    This study and its associated guidance contribute to advancing thinking and understanding about one of the most significant challenges that the international community faces in fragile contexts: how to provide the right financing. The paper summarises new and emerging instruments and approaches in financing stability and resilience, and points to some of the gaps and challenges that remain in the fragility, resilience and stability space. It is not intended as holistic policy guidance on “how to” engage effectively across international and domestic, public and private instruments in fragile contexts. Instead, the paper is complemented by separate guidance on financing strategies: approaches to better align financing to support the delivery of results at the country-level. The research acknowledges that there are many high-level strategic debates which have yet to be resolved, which concern the comparative advantage and future role of Official Development Assistance (ODA) within a more diverse division of labour in financing, as well as a huge range of technical and capacity challenges ahead. The analysis, observations and conclusions put forward in this study should be interpreted therefore as preliminary contributions to what is a live and dynamic process of debate and adaptation.

    This Special Issue comprises 15 papers broadly outlining current trends in nucleic acid biophysics. It contains original research papers and reviews on structure, stability, and interactions of canonical and non-canonical nucleic acids. The authors describe the use of established, time-honored experimental and computational techniques as well as their more recently developed counterparts. Molecular insights that can be gained from the papers collected in this issue range from the fundamental to the applied with emphasis on biological functions and biomedical prospects of nucleic acids. The collection is not meant to be exhaustive, but to highlight recent advances from select laboratories worldwide. Nevertheless, it represents a useful guide for scientists who wish to familiarize themselves with biophysical topics in nucleic acid research.     Surveys of cartel proceedings reveal that illegal cartels usually (1) attempt to minimize the risk of detection, (2) achieve merely imperfect levels of collusion, (3) compete against some fringe firms, and (4) adjust to market entries and exits. By contrast, existing oligopoly models of collusive behavior consider only some of the four listed stylized facts and, thus, run the risk of missing important interdependencies between them. Therefore, the present paper develops a general quantity leadership model that simultaneously accommodates all four stylized facts. Within this model, an imperfectly colluding group of firms competes against independent fringe rivals. The market is surveilled by an antitrust authority that has three different policy instruments at its disposal: Ensuring free market access, obstructing collusion, and discouraging collusion through law enforcement. The results of the model indicate that the latter two instruments are rather ineffective.

    Parsimony is a desirable feature of economic models but almost all human behaviors are characterized by vast individual variation that appears to defy parsimony. How much parsimony do we need to give up to capture the fundamental aspects of a population's distributional preferences and to maintain high predictive ability? Using a Bayesian nonparametric clustering method that makes the trade-off between parsimony and descriptive accuracy explicit, we show that three preference types - an inequality averse, an altruistic and a predominantly selfish type - capture the essence of behavioral heterogeneity. These types independently emerge in four different data sets and are strikingly stable over time. They predict out-of-sample behavior equally well as a model that permits all individuals to differ and substantially better than a representative agent model and a state-of-the-art machine learning algorithm. Thus, a parsimonious model with three stable types captures key characteristics of distributional preferences and has excellent predictive power.

    Civil society organisations (CSOs) in the Middle East and North Africa (MENA) face mounting challenges, especially in authoritarian states, where they encounter closures, persecution and smear campaigns. Consequently, their crucial work in advancing human rights, good governance and inclusive human development is increasingly stifled and criminalised. Activists and professionals linked to CSOs also endure surveillance and persecution. This should worry European policymakers since a vibrant and free civil society in MENA is in their interest, as it is key for human development. This policy brief proposes seven ways for development cooperation to protect CSOs in authoritarian regimes in the MENA and beyond. European foreign and development policies in the MENA region have led to governmental partnerships that often sustain authoritarian regimes at the expense of citizens’ rights, for instance on migration (Francavilla, 2023; Grimm & Roll, 2023). Although substantial humanitarian aid reaches conflict zones, one of the root causes of the continuing political violence and conflicts - absence of accountable democratic governments – remains inadequately addressed (Barakat & Fakih, 2021). To avoid further empowering authoritarian rule in the region, European policymakers should reassess their multi- and bilateral governmental cooperation. The prevalent assumption amongst many policymakers that the incumbent authoritarian regimes in MENA can provide political stability needs to be discarded. The stability paradigm guiding European relations with the Arab World should instead be replaced with a do-no-harm approach. Although “do no harm” is a core principle of European development cooperation policy, it often is ignored in practice or trumped by other interests (Leininger, 2023). Development cooperation benefitting citizens must prioritise inclusive human development through cooperation with a wide range of actors, including elected state bodies, independent media and watchdog CSOs (Rutzen, 2015). This policy brief develops seven recommendations for European policymakers in development cooperation. The first step is to overcome the prevalent stability-through-cooperation paradigm to prevent further negative effects on human rights, democracy and civil society. Therefore, it is important that European policymakers recognise these authoritarian regimes’ unwillingness to implement reforms that would reduce their control over political institutions. Second, it remains crucial that policymakers acknowledge the increasingly shrinking space for critical voices in civil society. Third, governments and regional organisations should give CSOs a voice at international summits and in international organisations to increase the visibility of their demands and show support for oppressed voices. Fourth, European development cooperation professionals should establish flexible crisis funding lines for at-risk CSOs and their staff. Fifth, at-risk journalists, activists or human rights defenders (HRDs) need access to fast-track visa programmes to ensure they can continue their work from abroad when the authorities want to silence them. Sixth, European development cooperation profession-als should continue to support marginalised voices and groups and push for more inclusive governance. Lastly, European governments should limit arms exports to authoritarian regimes.

    Sicherheit wurde in der Frühen Neuzeit sehr viel umfassender verstanden als heute. In der historischen Epoche war Sicherheit ganz eng mit gesellschaftlicher Ordnung und Stabilität verknüpft. Die heteronormative Geschlechterordnung spielte dabei eine zentrale Rolle und wurde wesentlich über die Hierarchie und Arbeitsteilung im Haus legitimiert.     This study and its associated guidance contribute to advancing thinking and understanding about one of the most significant challenges that the international community faces in fragile contexts: how to provide the right financing. The paper summarises new and emerging instruments and approaches in financing stability and resilience, and points to some of the gaps and challenges that remain in the fragility, resilience and stability space. It is not intended as holistic policy guidance on “how to” engage effectively across international and domestic, public and private instruments in fragile contexts. Instead, the paper is complemented by separate guidance on financing strategies: approaches to better align financing to support the delivery of results at the country-level. The research acknowledges that there are many high-level strategic debates which have yet to be resolved, which concern the comparative advantage and future role of Official Development Assistance (ODA) within a more diverse division of labour in financing, as well as a huge range of technical and capacity challenges ahead. The analysis, observations and conclusions put forward in this study should be interpreted therefore as preliminary contributions to what is a live and dynamic process of debate and adaptation.
