    We examine the labor market impact of states easing occupational license requirements by expanding the scope of practice (SOP) for nurse practitioners (NPs), allowing them to practice without physician oversight. Using data on job postings, we find that employers increase their demand for NPs when states expand NP SOP. We then show that these laws increase NP earnings and reallocate NPs across the healthcare sector, increasing self-employment and changing industrial employment. However, we see no evidence that these laws have increased overall NP employment. Our results suggest that expanding NP SOP has the potential to increase the number of primary care providers, but inelastic labor supply for NPs is largely preventing this from occurring

    We analyze how the legal enforceability of noncompete agreements (NCAs) affects labor markets. Using newly-constructed panel data, we find that higher NCA enforceability diminishes workers' earnings and job mobility, with larger effects among workers most likely to sign NCAs. These effects are far-reaching: changes in enforceability impose externalities on workers across state borders, suggesting that enforceability broadly affects labor market dynamism. We provide evidence that NCA enforceability primarily affects wages through its effect on workers' outside options; moreover, workers facing high enforceability are unable to leverage tight labor markets to increase earnings. We motivate these findings by embedding NCA enforceability in a search model with bargaining. Finally, higher NCA enforceability exacerbates gender and racial earnings gaps

    ger: Das offizielle Veröffentlichungsblatt der gesamtstaatlichen Gesetzgebung der Habsburgermonarchie im Zeitraum von 1848 bis 1918, das Reichsgesetzblatt (RGBl.), wurde aus der deutschen Originalfassung in zehn weitere Sprachen des Vielvölkerstaates, darunter auch die slowenische Sprache, übersetzt. Da die slowenische Sprache zu Beginn dieses Zeitraumes noch nicht normiert und weder als eine Verkehrs-, Amts- noch Bildungssprache etabliert war, stellte dieses Übersetzungsprojekt für die Translatoren bzw. Redakteure der slowenischen Ausgabe des RGBl., Matej Cigale, Karel Štrekelj und Fran Vidic, eine große Herausforderung dar. In der Dissertation wurde am Beispiel der Gesetzestexte zur pharmazeutischen Berufs- und Hochschulausbildung die zentrale Forschungsfrage untersucht, in welchem Maße die Übersetzungen einen Einfluss auf die Standardisierung der slowenischen Sprache hatten. Als methodische Rahmung wurde das hermeneutische Modell von Radegundis Stolze eingesetzt, das mit seinen vier rezeptions- und fünf textbezogenen Orientierungsfeldern eine „holistische“ Reflexion der Ausgangs- und Zieltexte ermöglicht.Eine zentrale Erkenntnis im Rahmen der forschungsleitenden Frage konnte im Bereich der in den slowenischen Translaten geprägten Neologismen gewonnen werden. Von den insgesamt 84 kumulativ bei allen drei Redakteuren behandelten AT-Termini wurden 34 Neologismen (40,5 %) geprägt. Davon gingen 13 (38,3 %) in den Sprachgebrauch des 19. Jahrhunderts und 19 (55,9 %) in den heutigen Wortschatz über. Auch auf der syntaktischen Ebene konnte die enorme Bedeutung dieser historischen Periode für den Ausbau der slowenischen Standard- und Fachsprache bewiesen werden. Der ersten Phase, in der eine AT-orientierte Übersetzungsmethode festzustellen ist, folgt eine zielsprachlich-orientierte Übersetzungsmethode, die die rechtliche Verbindlichkeit der Gesetzestexte nicht mindert, jedoch die Verständlichkeit der Gesetzestexte in der slowenischen Sprache wesentlich verbessert. eng: The Imperial Legal Gazette (RGBl.) was the official journal in which the legislation of the Habsburg Monarchy was published between 1848 and 1918. In addition to the original German, there were ten other editions in the ten most commonly used languages of the multiethnic state, including Slovenian. Because Slovenian was not yet standardized at the beginning of the period, nor was it established as a common and official language or language of instruction, the translation project posed a considerable challenge for the translators and editors of the Slovenian edition of the RGBl., Matej Cigale, Karel Štrekelj and Fran Vidic. Using pharmaceutical vocational and post secondary training as an example, this dissertation aims to establish the extent to which the translations influenced the standardization of Slovenian. The methodological framework comprises Radegundis Stolze’s hermeneutical model, whose four fields of text positioning and target text production allow a “holistic” consideration of the source and target texts.The main finding of the study regards the coinage and use of neologisms in Slovenian translations. Of a total of 84 source text terms that were processed by all three editors, 34 (40.5 percent) were neologisms. 13 (38.3 percent) of these were common in 19th century language and 19 (55.9 percent) are still used today. It was found that at the syntactic level, this historical era had a considerable impact on the development of modern standard language and the language of the field. The first stage, in which source text-oriented translation method is established, is followed by a target language-oriented translation method that did not reduce the authenticity of the legal texts; however, it made legal texts in Slovenian considerably more comprehensive.
