    Harnessing the knowledge citizens and government employees are willing to share on social media applications in the public sector is one of the most difficult things to do in the era of Government 2.0. Every day thousands of citizens are commenting on government Facebook posts and blog entries or reshare information published on Twitter. Rarely has government the opportunity to harvest innovative ideas and knowledge that is published through these channels. The main reason for many agencies to set up an organizational account is still “to be where the people are.” Recently Open Innovation platforms have started to address this disconnect and are providing an easy access to participate in making government cool again

    Die vorliegende Arbeit untersucht, inwiefern extrapersonale Einflussfaktoren das Verhalten der Wissensteilung im Offboarding in der öffentlichen Verwaltung Deutschlands beeinflussen. Hier besteht eine Forschungslücke, die es insbesondere vor dem Hintergrund einer nahenden Pensionierungswelle und der daraus resultierenden Gefahr eines massiven Wissensverlusts zu schließen gilt. Zu diesem Zweck werden unterschiedliche Analyseebenen verknüpft, Einflussfaktoren aus der Literatur herausgearbeitet und in die Theorie des geplanten Verhaltens eingebunden. Anschließend werden Hypothesen formuliert, wie extrapersonale Einflussfaktoren, die sich aus der Verwaltung als organisationalen Kontext und dem Prozess des Offboarding ergeben, das Verhalten der Wissensteilung fördern oder hemmen. Die Testung der Hypothesen erfolgt durch die Erhebung und Auswertung qualitativer Interviewdaten. Daraus resultierende Erkenntnisse verdeutlichen, dass die anstehende Pensionierungswelle in der deutschen Verwaltung eine stärkere Ausrichtung des organisationalen Wissensmanagements auf den Prozess des Offboarding und dessen Gestaltung erfordert, um Wissensverluste zu reduzieren. This bachelor thesis examines the extent to which extra-personal influencing factors shape the behavior of knowledge sharing in offboarding processes in German public administration. There is a research gap here that needs to be closed urgently, especially given the approaching wave of retirements and the resulting risk of a massive loss of knowledge. For this purpose, different levels of analysis are linked, influencing factors are identified and integrated into the Theory of Planned Behavior. Hypotheses are then formulated as to how extra-personal influencing factors resulting from administration as an organizational context and the process of offboarding promote or inhibit knowledge sharing behavior. The hypotheses are tested by collecting and analyzing qualitative interview data. The findings make it clear that the upcoming wave of retirements in the German public administration requires a stronger orientation of organizational knowledge management towards the process of offboarding and its design in order to reduce knowledge losses.

    Abstract: The international workshop “Thinking in Practice” was organized to explore scholarly modelling from the perspectives of researchers belonging to various disciplines. This focus on interdisciplinarity made the workshop unlike other academic meetings. Therefore it was important to build an environment and create a surrounding to share not only explicit knowledge connected to the ordinary scholarly work of the participants, but also to invite them to share their implicit knowledge, which often happens in a complex secluded network of relationships, removed from conscious knowledge sharing. Taking these aspects into account, this article reflects upon the created workshop model from an abstract view, outlining the selection of participants, location and format and how the planning contributed to a notably successful event

    This study measures the relationship between tacit knowledge and innovation in the Polish and US information technology (IT) industries. Large samples were obtained, allowing quantitative modeling not possible in many tacit knowledge studies focused on more qualitative analysis. Conceptually, the study identifies the potential sources of tacit knowledge (learning-by-doing and/or learning-by-interaction), individual tacit knowledge development leading to a willingness to share, and the consequent correlation to process and/or product/service innovation. The important role of critical thinking as a control variable in tacit knowledge development in individuals is also identified as is the connection of process innovation as a mediator between tacit knowledge sharing and product/service innovation.The model is supported across both samples though with interesting differences across countries, particularly in sources of tacit knowledge (more learn-by-doing in the US), the link between awareness and sharing (stronger in US), and innovation (process as a full mediator in Poland, complementary in the US). The main theoretical contribution is empirical support for tacit knowledge's role in innovation, including the step-by-step details of how everything connectsas well as details on how the model can differ by national context. The managerial implications include the care that must be taken to evaluate national circumstances and their potential impact on a firm's management of tacit knowledge.
