    Die derzeitige Misere der deutschen Hochschulfinanzierung kann behoben werden. Dazu müssen nur die Fehlanreize des bisherigen Modells abgelöst werden durch Effizienzprämien: Bundesländer und Hochschulen, die attraktive Studienplätze anbieten, werden finanziell belohnt – durch Studierende, die dank Bildungsgutscheinen und Studiengebühren zu zahlungskräftigen Nachfragern aufsteigen. Ein besonderer Anreiz besteht für die Hochschulen darin, dass die Gutscheine auf zehn Semester beschränkt sind. In einen bundesweiten Gutscheinfonds zahlen die Bundesländer nicht nach der Zahl ihrer Landeskinder, sondern nach ihrem Akademikerbedarf ein. Dadurch stimmen der Ort der Investition und der Ort des Ertrags der Hochschulausbildung besser überein. Durch Studiengutscheine und Studiengebühren folgen in der Eingangsphase rund 10 Milliarden Euro den Studierenden an die Hochschulen, die damit verbundene Nachfrageorientierung schafft effiziente Abläufe und Prozesse in der Lehre und erhöht die allokative und die Produktionseffizienz. Der Systemwechsel in der Finanzierung akademischer Bildung kostet wenige Millionen, bringt aber allein dadurch Milliarden, dass die faktische Studiendauer näher an die Regelstudienzeit rückt. The current plight of German university funding can be alleviated. All that is necessary is for the false incentives of the existing models to be replaced by premiums for efficiency. Federal states and universities which offer attractive courses should be financially rewarded – by students whom educational vouchers and tuition fees have transformed into wealthy consumers. The universities need to be additionally motivated by limiting the validity of vouchers to ten semesters or five years of study. If the federal states pay into a national voucher fund on the basis not of their school populations but of their need for academics, this will increase the correlation between where money is invested in tertiary education and where the benefits are reaped. With their vouchers and tuition fees students would bring 10 billion Euro to the universities in the initial phase and the resulting responsiveness to consumer demand would make teaching procedures and processes more efficient and raise allocation and production efficiency. This change in the system of funding academic education would cost but a few millions while saving billions, if only by narrowing the gap between the theoretical length of degree courses and the time undergraduates actually take to complete them.
