    Although formal education is often considered an indicator of political leaders' quality, the evidence on the effectiveness of educated leaders is mixed. Besides, minimum education qualifications are increasingly being used as requirements for contesting elections, making it critical to understand the role of politicians' education in their performance. We investigate the impact of electing an educated politician on economic development in the politician's constituency in India. We use constituency-level panel data on the intensity of night-time lights to measure economic activity. Our identification strategy is based on a regression discontinuity design that exploits quasirandom outcomes of close elections between educated and less-educated politicians. We find that narrowly electing a graduate leader, as compared to a non-graduate leader, in the state assembly constituency increases the growth rate of night-time lights by about three percentage points in the constituency. As pathways, we find that graduate leaders improve the provision of roads, electricity, and power; however, they do not significantly impact the overall provision of public goods. In comparison with findings from other studies in the literature, our result suggests that the impact of formal education of the leader is weaker than the leader's other characteristics, such as gender or criminality.

    Previous literature has found that extending the suffrage to both females and poorer voters increases the supply of public goods. This paper investigates whether the difference in voting between men and women can be explained by differences in income alone, or if there exist gender specific differences in preferences. I exploit two key features of the expansion of suffrage in municipality elections in early 20th century Norway. First, the time at which people gained the right to vote depended on both their gender and their household income. Second, the income threshold for suffrage was set nationally, creating variation across municipalities in the share of new voters following each extension of the suffrage. This variation allows me to estimate separate effects for the change in supply of health personnel following the extension of suffrage to poor men, rich women, and poor women, respectively. I find that the enfranchisement of both poor men and rich women increases the supply of doctors relative to when only rich men had the right to vote. These results are consistent with gender specific preferences for health services to the community.

    I show that the weather condition on election day affects future fiscal policy. When it rains during state elections, there is an increase in the relative income of voters, which is followed by an increase in expenditure and debt. The increase in expenditure is directed towards a larger police and safety budget. This result is compatible with a model of complementarity between consumption and public goods. In the model, high-income voters support an increase in safety budget because they benefit more from it than low-income voters.

    I analyze the effects of ethnic divisions on the provision of public goods. Using OpenStreetMap data, I construct a new global dataset of locations of public amenities, such as schools, hospital and libraries. I allow for the possibility that the data may be systematically incomplete using two new proxies for mapping completeness. I provide strong evidence that more autonomous subnational regions with a high degree of ethnic fractionalization provide significantly fewer productive public goods. Therefore, my findings indicate that decentralization can lead to a failure in the provision of local public goods when it increases ethnical fractionalization among the policy makers responsible for collectively supplying public goods.

    Do aid projects affect citizens' motivation to pay taxes? We address this question by combining fine-grained data on aid projects from AidData and survey data from the Afrobarometer for 34 African countries. We first employ a subnational analysis, where the treatment varies by administrative unit, and then move to an individual-level analysis, which exploits the occurrence of a project during the Afrobarometer fieldwork. Two main results emerge: first, we find a negative impact of foreign aid on tax morale when projects provide public goods that people would have expected from the state; second, we estimate a positive effect when projects are aimed at building state capacity (e.g. tax cooperation). We additionally show that changes in tax morale are shaped by the donor's type and its adherence to transparency standards. Our research provides important insights for designing interventions that support tax capacity by identifying risk factors in current donors' practices.

    The exogenous manipulation of choice architectures to achieve social ends ('social nudges') can raise problems of effectiveness and ethicality because it favors group outcomes over individual outcomes. One answer is to give individuals control over their nudge ('self-nudge'), but the trade-offs involved are poorly understood. We examine how subjects self-nudge in a paradigmatic social dilemma setting and whether outcomes differ between the self-nudge and two exogenous nudges in line with perfect free-riding or full cooperation. Subjects recruited from the general population play a ten-round VCM online in fixed groups of four with one daily contribution decision. The nudge takes the shape of a non-participation default contribution, comparing zero, full, and self-determined levels. We find that the average self-nudge is 44% of the endowment and only 7% of subjects choose one of the two exogenous defaults. Yet, there is a hard trade-off between ethicality and effectiveness: Self-nudging groups do not better than groups under the perfect free-riding nudge. The reason is that non-defaulting subjects contribute less. Groups under the full cooperation default exhibit no reactance against the nudge and outperform both alternative choice architectures.

    Florian Dorn erstellte diesen Beitrag während seines Promotionsstudiums an der Universität München (LMU). Die Studie wurde im September 2020 abgeschlossen und von der Fakultät für Volkswirtschaftslehre als Dissertation angenommen. Die Dissertation trägt zur Empirie der Ökonomie des öffentlichen Sektors und der politischen Ökonomie bei. Alle Kapitel sind in sich abgeschlossene Forschungsartikel und können unabhängig voneinander gelesen werden. Die Kapitel sind miteinander verbunden und tragen zur Diskussion bei, wie wirtschaftliche Ungleichheit, Institutionen sowie Wirtschafts- und Infrastrukturpolitik Wohlfahrt und politische Stabilität beeinflussen. In Kapitel 2 wird untersucht, wie relativer wirtschaftlicher Mangel die Unterstützung für radikale Parteien beeinflusst. In Kapitel 3 wird untersucht, wie die Offenheit des Handels die Einkommensungleichheit beeinflusst. In Kapitel 4 wird anhand einer Fallstudie erörtert, wie Infrastrukturpolitik die regionale Wirtschaftsentwicklung beeinflussen kann. Die Kapitel 5 und 6 leisten einen Beitrag zu der Debatte, ob politische und fiskalische Institutionen die Haushaltsplanung, die Rechenschaft und die Effizienz der Regierung beeinflussen. In allen Kapiteln werden empirische Identifizierungsstrategien, Endogenitätsprobleme und verbleibende Vorbehalte hinsichtlich kausaler Schlussfolgerungen eingehend erörtert. Die Studie verwendet modernste ökonometrische Techniken wie Instrumentalvariablen, Differenz-in-Differenzen Schätzer, Ereignisstudien und synthetische Kontrollmethoden, um kausale Effekte zu identifizieren.Der Anhang enthält Zusammenfassungen drei weiterer Forschungsprojekte: (I) Globalisierung, Regierungsideologie und Spitzeneinkommen: Evidenz aus OECD-Ländern; (II) Politische Institutionen und Gesundheitsausgaben; (III) Das gemeinsame Interesse von Gesundheit und Wirtschaft: Erkenntnisse aus der Covid-19 Eindämmungspolitik.

    This paper overviews theoretical and empirical contributions that study political borders from an economic perspective. It reviews theories of the number and size of nations focused on the trade-off between economies of scale in public-good provision and heterogeneity of preferences over public policies as well as on the factors affecting this trade-off, such as democratization, international openness, and conflict. It also reviews studies of political integration and disintegration that focus on economic inequality, redistribution policies, and the geographical distribution of resources. Finally, the paper discusses recent empirical studies that shed light on the relations among heterogeneity, conflict, and borders. This line of research is part of a growing literature on the interplay between cultural variables and economic and political outcomes.

    Ever since the major inflow of refugees (the "refugee crisis") in 2015 and 2016, there has been heated debate about the appropriate distribution of refugees in the EU. Current policies revolve around mandatory quotas, which disregard the preferences of EU members and refugees alike. This problem can be addressed with two market mechanisms. First, tradable quotas minimize the cost of asylum provision for host countries. Second, a matching system gives refugees more discretion over where they are sheltered. While this proposal is theoretically appealing, it has yet to be tested in practice.

    This Working Paper analyses the results of a novel survey carried out to examine and measure how Brazilian scholars of economics and political science-including public administration-tend to agree or disagree on main public choice issues. The conceptual framework identifies 34 issues across 7 representative thematic public choice areas, including assumptions about political actors, normative beliefs about government and voting, elections and economic performance, political parties, platforms, voting and preferences, size of government, individual behaviour (voting-with-feet and free riding), and finally government and the market. The survey results find that the Brazilian political science scholars have relatively higher tendency to agree on public choice issues than economics scholars.
