    Die Integration Jugendlicher in eine berufliche Ausbildung und in Beschäftigung ist in den letzten Jahren schwieriger geworden. Viele Absolventen der allgemeinbildenden Schulen benötigen Hilfe bei der Integration in die Arbeitswelt. Die vorliegende Analyse beschreibt die wesentlichen Programme der öffentlichen Hand zur Förderung der Jugendlichen und quantifiziert ihre direkten Kosten. Eine mangelhafte Integration junger Menschen in Ausbildung und Beschäftigung verursacht aber neben den direkten Kosten der Förderprogramme auch erhebliche gesellschaftliche Folgekosten. Insbesondere beim Arbeitslosengeld und bei der sozialen Mindestsicherung gibt es Einsparpotenziale, die realisiert werden könnten, wenn eine bessere Integration gelänge. Zudem liegen Wertschöpfungspotenziale in einer Verringerung des Anteils an Personen, die den Abschluss einer beruflichen Ausbildung nicht schaffen. Aus einer höheren Anzahl von Berufsabschlüssen im Vergleich zum Status quo ließen sich sowohl Einkommensgewinne für die Betroffenen als auch gesamtgesellschaftliche Nutzenzuwächse realisieren. Integrating young people into vocational training and employment has become more difficult in recent years. Many school leavers need assistance in finding their place in working life. The present analysis describes the most important publicly-financed programmes for supporting young people in this situation and quantifies their direct costs. However, in addition to these direct costs, society also incurs considerable indirect costs when young people are poorly integrated into the labour market. Savings could be made if integration was improved, particularly in terms of unemployment and welfare benefits. Moreover, lowering the proportion of those who fail to complete a vocational training course would release a considerable potential in value added. Raising the number of successful trainees would bring not only income gains for those affected but also substantial benefits for society as a whole.

    "We study the impact of the Austrian Employment Act for the Disabled which grants extended employment protection, requires a hiring quota for firms, and subsidizes the employment of severely disabled (SD) workers. Using a large sample of eligible individuals we compare workers before and after acquiring legal SD-status. Unsurprisingly, we find that holding SD-status is associated with lower employment and earnings. However, workers holding a job when acquiring legal SD-status have substantially better subsequent employment prospects after SD-award than before. In contrast, workers who do not hold a job at the date of SD-entry do dramatically worse after SD-award than before. This suggests that employment protection legislation places substantial firing costs on firms and has a major impact on the decisions of firms to hire disabled workers"--Forschungsinstitut zur Zukunft der Arbeit web site
