    This work analyzes the course of cultural policies in Brazil from a categorization of the area based on data that integrate the Catalog Platform of Public Policies. The starting point is a theoretical, conceptual, and historical analysis of the emergence of cultural policies broadly and their trajectory in the context of public policies, including at a global level. Then, with the creation of the Ministry of Culture (MinC) in 1985 as a milestone, the policies identified in the current version of the Catalog of Public Policies are classified and grouped into segments and subareas of culture in order to analytically delineate the trajectories verified and point out for possible trends, taking into account the recent ruptures resulting from the extinction of the MinC, which resulted in discontinuity, paralysis, and slowdown even of actions institutionalized at the constitutional level.

    The effectiveness of development cooperation (DC) is a topic of extensive debate in this policy field. Yet despite numerous review and evaluation formats designed to promote learning processes and hence enhance effectiveness, it is often impossible to document these improvements. Against this backdrop, the present paper aims to analyse the usefulness of ex-post evaluations (EPEs) by KfW Development Bank – both within KfW Development Bank and at the German Federal Ministry for Economic Cooperation and Development (BMZ), from which it receives its commissions. Research indicates that EPEs are conducted with great care. Moreover, EPEs can contribute to the legitimacy of (financial) DC, as project results are considered and presented in a structured manner. Nevertheless, the people interviewed for this study regard EPEs as (highly) subjective assessments and believe that these evaluations may under certain circumstances not be comparable with one another. Yet EPEs need to be comparable, because their overall ratings are used to calculate the success rate, which is currently around 81%. This in turn affects KfW’s reporting on its performance to BMZ and to the public. The data from the interviews shows that trade-offs during the production and use of EPEs appear to limit the usefulness of this format. EPEs are designed to deliver accountability to the public and to BMZ and to promote learning within KfW. These are conflicting objectives, however, as they would each require a different approach. According to those interviewed at KfW and BMZ, EPEs are seldom read or used. Interviewees explain that EPEs are rarely relevant to people working in operational areas, as the evaluations are not published until several years after the project concerned has been completed and only occasionally contain information that is relevant to current projects. The evaluations cannot be conducted sooner, however, as otherwise they would not be able to assess the sustainability and development impact of a project. Moreover, interviews and evidence from other studies indicate that EPEs are of limited relevance to political steering at BMZ, even in aggregated form. Nonetheless, the author believes that it would not be an option to no longer conduct EPEs, as they are the only way to review the development impact and sustainability of a representative number of projects in an affordable way, thus forming the basis for delivering accountability. Reconciling the conflicting goals of learning and accountability is challenging. For the learning component, it would appear to be a good idea to make greater use of cross-sectional analyses and to establish a central support structure for all implementing organisations and BMZ with a view to compiling all the key information from the evaluations and forwarding it to both BMZ and KfW and to the partner countries in a form tailored to meet their needs. For the accountability component, transparency also needs to be enhanced by making completed evaluation reports available to the public promptly and in full. In addition to an evaluation of international research literature, this paper particularly draws on empirical interview data. A total of 13 specifically selected experts from the German DC system were interviewed. This interview data thus forms an illustrative but not representative sample.

    Die vorliegende Arbeit untersucht, inwiefern extrapersonale Einflussfaktoren das Verhalten der Wissensteilung im Offboarding in der öffentlichen Verwaltung Deutschlands beeinflussen. Hier besteht eine Forschungslücke, die es insbesondere vor dem Hintergrund einer nahenden Pensionierungswelle und der daraus resultierenden Gefahr eines massiven Wissensverlusts zu schließen gilt. Zu diesem Zweck werden unterschiedliche Analyseebenen verknüpft, Einflussfaktoren aus der Literatur herausgearbeitet und in die Theorie des geplanten Verhaltens eingebunden. Anschließend werden Hypothesen formuliert, wie extrapersonale Einflussfaktoren, die sich aus der Verwaltung als organisationalen Kontext und dem Prozess des Offboarding ergeben, das Verhalten der Wissensteilung fördern oder hemmen. Die Testung der Hypothesen erfolgt durch die Erhebung und Auswertung qualitativer Interviewdaten. Daraus resultierende Erkenntnisse verdeutlichen, dass die anstehende Pensionierungswelle in der deutschen Verwaltung eine stärkere Ausrichtung des organisationalen Wissensmanagements auf den Prozess des Offboarding und dessen Gestaltung erfordert, um Wissensverluste zu reduzieren. This bachelor thesis examines the extent to which extra-personal influencing factors shape the behavior of knowledge sharing in offboarding processes in German public administration. There is a research gap here that needs to be closed urgently, especially given the approaching wave of retirements and the resulting risk of a massive loss of knowledge. For this purpose, different levels of analysis are linked, influencing factors are identified and integrated into the Theory of Planned Behavior. Hypotheses are then formulated as to how extra-personal influencing factors resulting from administration as an organizational context and the process of offboarding promote or inhibit knowledge sharing behavior. The hypotheses are tested by collecting and analyzing qualitative interview data. The findings make it clear that the upcoming wave of retirements in the German public administration requires a stronger orientation of organizational knowledge management towards the process of offboarding and its design in order to reduce knowledge losses.

    This paper documents the effects of an intervention on knowledge sharing, in which information embedded in efficient private organizations is used to improve bureaucratic procedures of public agencies. In particular, it analyzes the impact of the Knowledge for Results (K4R) program on the efficiency of public agencies in Colombia. The findings of the study indicate that K4R is associated with a statistically significant improvement in operational efficiency. The paper presents two examples of K4R. In the first example, K4R reduced the time that local ombudsman offices need to deal with incoming petitions from citizens. In the second example, K4R reduced the time that oncology patients spend in an emergency clinic until they are discharged from the hospital. These time reductions are quantitatively relevant and imply efficiency gains of between 25 and 40 percent relative to pre-program levels.

Hier besteht eine Forschungslücke, die es insbesondere vor dem Hintergrund einer nahenden Pensionierungswelle und der daraus resultierenden Gefahr eines massiven Wissensverlusts zu schließen gilt. Zu diesem Zweck werden unterschiedliche Analyseebenen verknüpft, Einflussfaktoren aus der Literatur herausgearbeitet und in die Theorie des geplanten Verhaltens eingebunden. Anschließend werden Hypothesen formuliert, wie extrapersonale Einflussfaktoren, die sich aus der Verwaltung als organisationalen Kontext und dem Prozess des Offboarding ergeben, das Verhalten der Wissensteilung fördern oder hemmen. Die Testung der Hypothesen erfolgt durch die Erhebung und Auswertung qualitativer Interviewdaten. Daraus resultierende Erkenntnisse verdeutlichen, dass die anstehende Pensionierungswelle in der deutschen Verwaltung eine stärkere Ausrichtung des organisationalen Wissensmanagements auf den Prozess des Offboarding und dessen Gestaltung erfordert, um Wissensverluste zu reduzieren. This bachelor thesis examines the extent to which extra-personal influencing factors shape the behavior of knowledge sharing in offboarding processes in German public administration. There is a research gap here that needs to be closed urgently, especially given the approaching wave of retirements and the resulting risk of a massive loss of knowledge. For this purpose, different levels of analysis are linked, influencing factors are identified and integrated into the Theory of Planned Behavior. Hypotheses are then formulated as to how extra-personal influencing factors resulting from administration as an organizational context and the process of offboarding promote or inhibit knowledge sharing behavior. The hypotheses are tested by collecting and analyzing qualitative interview data. The findings make it clear that the upcoming wave of retirements in the German public administration requires a stronger orientation of organizational knowledge management towards the process of offboarding and its design in order to reduce knowledge losses.

    Purpose: This paper analyzes the association of searching diversely as a strategy to capture external knowledge and that of competition intensity with innovation in logistics. Secondly it studies how these associations interact by examining whether they intensify or mitigate one another when jointly occur. Thirdly, it is explored whether correlations of search diversity, competition intensity and their interaction effect with logistics innovation demonstrate differences in their strength depending on logistics innovativeness of target industries. Design/methodology/approach: By discriminating between diversifying and expanding search scope, a new search mode is identified which is more precise in examining diversity of acquired external knowledge in comparison to search breadth. External search diversity is formulated based on a classification of external sources according to similarities in their knowledge supply. Quantile regression is applied for the purpose of this study due to its ability in estimating different models in different quantiles of the response variable.
