Abstract: Boris Johnson's populist policy against immigrants and asylum seekers, dumped in detention camps in Rwanda, may not succeed because of legal constraints. Yet, his political agenda will probably work nevertheless, given the growing xenophobia among his electorate. Against expert advice, Home Secretary Priti Patel promised the autocratic ruler in Kigali, Paul Kagame, responsible among others for retribution killings of his army (RPF), to transfer an initial £120m to deter the migrants and to make them "settle and thrive" in Rwanda. However, London would have to pay much more in the proposed "economic transformation and integration fund" for the current cost. It is highly unlikely that Rwanda will be able to cope with additional immigrants as it is already struggling to accommodate its own more than 130,000 refugees. Moreover, in the past, also Denmark and Israel had tried in vain to execute similar policies to get rid of undesirable migrants and settling them in Rwanda and Uganda. Jo

Abstract: The EU is one of the three largest economies in the world. But its economy, which is still suffering from the COVID-19 pandemic and the negative effects of the Russian war in Ukraine, faces a bleak outlook. Inflation, or even stagflation, is a major concern as it reflects cost pressures from disrupted supply chains and tight labor markets. The war in Ukraine could also lead to a sustained stop in European gas supplies from Russia. Fitch Ratings therefore forecast the likelihood of a technical recession in the euro zone due to ongoing gas rationing. Apparently the EU is at the mercy of two unpredictable powers, Putin and the weather. China is also affected by global imbalances, and when China coughs, Europe catches the flu. However, the risks are greatest in sub-Saharan Africa. Its global growth spillovers come mainly from the EU and the BRICS countries. In addition to its strong demographic growth, the continent is already suffering from climate change, including prolonged droughts

This paper reviews the latest evidence of the effects of early life circumstances on old-age health, distinguishing in utero exposures from childhood exposures to a wide range of environments. We then leverage the growing number of studies of the impact of the Great Chinese Famine (1959-1961) on the health of older adults to perform a meta-analysis and discuss potential mechanisms. Recent studies assembling multiple domains of early life circumstances are evaluated to better understand how various circumstances may coalesce and manifest in shaping long-term health.

This paper studies the relationship between pre-famine living conditions and famine severity. I digitise the parish-level returns of the Irish Poor Inquiry and use these to explain the co-variates of increasing poverty in the early nineteenth century and examine how they impacted the severity of The Great Famine. I find that income acted as a key co-variate of increasing poverty, with the poor becoming poorer. However, it is levels, not changes, of poverty which are found to be a key determinant of famine severity, alongside the structural features of parishes, such as their distance from the nearest navigable waterway. The paper also fails to find evidence of increasing poverty or famine severity being a result of overpopulation.

More than half a century has passed since the Great Chinese Famine (1959-1961), and China has transformed from a poor, underdeveloped country to the world's leading emerging economy. Does the effect of the famine persist today? To explore this question, we combine historical data on province-level famine exposure with contemporary data on individual wealth. To better understand if the relationship is causal, we simultaneously account for the well-known historical evidence on the selection effect arising for those who survive the famine and those born during this period, as well as the issue of endogeneity on the exposure of a province to the famine. We find robust evidence showing that famine exposure has had a considerable negative effect on the contemporary wealth of individuals born during this period. Together, the evidence suggests that the famine had an adverse effect on wealth, and it is even present among the wealthiest cohort of individuals in present-day China.

We use newly collected individual-level hunger recall information from the China Family Panel Survey to estimate the causal effect of undernourishment on later-life health. We develop a Two-Sample Instrumental Variable (TSIV) estimator that can deal with heterogeneous samples. We find a non-linear relationship between mortality rates, a commonly used famine indicator, and the individual hunger experience. The nonlinearity in famine exposure may explain the variation in the famine's effect on later life health found in previous studies. We also find that exposure to famine-induced hunger early in life leads to worse health among females fifty years later. This effect is much larger than the reducedform effect found in previous studies. For males, we find no impact.

This paper investigates impacts, mechanisms and selection effects of prenatal exposure to multiple shocks, by exploiting the unique natural experiment of the Dutch Hunger Winter. At the end of World War II, a famine occurred abruptly in the Western Netherlands (November 1944 - May 1945), pushing the previously and subsequently well-nourished Dutch population to the brink of starvation. We link high-quality military recruits data with objective health measurements for the cohorts born in the years surrounding WWII with newly digitised historical records on calories and nutrient composition of the war rations, daily temperature, and warfare deaths. Using difference-in-differences and triple differences research designs, we show that the cohorts exposed to the Dutch Hunger Winter since early gestation have a higher Body Mass Index and an increased probability of being overweight at age 18, and that this effect is partly accounted for by warfare exposure and a reduction in energy-adjusted protein intake. Moreover, we account for selective mortality using a copula-based approach and newly-digitised data on survival rates, and find evidence of both selection and scarring effects. These results emphasise the complexity of the mechanisms at play in studying the consequences of early conditions.

Can the effects of early childhood trauma persist across generations, impacting the long-run outcomes of their children? To answer this question, we exploit the geographic variation in the intensity of the Great Famine in China and distinguish the effects of exposures during four stages of childhood cognitive development between ages 0 to 15 as defined in the child development theory of Jean Piaget. We find that exposure to famine in childhood, especially in ages 0-2 and 3-7, negatively impacts the adult mental health of the survivors' children. We also find negative effects on parent's mental health and parent-child interaction frequency, consistent with the role of childhood home environments as transmission channels. Our findings show that the determinants of mental health problems can be traced back across a generation and demonstrate the persistent damage of early childhood trauma on the survivors and their children.

We use databases we have created from the records of New York's Emigrant Savings Bank, founded by pre-Famine Irish immigrants and their children to serve Famine era immigrants, to study the social mobility of bank customers and, by extension, Irish immigrants more generally. We infer that New York's Famine Irish had a greater range of employment opportunities open to them than perhaps commonly acknowledged, and that the majority were eventually able to move a rung or two up the American socioeconomic ladder, supporting the conviction of many Famine immigrants that the U.S. was indeed "the best country in the world.

Laksmi Bratakathas in Bengal are religious narratives of the eponymous Hindu goddess who presides over prosperity symbolized through an abundance of rice. The reciting of these Laksmi Bratakathas is a sacral duty of the women of the Bhadralok, which remains a popular practice even today. The period of rise and proliferation of these specific narratives, from the eighteenth century onwards, coincides with catastrophic famines with which imperialism in Bengal starts and ends and which provide the historical motivations for requesting the intervention of the goddess of plenty. But there is a deliberate mystification of hunger as Laksmi displaces the problem of famine onto the axes of vice and virtue, which are specifically located in the transgressive figure of the 'New Woman'. Since this is also the period which ushers in a new construction of gender relations, the displacement in these Bratakathas is of critical importance. The article examines the ideological framing of hunger by locating the matrices of the colliding and colluding histories of colonialism, class and gender.

There is mounting evidence indicating that the aging process initiates during early life stages, with in utero the individual's environment playing a significant role. Consequently, it is crucial to understand the enduring effects of early life circumstances on health in old age. In this study, we conducted a meta-analysis to examine the effects of the Great Chinese Famine (1959-1961) on the health of older adults. We also explored potential mechanisms underlying these effects. The complex interplay between early life circumstances, multiple health-related sectors, and healthy aging necessitates a comprehensive life-course approach and strategic interventions to enhance public health in an aging society.

Since the 1970s, famines have been widely invoked as natural experiments in research into the long-term impact of foetal exposure to nutritional shocks. That research has produced compelling evidence for a robust link between foetal exposure and the odds of developing schizophrenia. However, the implications of that research for the human cost of famines in the longer run has not been investigated. We address the connection between foetal origins and schizophrenia with that question in mind. The impact turns out to be very modest - much less than one per cent of the associated famine death tolls - across a selection of case studies.

We model how social norms interact with adverse shocks to affect male and female survival chances and influence subsequent human capital investments. We test these predictions empirically by using the Fifth National Population Census of the People's Republic of China in 2000 that has information on birthplace and estimate a difference-in-differences model that combines cohort and regional variation in exposure to the famine with regional variation in the culture of son preference. We find that son preference buffers the negative impact of intrauterine famine shocks on cohort male-to-female sex ratios and reduces famine's impact on gender inequality in health and education.
