    Urban public spaces are an opportunity for comprehensive climate adaptation and improved resilience. As a key part of a city’s physical infrastructure, it has long been clear that public spaces can be physically reinforced to absorb or weather the shocks of the climate crisis. As a result, many public spaces are designed to materially resist local impacts of the climate crisis, but fewer have seen efforts to harness their potential for improving social resilience. It is increasingly clear that the unique role of public spaces in civic life positions them to enhance not only physical resilience, but also to support the types of interpersonal connections essential to addressing shared challenges like the climate crisis. Through a "placemaking" approach, both of these goals can be layered into a single space: meaning that public spaces not only protect people from climate hazards, but also provide socially vibrant places and contribute to social cohesion. As climate-adaptation plans become more widespread in cities across the globe, innovators such as the City of Rotterdam are leading the way by incorporating public spaces into their strategy. The most prominent example of this change is Waterplein Benthemplein, an early example of a "water square", which absorbs excess stormwater while providing public space. This paper, based on a paradigmatic case study, examines the policy context for Rotterdam with regard to public spaces, climate adaptation, and long-standing practices around water management. It continues with an observational analysis of Waterplein Benthemplein, which provides best practices of, and potential pitfalls for, public space projects aimed at adaptation and/or resilience building.     Investments in climate change mitigation will have to rise massively in the coming years in order to keep the global temperature increase below 1.5°C. Rising levels of investment in mitigation can reduce the impacts of climate change. Yet, they also increase the risk that these investments adversely affect development opportunities and adaptive capacities. Those who have contributed the least to climate change, but are the most vulnerable to its impacts, could thus face a double-equity gap. This study analyses to what extent the UNFCCC regime aligns climate change mitigation with sustainable development. First, we analyse sustainable development effects of past mitigation action under the Clean Development Mechanism (CDM). Second, we analyse to what extent the key UNFCCC mitigation approaches - the CDM, Reducing Emissions from Deforestation and Degradation (REDD+) and the Green Climate Fund (GCF) - support the generation of positive effects, or the prevention of negative effects, on sustainable development. Finally, we compare the key UNFCCC mitigation approaches and highlight their main weaknesses and challenges. We argue that the governance approaches of the CDM, REDD+ and the GCF do not sufficiently address the risk of negative effects related to rising levels of mitigation investment.

    Cities account for approximately 70 per cent of global energy consumption and about 75 percent of greenhouse gas emissions due to the density of economic activities and infrastructure and their often path -dependent development patterns. While this makes cities vulnerable to the impacts of climate change and causes of biodiversity loss and environmental degradation, cities can also play an important role in taking on climate change mitigation and adaptation actions. Cities adopting a green transformation process can minimise their environmental impact and maximise opportunities to improve and support the natural environment. Topics to address are energy efficiency and reduction of non-renewable energy sources to reduce their carbon footprint; actively support waste reduction and management; establish green and resilient infrastructure ; encourage nature-based solutions ; enhance the efficiency of new buildings; encourage low-carbon transport; and improve water cycle management. Also, these fields will lead to a greener urban economy, create more green jobs – or respectively change jobs towards becoming green – and deliver improved quality of life outcomes for residents. The current pandemic situation and the need for a quick COVID -19 recovery has created new challenges, but also the potential for a green and just recovery “to create jobs and improve health in cities while limiting warming to 1.5°C” (C40 Cities Climate Leadership Group, 2021).     Drought is arguably one of the most devastating natural disasters in developing countries, particularly in Africa. Climate change is expected to add to this threat. Drought has far-reaching socio-economic and ecological implications that include loss of lives and livelihoods, famine, lack of water for human use and livestock, pasture and crops, diminishing energy production, and loss of assets. Further, it fuels local conflicts around natural resources, and catalyses internal and international migration. However, solutions are at hand to mitigate the effects of droughts even in poor countries and vulnerable communities, and there is an ever increasing urgency to establish drought preparedness and to improve the resilience of communities, regions and ecosystems. Drought preparedness strategies need to be pro-active, adaptable and context-specific to the drought situation, and have to include many sectors as well as emergency assistance. This study, jointly prepared by DIE and UNCCD, presents and critically examines the drought policies and institutional frameworks of two African countries frequently challenged by droughts - Ethiopia and Kenya. These countries are known to have embarked upon robust drought strategies during the last years, in particular since the last devastating drought of 2010/2011. Lessons learnt, the policy implementation challenges and relevant measures are discussed. The study is based on a literature review complemented by interviews with about 50 key stakeholders along with field visits in Ethiopia and Kenya in the first half of 2016. The study presents a number of recommendations on how to strengthen drought policies in these two countries which may be valuable to relevant actors in other drought-prone African countries and beyond.

    Investments in climate change mitigation will have to rise massively in the coming years in order to keep the global temperature increase below 1.5°C. Rising levels of investment in mitigation can reduce the impacts of climate change. Yet, they also increase the risk that these investments adversely affect development opportunities and adaptive capacities. Those who have contributed the least to climate change, but are the most vulnerable to its impacts, could thus face a double-equity gap. This study analyses to what extent the UNFCCC regime aligns climate change mitigation with sustainable development. First, we analyse sustainable development effects of past mitigation action under the Clean Development Mechanism (CDM). Second, we analyse to what extent the key UNFCCC mitigation approaches - the CDM, Reducing Emissions from Deforestation and Degradation (REDD+) and the Green Climate Fund (GCF) - support the generation of positive effects, or the prevention of negative effects, on sustainable development. Finally, we compare the key UNFCCC mitigation approaches and highlight their main weaknesses and challenges. We argue that the governance approaches of the CDM, REDD+ and the GCF do not sufficiently address the risk of negative effects related to rising levels of mitigation investment.

    Drought is arguably one of the most devastating natural disasters in developing countries, particularly in Africa. Climate change is expected to add to this threat. Drought has far-reaching socio-economic and ecological implications that include loss of lives and livelihoods, famine, lack of water for human use and livestock, pasture and crops, diminishing energy production, and loss of assets. Further, it fuels local conflicts around natural resources, and catalyses internal and international migration. However, solutions are at hand to mitigate the effects of droughts even in poor countries and vulnerable communities, and there is an ever increasing urgency to establish drought preparedness and to improve the resilience of communities, regions and ecosystems. Drought preparedness strategies need to be pro-active, adaptable and context-specific to the drought situation, and have to include many sectors as well as emergency assistance. This study, jointly prepared by DIE and UNCCD, presents and critically examines the drought policies and institutional frameworks of two African countries frequently challenged by droughts - Ethiopia and Kenya. These countries are known to have embarked upon robust drought strategies during the last years, in particular since the last devastating drought of 2010/2011. Lessons learnt, the policy implementation challenges and relevant measures are discussed. The study is based on a literature review complemented by interviews with about 50 key stakeholders along with field visits in Ethiopia and Kenya in the first half of 2016. The study presents a number of recommendations on how to strengthen drought policies in these two countries which may be valuable to relevant actors in other drought-prone African countries and beyond.
