    This paper studies the impact of product and labor market reforms when the economy faces major slack and a binding constraint on monetary policy easing. such as the zero lower bound. To this end, we build a two-country model with endogenous producer entry, labor market frictions, and nominal rigidities. We find that while the effect of market reforms depends on the cyclical conditions under which they are implemented, the zero lower bound itself does not appear to matter. In fact, when carried out in a recession, the impact of reforms is typically stronger when the zero lower bound is binding. The reason is that reforms are inflationary in our structural model (or they have no noticeable deflationary effects). Thus, contrary to the implications of reduced-form modeling of product and labor market reforms as exogenous reductions in price and wage markups, our analysis shows that there is no simple across-the-board relationship between market reforms and the behavior of real marginal costs. This significantly alters the consequences of the zero (or any effective) lower bound on policy rates

    This paper discusses theoretical aspects and evidences related to designing labor market institutions in emerging market and developing economies. This note reviews the state of theory and evidence on the design of labor market institutions in a developing economy context and then reviews its consistency with actual labor market advice in a selected set of emerging and developing economies. The focus is mainly on three broad sets of institutions that matter for both workers' protection and labor market efficiency: employment protection, unemployment insurance and social assistance, minimum wages and collective bargaining. Text mining techniques are used to identify IMF recommendations in these areas in Article IV Reports for 30 emerging and frontier economies over 2005-2016. This note has provided a critical review of the literature on the design of labor market institutions in emerging and developing market economies, and benchmarked the advice featured in IMF recommendations for 30 emerging market and frontier economies against the tentative conclusions from the literature

    Productivity growth in Lithuania has slowed in the aftermath of the global financial crisis, holding back income convergence and making it harder to reduce further the relatively high inequality and poverty. A comprehensive approach is required to address productivity and inclusiveness challenges, building on their synergies. The government has taken measures to this end, with the New Social Model at the core, but efforts need to continue. Reforms should focus on additional improvements in the business environment by easing further regulations on the employment of non-EU workers and reducing informality. Initiatives to improve the governance of state-owned enterprises are welcome and need to continue. Improving access to finance and ensuring effective bankruptcy procedures are key to boosting firm dynamism, as are measures to encourage business-research sector collaboration on innovation. Addressing large skills mismatch is also a priority. Increasing the market-relevance of the education system is important. More and better-quality jobs in the formal sector, especially for the low-skilled, are key to inclusiveness and well-being, while more effective support and active labour market programmes would help combating poverty.     This report provides an analysis of labour provisions in G7 trade arrangements, focusing on current trends and developments. It was prepared as a contribution to the G7 Social Employment Task Force on “Reshaping multilateral action to strengthen social justice. The report shows that in the past 25 years labour provisions have become a common feature of all G7 RTAs. While some G7 countries have a longstanding tradition in their legislation and trade policy of considering labour rights in relation to trade, others have more recently begun to employ this approach. This reflects the broad-based concern with the uneven impacts of globalization and trade on the labour market and the attempts by nation states to push for a level playing field based on minimum conditions of work and labour rights for all trading partners. Of the 85 regional trade agreements with labour provisions, more than half, or 45, include as a partner at least one G7 country. These 45 agreements represent 1.2 billion workers, which amounts to almost 30 per cent of the world’s workers. Thus, the regulatory frameworks of these trade agreements have a deep connection to the governance of the world of work. Indeed, the ILO Global Commission’s Report on the Future of Work highlights the need for increased dialogue and policy coherence among social, economic and trade policies to fulfil the human-centred agenda for growth and development. This resonates strongly with the G7 Presidency’s call for ‘networked multilateralism’ as a key element in addressing global inequality

    Despite extensive research efforts, the magnitude of the effect of employment protection legislation (EPL) on unemployment remains unclear. Existing econometric estimates exhibit substantial variation, and it is therefore difficult to draw valid conclusions. This paper applies meta-analysis and metaregression methods to a unique data set consisting of 881 observations on the effect of EPL on unemployment from 75 studies. Once we control for publication selection bias, we cannot reject the hypothesis that the average effect of EPL on unemployment is zero. The meta-regression analysis, which investigates sources of heterogeneity in the reported effect sizes, reveals the following main results. First, the choice of the EPL variable matters: estimates that build on survey-based EPL variables report a significantly stronger unemployment-increasing impact of EPL than estimates developed using EPL indices based on the OECD’s methodology, where the latter relies on coding information from legal provisions. Second, we find that employment protection has a small unemployment-increasing effect on female unemployment, compared with a zero impact on total unemployment. Third, using multi-year averages of the underlying data tends to dampen the unemployment effects of EPL. Fourth, product market regulation is found to moderate the effect of EPL on unemployment.
