    The German government intends to establish standards for responsible sourcing of metals, and laid out its objectives in a position paper in January 2023 ("Paths to sus­tainable and resilient raw material supplies"). German firms source much of the metals they use through traders, exchanges and over-the-counter markets. These tend to be located outside the European Union in countries whose regulations on corporate due diligence are weaker than the EU’s. Given the central role of commodity traders and exchanges in securing the supply of metals and enforcing sustainability standards in metal supply chains, the German government should ensure that its im­plementation of its position paper devotes commensurate attention to the commo­dity trade. Robust supply chain legislation at the EU level, also covering the financial sector, will permit Germany to exert indirect influence on commodity traders, exchanges and over-the-counter markets.

    When it comes to being supplied with raw materials, Europe faces a number of chal­lenges. These include the diversification of European supply chains, the implementation of effective sustainability standards, and the reduction of strategic dependencies on China. What will European-Chinese raw material supply chains look like in 2030? This paper outlines three possible scenarios, illustrating the combined effects of dif­ferent political and socio-economic developments and the impact they could have on European-Chinese supply chains. It aims to help political actors gain a deeper under­standing of possible future trajectories and map out appropriate policy strategies in response to different scenarios.

    Sudan's two main security forces are fighting each other. A swift military outcome is not to be expected in view of the relatively balanced power between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF). This strategic stalemate means that the chances for successful mediation are not hopeless. For this to happen, how­ever, Sudan’s international partners would have to abandon the approach that domi­nated negotiations for decades, namely giving violent actors a leading role in nego­tiations. Civilian actors formed a broad anti-war coalition that should set the tone for peace talks from the very beginning. This could well be in the interest of the parties to the conflict, as they will need a third actor to arbitrate their relationship in the future. The German government should strive for stronger coordination of the inter­national mediation approaches under civilian leadership from Sudan, while the Euro­pean Union (EU) should initiate constrains on the financial leeway of Sudan’s violent actors.

    The development of a new global health architecture in the wake of Covid-19 will require important decisions to be made, especially when it comes to negotiating a pandemic accord and creating robust supply chains. Against the backdrop of their systemic rivalry, the US and China view global health policy as a field of geopolitical competition. This jeopardises the implementation of lessons learned from the Covid‑19 pandemic, not to mention global health in general. The question for Germany is to what extent it needs to adapt its multilateral approach to global health in order to respond to increasing geopolitical tensions. To this end, Germany should develop independent leverage to shape global health policy while also being a reliable, multi­lateral partner to all countries willing to improve in this field

    Die globale Gesundheitsstrategie der Europäischen Union (EU) von November 2022 zielt auf eine offene strategische Autonomie im Arzneimittelsektor. Dies wird zwangsläufig zu einer Neugestaltung sowohl der Liefer- und Wertschöpfungsketten der EU als auch ihrer Handelsbeziehungen führen. Das Streben der Union nach Diversifizierung wirft die Frage nach geeigneten, vertrauenswürdigen Handelspartnern im Pharmabereich auf. Potenzial hat eine Kooperation mit dem südamerikanischen Handelsblock Mercosur - Argentinien, Brasilien, Paraguay und Uruguay -, der beiden Seiten Chancen für einen gedeihlichen Handel bietet.
