    Das ifo Institut hat bereits zu Beginn des europäischen Liberalisierungsprozesses die Organisation von Regulierungsbehörden untersucht. Der vorliegende Report knüpft mit einem internationalen Vergleich der Regulierungsinstitutionen an diese Arbeiten an. Am Beispiel der Telekommunikationsindustrie werden die Auswirkungen veränderter Markt- und Wettbewerbsbedingungen auf das institutionelle Gefüge dieser Behörden analysiert. In a prior study at the beginning of the European liberalisation process, the Ifo Institute analysed the organization of selected regulatory authorities. This report continues the earlier work with an international comparison of regulatory institutions. The influence of changing markets and increasing competition in telecommunications on the institutional structure of these authorities are analysed. The transition from monopoly market to a competitive market in telecommunications was fraught with problems. To solve these problems, independent regulatory authorities with the power to enact sector-specific regulations were set up in most countries for the purpose of overseeing the transition. In the Interconnection Directive, European authorities specified that sector-specific regulation would be a transitional measure. In the meantime, general economic conditions have changed drastically from the initial situation at the end of the 1990s: intense competition in all telecommunications markets, rapid technological development now characterize the decision-making environment at national regulatory authorities. The question arises as to whether these extremely dynamic and innovative processes in the telecommunications sector were accompanied by institutional adjustments of national regulatory authorities - adjustments that will eventually lead to market supervision by general competition authorities. This study will explore that question empirically as part of a review of institutions in eleven countries (Australia, Germany, Finland, France, Great Britain, Italy, the Netherlands, Sweden, Switzerland, Spain and Hungary).     Eine funktionsfähige Infrastruktur ist eine der wesentlichen Grundlagen einer funktionierenden und Wohlstand stiftenden Wirtschaft. Dies gilt sowohl für die Industrie als auch für den Dienstleistungssektor. Auch wenn dem Zustand der verschiedenen Infrastrukturen in Deutschland heute ein gutes Zeugnis ausgestellt werden kann, gibt es aufgrund von Qualitätsschwächen teilweise erhebliche Beeinträchtigungen der Geschäftsabläufe von Unternehmen. Die bestehende und gut ausgebaute Infrastruktur ist ein Standortvorteil für Deutschland. Dennoch besteht Anlass zur Sorge angesichts der Herausforderungen, denen sich die wichtigsten Infrastrukturen ausgesetzt sehen: Bei Fernstraßen inklusive der Brücken ist besonders in den westlichen Bundesländern eine zunehmende Alterung festzustellen. Bei der Kommunikationsinfrastruktur liegt die Aufgabe darin, die bestehenden Netze zu ergänzen und durch neue Technologien höhere Qualitäten zu erreichen. Die Energiewende erfordert eine Anpassung des Stromnetzes, um die Versorgungssicherheit zu gewährleisten. Dabei ist die Sicherung einer adäquaten Infrastruktur für Deutschland nicht primär eine Frage der öffentlichen Finanzierung, sondern bedarf struktureller Veränderungen bei der Infrastrukturbereitstellung. A smooth-running economy capable of bringing a nation prosperity requires functioning infrastructure for both industry and the service sector. Though the various elements of Germany's infrastructure are today generally in good shape, its companies business' operations are often hampered, and sometimes even obstructed, by quality deficiencies. Germany's extensive existing infrastructure makes the country an attractive location for investment. Nevertheless, there are grounds for concern in view of the looming challenges facing the most important elements of the country's infrastructure. There are unmistakable and increasing signs, particularly in the west, of trunk roads and the bridges they cross suffering from ageing. In the case of communication infrastructure the task ahead is to complete existing networks and to improve quality through new technologies. The dramatic change in Germany's energy policy, abandoning nuclear power and investing heavily in renewables, will necessitate an adjustment to the electricity system to guarantee uninterrupted supply. Securing the infrastructure Germany needs is not primarily a matter for the public purse but requires structural changes in the way infrastructure is provided.

    The development of the Internet and its progress continues in Latin America and the Caribbean.However, despite these advances, problems related to the quality and equality of Internet access remain pending.Likewise, differences persist in Internet access between rural and urban areas, and between quintiles of income distribution.In the country with the greatest gap between urban and rural areas, the difference in penetration is 40 p.p. and the average in the region is 27 p.p. In terms of income, the gaps between the households of the richest quintile in relation to the poorest quintile reach up to 20 p.p. in some countries of the region. Summary .-- 1.
