la Infancia (UNICEF), y refleja el esfuerzo de estas instituciones por aportar elementos de interés para el diseño de las políticas públicas.     Currently the world is going through an unprecedented health, social, human and economic crisis due to the pandemic caused by the disease COVID-19. Even though in the current health crisis derived from COVID-19, the frequency of infection and mortality in the child population are lower than in other age groups, children are being affected by the socioeconomic impacts and, in some cases, by mitigation measures that may inadvertently cause more harm than benefit. The pandemic will exacerbate existing vulnerabilities, including an increased risk of child marriage1, child labour, and teenage pregnancy. According to ILO estimates (2017), the percentage of children and adolescents between 5 and 17 years-old in child labour in Latin America and the Caribbean fell from 10.8% in 2008 to 7.3% in 2016, which is equivalent to a decrease of 3.7 million people in this situation. Despite this good news, there are still around 10.5 million children and adolescents in child labour, and the current situation has the potential to reverse this positive trend, placing the region at risk of not being able to reach Target 8.7 of the Sustainable Development Goals (SDGs), as it relates to “ending child labour in all its forms by 2025”.

    Rwanda is widely celebrated for the remarkable social, political, and economic renaissance it has experienced in the years following the genocide against the Tutsi of 1994. However, Rwanda appears to have relatively higher poverty rates than African peers with similar income per capita, and its elasticity of poverty reduction to growth is low compared to high‐growing SSA peers. Poverty is concentrated in rural areas and among households with many children. Rwanda now faces challenges in fully translating its very strong growth into commensurate gains in poverty reduction and shared prosperity. This Country Partnership Framework (CPF) sets out the World Bank Group’s (WBG) plans for addressing the country’s development priorities as identified in the 2019 Systematic Country Diagnostic (SCD) and Rwanda’s National Strategy for Transformation (NST1) well as supporting Rwanda’s response to the Coronavirus (COVID‐19) pandemic to recover from the negative public health and socio‐economic impacts of the pandemic. The CPF takes into account Rwanda’s anti‐crisis response program as of mid‐May 2020, including the government’s emergency Economic Recovery Plan, although it will likely continue to evolve in coming months. It was agreed with the authorities that should the situation warrant considerable changes to the government’s strategy and its program with the WBG, the Performance and Learning Review (PLR) will be brought forward to accommodate such changes. The CPF spans two IDA cycles, IDA19 (July 2020 to June 2023) and IDA 20 (July 2023 to June 2026). Given the country’s preference for frontloading its IDA commitment, and a track record of making good use of additional IDA resources available, Rwanda will explore the use of additional resources from IDA windows
