Successive Indian governments, from right and left, have remained committed to market-oriented reform since its introduction in 1991. In a well-argued, accessible and sometimes controversial examination of the political dynamics which underlie that commitment, Rob Jenkins challenges existing theories of the relationship between democracy and economic liberalisation. He contends that while democracy and liberalisation are no longer considered incompatible, theorizing over-emphasizes democracy's more wholesome aspects while underestimating its practioners' reliance on obfuscating tactics to defuse political resistance to policy shifts. By focusing on formal political systems, existing research ignores the value of informal institutions. In India it is these institutions which have driven economic elites towards negotiation, while allowing governing elites to divide the opponents of reform through a range of political tactics. In fact, the author argues, it is precisely through such political manoeuvring that democracy survives

    Here is the most comprehensive and authoritative work to date on relationships between the economy and politics in the years from Eisenhower through Reagan. Extending and deepening his earlier work, which had major impact in both political science and economics, Hibbs traces the patterns in and sources of postwar growth, unemployment, and inflation. He identifies which groups "win" and "lose" from inflations and recessions. He also shows how voters' perceptions and reactions to economic events affect the electoral fortunes of political parties and presidents. Hibbs's analyses demonstrate that political officials in a democratic society ignore the economic interests and demands of their constituents at their peril, because episodes of prosperity and austerity frequently have critical influence on voters' behavior at the polls. The consequences of Eisenhower's last recession, of Ford's unwillingness to stimulate the economy, of Carter's stalled recovery were electorally fatal, whereas Johnson's, Nixon's, and Reagan's successes in presiding over rising employment and real incomes helped win elections. The book develops a major theory of macroeconomic policy action that explains why priority is given to growth, unemployment, inflation, and income distribution shifts with changes in partisan control of the White House. The analysis shows how such policy priorities conform to the underlying economic interests and preferences of the governing party's core political supporters. Throughout the study Hibbs is careful to take account of domestic institutional arrangements and international economic events that constrain domestic policy effectiveness and influence domestic economic outcomes. Hibbs's interdisciplinary approach yields more rigorous and more persuasive characterizations of the American political economy than either purely economic, apolitical analyses or purely partisan, politicized accounts. His book provides a useful benchmark for the advocacy of new policies for the 1990s--a handy volume for politicians and their staffs, as well as for students and teachers of politics and economics

    "This book provides a macroeconomic analysis of the Indian economy. It is a long-run study that spans the period from 1950-51 to 1992-93, encompassing the various turning points in India's economic policy and development strategies. The macroeconometric model used in the book integrates the monetary and real sectors of the economy. In order to provide theoretical underpinnings for the model, the book traces the development of macroeconomic theory including Keynesian, structuralist, and supply-side economics. The model explains the public sector's current and capital expenditures, rather than treating them as exogenous variables. A sub-recursive system of prices is formulated in terms of unit cost based on the flow of factor income generated in the process of production, monetary variable, and agriculture supply factors."--BOOK JACKET

    "1997 was truly an eventful year for China, with many momentous happenings. In February of that year Deng Xiaoping passed away, thus marking the end of an era. Shortly after, the post-Deng Chinese leadership under Jiang Zemin had to mobilise great efforts to ensure the smooth resumption of sovereignty over Hong Kong on June 30. This was then followed by intensive preparation for the holding of the 15th National Congress of the Chinese Communist Party in September, which set national priorities for China's medium- and long-term development as well as decided on the core team of younger leaders responsible for leading China into the 21st century.China is in the midst of great political, economic and social changes, which will intensify each other on account of their speed and scale. History has never before witnessed such a huge country as China industrialising and transforming itself so rapidly and so extensively. Accordingly, China's success or failure in its domestic development carries serious regional and international implications. There is still a great deal of uncertainty as to how soon in the next century China will become the world's most powerful economy.     Ukraine has made impressive progress in restructuring and stabilizing its economy over the past two years, and yet much remains to be done to revive output and establish a market economy.     This volume, edited by Said El-Naggar, is the fifth in a series of seminars dealing with economic issues of particular importance to the Arab countries. Held in Manama, Bahrain, in February 1993, it covered topics pertaining to economic development of the Arab countries in the nineties. The seven papers that were presented comprised economic reform in the Arab countries, including particularly structural issues; investment policies and capital flows; inter-Arab labor movements; environment and development; development of human resources; and European economic integration. An overview of the topics is presented by the seminar moderator, Said El-Naggar
