    Abstract: "Seit Anfang der achtziger Jahre hat die Politik das Lernen durch Leistungsvergleiche entdeckt. Auf regionaler, nationaler und transnationaler Ebene bezeichnet Benchmarking einen Politikstil, der Entscheidungen im Rückgriff auf best practises formuliert und begründet. Diese Entwicklung wird mal als Ausdruck vermehrten Politiklernens, mal als Ergebnis eines zwanghaften Modewahns gedeutet. Die vorliegende Analyse der US-Sozialreformen zeigt, dass Benchmarking unter Bedingungen des experimentellen Wohlfahrtsstaates die Diffusion von Innovationen tatsächlich enorm beschleunigen und institutionalisieren kann. So erhält in den USA der jüngste sozialpolitische Paradigmenwandel (Welfare-to-Work) seine Dynamik in Verbindung mit einem parallel ablaufenden steuerungspolitischen Paradigmenwandel (Benchmarking). Benchmarking erreicht dieses Transferpotential durch eine Ausblendung des Randbedingungen und Reformfolgen. Seine scheinbare Neutralität macht es unwiderstehlich und unverzichtbar für d

    Neben Italien, Griechenland und Polen ist Deutschland das am höchsten regulierte Land in Europa. Beim umfassenden Vergleich von 28 OECD-Staaten belegt Deutschland den 22. Platz. Vor allem im Bereich Bildung/Innovation und auf dem Arbeitsmarkt besteht großer Reformbedarf, denn hier wird nur der viertletzte beziehungsweise der letzte Platz erreicht. Vergleichsweise gute Mittelfeldpositionen besetzt Deutschland dagegen beim Kapital- und Produktmarkt sowie den allgemeinen Rahmenbedingungen mit zweimal Platz 14 und einmal Platz 15. Dies sind die zentralen Ergebnisse des bislang größten Regulierungsvergleichs des Instituts der deutschen Wirtschaft Köln, der auf Daten aus über 20 internationalen Studien und auf über 100 Variablen basiert und in dieser IW-Analyse erstmals vorgestellt wird. Damit das Ranking nachvollzogen werden kann, werden nicht nur die Struktur, die Methodik, die Datenbasis sowie die Aggregationsverfahren detailliert erläutert, sondern auch Einzelergebnisse vorgestellt wie beispielsweise ein Mitbestimmungsranking. Germany is the fourth most highly regulated country in Europe, after Italy, Greece and Poland. A more comprehensive comparison of 28 OECD countries puts Germany in 22nd place. Thereby, reform is most necessary in the fields of education/innovation and in the labour market, where Germany ranks fourth from last and last respectively. By contrast, with two fourteenth places and one fifteenth position Germany achieves relatively good scores in the middle of the table for capital and product markets and for institutional conditions. These are the main conclusions reached by the largest-scale comparison of regulation ever carried out by the Cologne Institute for Business Research. Based on data from over 20 international studies and over one hundred variables, the full results are published in this IW Analysis for the first time. To make clear how the ranking was arrived at, detailed descriptions are given not only of the structure, methodology, data basis and aggregation procedure but also of the individual results, such as a co-determination rating, for example.

    Für Deutschland, Österreich und die Schweiz bedeuten Globalisierung, Alterung der Gesellschaft und Strukturwandel gleichermaßen Chance und Herausforderung. Aber auch spezifische nationale Probleme verlangen nach Lösungen, um die Bedingungen für Beschäftigung und Wachstum zu verbessern. Dabei unterscheidet sich die wirtschaftliche Ausgangslage der drei Nachbarländer erheblich: Während in Deutschland seit den neunziger Jahren das Wirtschaftswachstum niedrig und die Arbeitslosigkeit hoch ist, herrscht in den Alpenrepubliken nahezu Vollbeschäftigung. Österreich entwickelte sich seit der Jahrtausendwende dynamischer, und auch die Schweiz erlebt nach mehrjähriger Wachstumsschwäche einen Konjunkturaufschwung. Das "D A CH-Reformbarometer" vergleicht die Reformpolitik der drei Länder im Zeitraum September 2002 bis September 2006 und bewertet die Reformansätze in den Bereichen Arbeitsmarkt-, Sozial- sowie Steuer- und Finanzpolitik anhand ausgewählter ökonomischer Kriterien. Danach haben sich die Voraussetzungen für mehr Beschäftigung und Wachstum in allen drei Ländern verbessert. Während für Österreich die Reformbilanz am günstigsten ausfällt, war die deutsche Wirtschaftspolitik nur teilweise erfolgreich. Die Schweiz zeichnet sich im Drei-Länder-Vergleich durch die geringste Reformdynamik aus. For Germany, Austria and Switzerland, globalisation, the ageing of society and structural change all represent both opportunities and challenges. However, there are also specific national problems to be solved to improve the conditions necessary for exploiting employment and growth potential. In this respect, the economies of the three neighbouring countries start from very different positions. Whilst in Germany the growth rate has been low and unemployment high since the nineties, the two Alpine republics have been enjoying almost full employment. The Austrian economy has been more buoyant since the turn of the millennium and after several years of slow growth even the Swiss economy is now experiencing a boom. The "D A CH-Barometer" compares the three countries' reform policies for the period September 2002 to September 2006 and assesses their approaches to labour market, welfare, as well as tax and financial policy reform using selected economic criteria. The results show that the fundamentals required for increasing employment and growth have improved in all three countries. Whilst the Barometer reaches the most favourable conclusions about Austrian reforms, German economic policy is shown to have only been partly successful. The three-country comparison identifies Switzerland as having the least energetic reforms.
