What do markets for voluntary climate protection imply about people's valuations of en- vironmental protection? I study this question in a large-scale field experiment (N=255,000) with a delivery service, where customers are offered carbon offsets that compensate for emissions. To estimate demand for carbon mitigation, I randomize whether the delivery service subsidizes the price of the offset or matches the offset's impact on carbon mitigation. I find that consumers are price-elastic but fully impact-inelastic. This would imply that consumers buy offsets but their willingness to pay (WTP) for the carbon it mitigates is zero. However, I show that consumers can be made sensitive to impact through a simple information treatment that increases the salience of subsidies and matches. Salient information increases average WTP for carbon mitigation from zero to 16 EUR/tCO2. Two complementary surveys reveal that consumers have a limited comprehension of the carbon-mitigating attribute of offsets and, as a result, appear indifferent to impact variations in the absence of information. Finally, I show that the widely-used contingent valuation approach poorly captures revealed preferences: Average hypothetical WTP in a survey is 200 EUR/tCO2, i.e., 1,150% above the revealed preference estimate.

We study workers' and employers' preferences for remote work, estimating the willingness to pay for working from home (WFH) using discrete choice experiments with more than 10,000 workers and more than 1,500 employers in Poland. We selected occupations that can be done remotely and randomised wage differences between otherwise identical home- and office-based jobs, and between otherwise identical job candidates, respectively. We find that demand for remote work was substantially higher among workers than among employers. On average, workers would sacrifice 2.9% of their earnings for the option of remote work, especially hybrid WFH for 2-3 days a week (5.1%) rather than five days a week (0.6%). However, employers, on average, expect a wage cut of 21.0% from candidates who want to work remotely. This 18 pp gap in the valuations of WFH reflects employers' assessments of productivity loss associated with WFH (14 pp), and the additional effort required to manage remote workers (4 pp). Employers' and workers' valuations of WFH align only in 25-36% of firms with managers who think that WFH is as productive as on-site work.

This paper studies the causal effect of providing information about climate changeon individuals’ willingness to pay to offset carbon emissions in a randomizedcontrol trial. Receiving truthful information about ways to reduce CO2 emis-sions increases individuals’ willingness to pay for CO2 offsetting relative to thecontrol group. Individuals receiving information about the behavior of peersreact similarly to those receiving information about scientific research. Individ-uals’ responses vary depending on their socio-demographic characteristics andalso along a rich set of prior beliefs and concerns regarding climate change. Ina follow-up survey, we study the endogenous information acquisition of surveyparticipants and show that individuals choose information that aligns with theirviews. Individuals who choose to receive information about climate changehave a higher willingness to pay for CO2 offsets.

This paper provides novel evidence on the trade-off between public service delivery and free riding in low- and middle-income countries. We implement a field experiment in the slums of two major Indian cities, where inadequate access to sanitation restricts residents to either free ride, by disposing human waste in common-property areas, or use a fee-funded public service provided by community toilets. Using original survey, behavioral and objective measurements, we show that top-down incentives for the quality of service provision improves delivery and reduces non-payment of fees, but excludes a share of residents from using the service, forcing them into free riding. Willingness to pay for the service is unaffected, but demand for public intervention in the quality of delivery increases, replacing the demand to address free riding. Adding a campaign sensitizing the consequences of free riding among residents raises awareness, but does not induce any behavioral change. Supplementing reduced form estimates with structural estimates, we show that eliminating free riding requires subsidizing use beyond free basic services.

This paper examines individuals' willingness to pay (WTP) to offset their carbon footprint in response to receiving information about (i) the size of their own carbon footprint, and (ii) further receiving in addition information about the difference between their carbon footprint and the target footprint, i.e. per-capita GHG emissions compatible with the 1.5°C target. The analysis employs a demographically representative survey among the adult population in Germany, which includes a comprehensive online carbon footprint calculator and randomized information treatments. The findings from estimating double hurdle models suggest that disclosing information about the size of the individual carbon footprint increases average WTP by about one third. Providing this information appears to affect the intensive margin but not the extensive margin. In comparison, providing information about the size of their carbon footprint together with information about the difference between their carbon footprint and the target footprint does not appear to affect individuals' WTP. Further, the WTP is related with income, gender, age, education, carbon literacy, the belief that carbon offsetting is effective, and with environmental preferences. In comparison, the findings provide no statistically significant evidence that the WTP is associated with the size of the individual carbon footprint, and whether participants consider their carbon footprint to be higher or lower than the carbon footprint of the average adult in the population.
