    The integration of food into urban planning is a crucial and emerging topic. Urban planners, alongside the local and regional authorities that have traditionally been less engaged in food-related issues, are now asked to take a central and active part in understanding how food is produced, processed, packaged, transported, marketed, consumed, disposed of and recycled in our cities.

    While there is a growing body of literature on the topic, the issue of planning cities in such a way they will increase food security and nutrition, not only for the affluent sections of society but primarily for the poor, is much less discussed, and much less informed by practices. This volume, a collaboration between the Bartlett Development Planning Unit at UCL and the Food Agricultural Organisation, aims to fill this gap by putting more than 20 city-based experiences in perspective, including studies from Toronto, New York City, Portland and Providence in North America; Milan in Europe and Cape Town in Africa; Belo Horizonte and Lima in South America; and, in Asia, Bangkok and Tokyo.

    By studying and comparing cities of different sizes, from both the Global North and South, in developed and developing regions, the contributors collectively argue for the importance and circulation of global knowledge rooted in local food planning practices, programmes and policies.

    Suburban space has traditionally been understood as a formless remnant of physical city expansion, without a dynamic or logic of its own. Suburban Urbanities challenges this view by defining the suburb as a temporally evolving feature of urban growth. Anchored in the architectural research discipline of space syntax, this book offers a comprehensive understanding of urban change, touching on the history of the suburb as well as its current development challenges, with a particular focus on suburban centres. Studies of the high street as a centre for social, economic and cultural exchange provide evidence for its critical role in sustaining local centres over time. Contributors from the architecture, urban design, geography, history and anthropology disciplines examine cases spanning Europe and around the Mediterranean.

    By linking large-scale city mapping, urban design scale expositions of high street activity and local-scale ethnographies, the book underscores the need to consider suburban space on its own terms as a specific and complex field of social practice.

    No city environment reflects the meaning of urban life better than a public place does. A public place, whatever its nature – a park, a mall, a train platform or a street corner – is where people pass by, meet each other and at times become a victim of crime. With this book, we submit that crime and safety in public places are not issues that can be easily dealt with within the boundaries of a single discipline. The book aims to illustrate the complexity of patterns of crime and fear in public places with examples of studies on these topics contextualized in different cities and countries around the world. This is achieved by tackling five crosscutting themes: the nature of the city’s environment as a backdrop for crime and fear; the dynamics of individuals’ daily routines and their transit safety; the safety perceptions experienced by those who are most in fear in public places; the metrics of crime and fear; and finally, examples of current practices in promoting safety. All these original articles contribute to our quest for safer, more inclusive, resilient, equitable and sustainable cities and human settlements aligned to the Global 2030 Agenda for Sustainable Development.

    The green belt has been one of the UK’s most consistent and successful planning policies. Over the past century, it has limited urban sprawl and preserved the countryside around our cities, but is it still fit for purpose in a world of unprecedented urban growth and potentially catastrophic climate change? Repurposing the Green Belt in the 21st Century examines the history of the green belt in the UK and how it has influenced planning regimes in other countries. Despite its undoubted achievements, it is time to review the green belt as an instrument of urban planning and landscape design. The problem of the ecological impact of cities and the mitigation measures of major climate changes are at the top of the urban agenda across the world. Urban agriculture, blue and green infrastructures, and forestation are the new ecological design imperatives driving urban policymaking. Through an examination of practice in the UK and in countries such as the Netherlands, Spain and Germany, the book proposes a framework for a reconsideration of the critical relationship between the city and its hinterlands for the 21st century.     Italy and the UK experienced a radical re-organisation of urban space following the devastation of many towns and cities in the Second World War. The need to rebuild led to an intellectual and cultural exchange between a wave of talented architects, urbanists and architectural historians in the two countries. Post-war Architecture between Italy and the UK studies this exchange, exploring how the connections and mutual influences contributed to the formation of a distinctive stance towards Internationalism, notwithstanding the countries’ contrasting geographic and climatic conditions, levels of economic and industrial development, and social structures. Topics discussed in the volume include the influence of Italian historic town centres on British modernist and Brutalist architectural approaches to the design of housing and university campuses as public spaces; post-war planning concepts such as the precinct; the tensions between British critics and Italian architects that paved the way for British postmodernism; and the role of architectural education as a melting pot of mutual influence.     Abstract: The planning process has been, arguably, slow to adapt and adopt new technologies: It is perhaps only now that it is starting to move into a more digitally focused era. Yet, it is not the current thinking around the digital that is going to change planning; it is the emerging metaverse. It is a change on the near horizon that is there but is currently largely unseen in the urban planning profession. The metaverse is, at first sight, a mirror to the current world, a digital twin, but it is more than this: It is an inhabited mirror world where the physical dimensions and rules of time and space do not necessarily apply. Operating across scales, from the change of use of a building up to a local plan and onwards to the scale of future cities, these emerging metaverses will exist either directly within computational space or emerge into our physical space via augmented reality.     This work analyzes the course of cultural policies in Brazil from a categorization of the area based on data that integrate the Catalog Platform of Public Policies. The starting point is a theoretical, conceptual, and historical analysis of the emergence of cultural policies broadly and their trajectory in the context of public policies, including at a global level. Then, with the creation of the Ministry of Culture (MinC) in 1985 as a milestone, the policies identified in the current version of the Catalog of Public Policies are classified and grouped into segments and subareas of culture in order to analytically delineate the trajectories verified and point out for possible trends, taking into account the recent ruptures resulting from the extinction of the MinC, which resulted in discontinuity, paralysis, and slowdown even of actions institutionalized at the constitutional level.

    Housing costs across the nation and in Greater Boston are rising, and many policymakers have turned to Inclusionary Zoning (IZ) in an attempt to dampen these effects on their lowest-income residents. Yet design and implementation of IZ policy remains haphazard and often is not well-grounded in prospective analyses of its potential effects. We combine evidence from quantitative financial models and qualitative interviews to create guidelines for the design of IZ policy. We apply our analytic framework to two Greater Boston cities’ economic, political, and administrative environments: Revere and Lynn. We identify the potential for various policy levers to create affordable housing, and address the risks and limitations of IZ policy. We find that IZ policies are most effective when targeted at affordable rental units for low to moderate income residents, but IZ alone is unlikely to produce a substantial number of units priced for extremely low income households. Even appropriately-targeted IZ policies are unlikely to be successful without positive incentives, such as eliminating parking requirements and adding density bonuses, and are limited by their reliance on market conditions. Therefore IZ may not be appropriate for every community. Ultimately, we conclude that to realize the potential benefits of IZ, planners and policymakers must carefully tailor IZ policies to their local and regional context and supplement them with other affordable housing production policies

    What can be understood by spatial transformation, how does it manifest itself and what are the characteristics of transformation processes? This Research Report addresses these questions and presents current research projects and approaches from an academic and practical (planning) perspective. A central point of reference is the concept of a "Great Transformation", which stems from an expert report by the German Advisory Council on Global Change (WBGU). It outlines the profound changes in the economy and society towards sustainability that will become necessary in the future, describing them as a "Great Transformation". Likewise, social upheavals also manifest themselves in space, enabling spatial changes to be understood as spatial transformations. However, on a detailed level it remains unclear what is to be understood by spatial transformation processes and how they manifest themselves. Against the background of this need for (further) research, this Research Report addresses concrete issues in the research and shaping of spatial transformation processes. The aim is to systematise the largely unordered or disordered knowledge of spatial transformation processes and to contribute to a common understanding of the associated concepts, which can form the basis for further research and for the steering of these processes. The articles on the following topics show how spatial and social transformation processes are mutually dependent and what opportunities and challenges inter- and transdisciplinary research designs can offer in this context: Perspectives on transformation processes; Social and settlement structures in change; Regional development and innovation; Transformation processes in the so-called Global South; New challenges for planning, processes and stakeholders; Research on transformation. The contributions to theoretical, methodological and practical approaches are intended to stimulate a critical discussion on spatial transformation that is open to new, interdisciplinary perspectives.

    The annual meeting of the ARL's Junges Forum (forum for young professionals) on 6-8 October 2016 in Leipzig addressed various aspects of the energy transition - when, where, how and why? The Junges Forum, a platform for both academics and practitioners, met for three days of discussion about the complex transformation process of the energy transition, adopting various inter- and transdisciplinary perspectives. In presentations and discussion groups, they considered not only technical, legal and planning aspects related to infrastructure expansion and the management and structuring of the energy transition, but also its significance for spatial development. The focus of the annual meeting was selected in view of the current importance of the issue. The transition is a process intended to ensure a safe, environmentally friendly and economically successful future and as such involves a broad spectrum of social, planning and scientific challenges and opportunities that require more indepth consideration and analysis.

    The objective of this research was to analyze the relationship between leadership styles and executive functions of planning and decision-making, in chief officers of the Argentine Navy, who are working as students of the Command and General Staff course at the Naval War School. A survey was carried out where a sample of 21 chief officers of the Argentine Navy in the rank of Lieutenant Commander was analyzed, in a population of 153 qualified for command function, whose age range is between 37 and 46 years old, resulting in an average of 40.71 years and an average length of service in the force of 20.88 years, ranging between 18 and 24 years of service. This sample was made up of officers from three different ranks, naval (n = 9), naval aviators (n = 6) and marines (n = 6). The results obtained indicate the absence of correlation between the leadership styles that these officers demonstrated and the skills in the executive functions of decision-making and planning. Likewise, it was found that the values obtained from the tests carried out yielded results that allow to conclude that the chief officers of the Argentine Navy in the Lieutenant Commander hierarchy possess very high competencies in decision-making and planning, as well as oriented leadership profiles to transformational leadership. The conclusions is that these competencies are significant for the operational and tactical leadership of the means and personnel in the Argentine Navy.

    During the lockdown imposed due to the first wave of the coronavirus disease (COVID-19) pandemic, there were several media reports of citizens flouting the lockdown rules in the United States. Upon closer investigation it was found that the rules were flouted mostly so that people could spend time outdoors in natural environments. This exemplifies the role of the natural environment as a panacea to the mental stress created by pandemics. River ecosystems are perhaps the greatest natural feature of any city. Efficient management of urban rivers, therefore, is strongly correlated to crisis management during pandemics like COVID-19. However, urban rivers, today, are facing multiple challenges, such as river pollution, drying up of river stretches, encroachment of rivers into floodplains, and biodiversity losses. These can be attributed to the various urban development activities, due to which cities have inadvertently short-changed the rivers. Managing an urban river, especially a degraded one, requires several transformational solutions that may have to be implemented over long and sustained periods in order to reap the optimal benefits. Many such solutions are often started with great enthusiasm but get derailed over time because of the lack of a long-term institutional mechanism required to support the overall outcome. A Master Plan is a good instrument to address this challenge. This paper describes a set of tools and avenues within Master Plans that can be used to address typical river-related challenges in Indian cities. It also showcases the example of the Urban River Management Plan for Kanpur city, where these tools and avenues have been used to inform the Master Plan of the city.

    As economic planners sought to rebuild Europe in the unstable postwar period, economic expertise was called upon to help in the drawing of national budgets and to inform economic and planning policies. A tool that circulated from academia to economic administrations was the input-output framework that had been developed by Wassily Leontief since the 1930s. As Leontief came into contact with other economists and with the goals of economic administrations, his framework was repurposed to give answers to the questions of economic planners. Statisticians and economists in Western Europe worked to integrate the input-output framework with the developing national accounts. Looking at their work with a particular focus on investment and development policies, I bring new insights on the role of experts, by showing that the input-output model had little impact on the actual coordination of economic policies.

    This study deals with state action through the analysis of the main administrative instruments with planning and budgeting, aiming to illustrate the different characteristics between the planning and budgeting instruments under the multi-annual perspective and to present possible risks of becoming a substitute and multi-annual devices, not complimentary, within the political process of public decision. The budget is a political-political instrument with an allocation structure of public resources and expenditure on entities considered to be of public interest. Planning, in turn, is closely linked to the State's distributive function, to the problems of identifying social demand, public choice, and prioritizing public goods. Both the allocative function of the budget and the distributive function exercised using planning are integrated or interrelated but are limited to the fi scal and fi nancial conditions of the State for maintaining macroeconomic balance. Among the four constitutional amendments pending in the National Congress on planning and budget, only one brings an interpretation of the multi-annual budget as a substitute for the Multi-Annual Plan (PPA), under the national medium-term scope of the federal government. In this context, the possibility of removing the constitutional requirement of the PPA to be a law without a clear proposal to replace it does not fail to create an institutional instability about the fate of planning and budgeting in Brazil. In this sense, this work brings subsidies to stimulate the necessary debate with society regarding the project that is on the legislative table to, for the time being, extinguish the PPA to implement and a multi-annual budget.
