    This study analyses the development policy measures of the German Federal Ministry for Economic Cooperation and Development (BMZ) in Mali and Senegal. In particular, it discusses the extent to which the BMZ guidelines Marshall Plan and Gender GAP II can be implemented in the measures to empower women and girls in the areas of education and labour market integration. Until now, there is only a limited number of publications on the empowerment of women in education and labour market integration in West Africa. This work is one of the first to offer concrete recommendations for action based on expert knowledge.The book contains the text in German and French.Die vorliegende Studie analysiert die entwicklungspolitischen Maßnahmen des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) in Mali und im Senegal. Dabei wird insbesondere erörtert, inwieweit sich die BMZ Leitlinien Marshallplan und Gender GAP II in den Maßnahmen zum Empowerment von Frauen und Mädchen in den Bereichen Bildung und Arbeitsmarktintegration in den dortigen Ländern umsetzen lassen. Bis dato gibt es nur eine begrenzte Anzahl von Publikationen zum Empowerment von Frauen in Bildung und Arbeitsmarktintegration in Westafrika. Diese Arbeit ist eine der ersten, die konkrete Handlungsempfehlungen auf Grundlage von Expertenwissen aufweisen kann.Das Buch enthält den Text in einer deutschsprachigen und in einer französischsprachigen Version.

    While labour flows within the EU are substantial and growing, relatively little is known about what drives them or what conditions mobile workers face. This working paper describes the flows of working-age movers between EU Member States, addressing the question of who decides to move and whether these moves follow similar push and pull factors to migration more generally. Besides investigating why EU citizens move between countries, we also describe their initial labour market outcomes at the destination, which is important in considering the benefit of such moves. Our analyses indicate substantial variation in labour market outcomes. As with other migration, mobility within Europe is usually associated with relatively worse labour market opportunities in the labour market compared to the majority. There is strong variation between movers depending on region within the EU, however. This paper also compares the situation of recent movers to those who stay in their countries of origin, finding large differences between countries in the selection of movers.

    This paper analyses the labour market entry of refugees and other (non-humanitarian) migrants originating from middle- and low-income non-European countries that arrived in Austria in 2014-2016. Specifically, we analyse factors that shaped the transition to and out of the first job in the Austrian labour market, document the characteristics of the first job and explore job stability in Austria. Even though refugees took longer to find a job, individual and household characteristics, as well as labour market indicators, are associated with the time between arrival and the first job in Austria, similar to other migrants. Refugees and other migrants also found similar job types as their entry jobs, which tended to be located in low-wage segments. The results, however, suggest that other migrants held their first job, on average, for a longer time than refugees. Although other migrants quit their first job relatively quickly when it was marginal employment, refugees tended to hold marginal jobs as long as full-time and parttime jobs. Finally, our results suggest that entry jobs with a higher quality in terms of working hours and wages (i.e. full-time jobs) tended to be linked with job stability, while entry jobs with a lower quality (i.e. marginal jobs) tended to be associated with job instability for both refugees and other migrants. The results of the paper showcase the importance of immediate access to various training and re-education programs for refugees to improve the quality of their entry jobs and their long-term prospects in the Austrian labour market.

    This paper analyses occupational trajectories of refugees from their last job in the home country to their first and current jobs in Austria and the role of co-ethnic and Austrian social networks in job search, using data from a large-scale survey of recognised refugees from Syria, Afghanistan, Iraq and Iran who have predominantly come to Austria since 2010, thereby covering the strong refugee wave of 2015-2016. The results corroborate a U-shaped pattern, with a sharp initial occupational loss followed by a rather moderate occupational recovery. Although native social networks play no role for occupational changes, co-ethnic social networks - particularly when used as a stand-alone job search strategy - prove detrimental along the entire trajectory. However, co-ethnic social networks are beneficial if used in combination with the Austrian labour market service or NGOs. Some refugees prove particularly vulnerable, such as older refugees or highly educated refugees who undergo more pronounced initial occupational downgrading, with subsequent occupational upgrading either limited or absent.

    Refugees are more likely to develop mental diseases as most of them have been exposed to potentially traumatic events and fundamental stressors in their home countries, during migration and after resettling in the host countries. This diminishes their prospects for social and economic integration, which also may have detrimental effects on their mental health. We examine the prevalence of mental disorders in the refugee population from Afghanistan, Iraq, Iran and Syria who arrived in Austria recently, drawing on data from four waves of the FIMAS refugee survey project. Interviews were conducted between December 2017 and April 2022 in Austria, with a specific focus on Vienna, Salzburg, Graz, Linz and Innsbruck. We found a high share of refugees (31% in 2017/2018, declining to 26% in 2022) who showed moderate or severe levels of mental distress. Women were found to have a significantly higher risk of mental illness. We also investigate the effects of mediators on mental health, applying pooled and panel regression model. A positive association was found, for example, in the cases of discrimination experienced in Austria and obviously potentially traumatic events experienced during migration. Negative correlations were detected for certain mitigating factors that foster resilience, such as proficiency in the German language, living in the same household with one's partner and children, being employed, having more supportive relationships, and being more satisfied with the housing situation.

    In this study, we evaluate the effectiveness of the participation of refugees in integration programmes intended to help them gain employment. The specific programmes considered are the Competence Check programme and the Integration Year programme that were introduced in Austria around the time of the 2015 crisis, when refugees poured from the Middle East into the EU. The study is based on the fourth and fifth waves of a survey (FIMAS) of refugees from Afghanistan, Iraq, Iran and Syria in Austria, and it uses matching models to evaluate the effects on employment of participation in those two programmes. More specifically, it applies multivariate matching methods that ensure better balancing properties between the control and the treated groups. We find especially positive effects of the programmes on the employability of women, the poorly educated, younger and older age cohorts. These programmes thus seem to work specifically for those that find themselves in a more vulnerable labour market situation.

    This Policy Note reports on the analyses undertaken in a number of wiiw Working Papers that are the output of two projects financed by the Anniversary Fund of the Austrian National Bank (Project no. 18474 and no. 17166). Four of the papers are based on survey data from the FIMAS dataset, which has been compiled over the years by the International Centre for Migration Policy Development (ICMPD), together with wiiw, and which document the experiences of recent waves of refugees from Afghanistan, Iran, Iraq and Syria. The topics covered in these four papers are as follows. First, an analysis of the pattern of occupational status loss (or gain) that refugees experience in the course of the move from their home countries to the destination country (Austria), focusing on the move from the jobs they had prior to the move, to their first job in Austria and then to their second or current job. Second, an examination of the effectiveness of two of the labour market integration programmes offered by the Austrian public employment service (AMS): the Competence Check and the Voluntary Integration Year programme. Third, an investigation into the interrelationships between aspects of the 'social integration' and the 'labour market integration' of refugees. Fourth, an analysis of the factors determining (or related to) the mental health problems that this wave of refugees has had to cope with. A fifth paper is based on the register-based labour market career data provided by Statistics Austria: it examines a number of issues (job entry, job quality, job stability) related to the trajectories of refugees' labour market experiences in Austria, compared to other non-European migrants from low- and medium-income countries.

    As immigrants born in developing countries and their descendants represent a growing share of the working-age population in the developed world, their labour market integration constitutes a key factor for fostering economic development and social cohesion. Using a granular, matched employer-employee database of 1.3 million observations between 1999 and 2016, our weighted multilevel log-linear regressions first indicate that in Belgium, the overall wage gap between workers born in developed countries and workers originating from developing countries remains substantial: it reaches 15.7% and 13.5% for first- and second-generation immigrants, respectively. However, controlling for a wide range of observables (e.g. age, tenure, education, type of contract, occupation, firm-level collective agreement, firm fixed effects), we find that, whereas first-generation immigrants born in developing countries still experience a sizeable adjusted wage gap (2.7%), there is no evidence of an adjusted wage gap for their second-generation peers. Moreover, our reweighted, recentered influence function Oaxaca-Blinder decompositions agree with these findings. Indeed, while the overall wage gap for first-generation immigrants born in developing countries is driven by unfavourable human capital, low-paying occupational/sectoral characteristics, and a wage structure effect (e.g. wage discrimination), the wage gap for their second-generation peers is essentially explained by the fact that they are younger and have less tenure than workers born in developed countries. Furthermore, our results emphasize the significant moderating role of geographical origin, gender, and position in the wage distribution.

    As immigrants born in developing countries and their descendants represent a growing share of the working-age population in the developed world, their labour market integration constitutes a key factor for fostering economic development and social cohesion. Using a granular, matched employer-employee database of 1.3 million observations between 1999 and 2016, our weighted multilevel log-linear regressions first indicate that in Belgium, the overall wage gap between workers born in developed countries and workers originating from developing countries remains substantial: it reaches 15.7% and 13.5% for first- and second-generation immigrants, respectively. However, controlling for a wide range of observables (e.g. age, tenure, education, type of contract, occupation, firm-level collective agreement, firm fixed effects), we find that, whereas first-generation immigrants born in developing countries still experience a sizeable adjusted wage gap (2.7%), there is no evidence of an adjusted wage gap for their second-generation peers. Moreover, our reweighted, recentered influence function Oaxaca-Blinder decompositions agree with these findings. Indeed, while the overall wage gap for first-generation immigrants born in developing countries is driven by unfavourable human capital, low-paying occupational/sectoral characteristics, and a wage structure effect (e.g. wage discrimination), the wage gap for their second-generation peers is essentially explained by the fact that they are younger and have less tenure than workers born in developed countries. Furthermore, our results emphasize the significant moderating role of geographical origin, gender, and position in the wage distribution.

    This paper investigates whether citizenship acquisition affects immigrants' employment in Belgium. To do so, we rely on a longitudinal database, over the period 2008-2014, coupling administrative data from the Crossroads Bank for the Social Security (CBSS) and survey data from the Labour Force Surveys (LFS). During this period, citizenship was open to all immigrants who have been legally resident for at least 7 years, without any language or integration requirements. This allows us to study naturalisation in a liberalised context, avoiding part of the selection bias. The econometric analysis has been carried out using panel data fixed effects techniques applied to a programme evaluation model. We find that citizenship acquisition increases immigrants' employment by 7 percentage points after naturalisation. This effect persists even after controlling for endogeneity by exploiting an instrument for naturalisation and thus confirms the existence of citizenship premium in Belgium. Furthermore, the analysis by type of employment shows that citizenship has a positive effect on migrants' entrepreneurship as well as on their probability of finding a better and more stable job. Finally, using cross-section administrative data from the CBSS, covering the entire population, we find that citizenship effect is stronger for individuals with a non-EU origin.

    Over the last decades, Europe attracted an increasing number of internationally mobile students. The related influx of talent into European labour markets constituted an important factor to the knowledge economy. This research addresses the question whether changing political landscapes in Europe, e.g. an increasing scepticism concerning migrants or support for right-wing parties, translated into a diminishing attractiveness of European economies. To this end, international graduates' staying behaviour in 28 European destination countries is investigated based on bilateral stay rates for almost 150 countries of origin in the years 2009 to 2019. Controlling for various immigration regimes and institutional settings, international graduates are found to display a high level of sensitivity with respect to political dynamics: A distinct dominance of the right political spectrum may lower the number of international graduates willing to stay by up to 50%. The effect is particularly strong in election years when voters' political preferences become more salient. Eventually, this amounts to a considerable loss for European economies since international graduates have acquired destination country specific human capital and are easily integrated into host societies.

    Die vorliegende Studie analysiert die entwicklungspolitischen Maßnahmen des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) in Mali und im Senegal. Dabei wird insbesondere erörtert, inwieweit sich die BMZ Leitlinien Marshallplan und Gender GAP II in den Maßnahmen zum Empowerment von Frauen und Mädchen in den Bereichen Bildung und Arbeitsmarktintegration in den dortigen Ländern umsetzen lassen. Bis dato gibt es nur eine begrenzte Anzahl von Publikationen zum Empowerment von Frauen in Bildung und Arbeitsmarktintegration in Westafrika. Diese Arbeit ist eine der ersten, die konkrete Handlungsempfehlungen auf Grundlage von Expertenwissen aufweisen kann. Das Buch enthält den Text in einer deutschsprachigen und in einer französischsprachigen Version. This study analyses the development policy measures of the German Federal Ministry for Economic Cooperation and Development (BMZ) in Mali and Senegal. In particular, it discusses the extent to which the BMZ guidelines Marshall Plan and Gender GAP II can be implemented in the measures to empower women and girls in the areas of education and labour market integration. Until now, there is only a limited number of publications on the empowerment of women in education and labour market integration in West Africa. This work is one of the first to offer concrete recommendations for action based on expert knowledge. The book contains the text in German and French.

    Refugees hosted across the developed world often work in low-quality jobs, regardless of education previously attained in their country of origin. In this paper, I analyse the long-term value of formal host-country education for refugees using the example of forcefully displaced Bosnians who arrived in Austria during the 1992-1995 Bosnian war. Deploying 22 years of Austrian microcensus data, I exploit the age at the time of forced migration as an instrument for the probability of receiving host-country instead of origin country education to recover local average treatment effects of education attained in Austria vis-à-vis Bosnia on labour market outcomes for refugees aged around schooling thresholds. These estimates show that attaining a formal degree in the host-country significantly reduces the probability of work below educational attainment and low-skill employment over the entire observation period. Income differences between Austrian and Bosnian degree holders are visible after more than two decades of stay in Austria. The discount on Bosnian education declines over time for men but not for women, suggesting that host-country degrees are particularly important to groups that faced cultural barriers to quality employment in their country of origin.

    A large body of literature shows that first-generation immigrants born in developing countries experience a higher likelihood of being overeducated than natives (i.e. immigrant overeducation). However, evidence is remarkably scarce when it comes to the overeducation of second-generation immigrants. Using a matched employer-employee database for Belgium over the period 1999-2016 and generalized ordered logit regressions, we contribute to the literature with one of the first studies on the intergenerational nexus between overeducation and origin among tertiary-educated workers. We show that immigrant overeducation disappears across two generations when workers work full-time. However, immigrant overeducation is a persistent intergenerational phenomenon when workers work part-time. Our gender-interacted estimates endorse these findings for female and male immigrants.
