    Disinformation and so-called fake news are contemporary phenomena with rich histories. Disinformation, or the willful introduction of false information for the purposes of causing harm, recalls infamous foreign interference operations in national media systems. Outcries over fake news, or dubious stories with the trappings of news, have coincided with the introduction of new media technologies that disrupt the publication, distribution and consumption of news -- from the so-called rumour-mongering broadsheets centuries ago to the blogosphere recently. Designating a news organization as fake, or der Lügenpresse, has a darker history, associated with authoritarian regimes or populist bombast diminishing the reputation of 'elite media' and the value of inconvenient truths. In a series of empirical studies, using digital methods and data journalism, the authors inquire into the extent to which social media have enabled the penetration of foreign disinformation operations, the widespread publication and spread of dubious content as well as extreme commentators with considerable followings attacking mainstream media as fake.

    Abstract: Russia and China challenge the liberal order and rule of law on a global and regional level. The Trump administration has facilitated the support of the move away from the liberal international order and the "Westphalian" system of states that America had defended for centuries. Extremism is thriving around the world, including in sub-Saharan Africa, fuelled by the aftermath of colonialism, poverty and Islamist ideologies. Regions with limited statehood became failed states where violent conflicts threatened regional security and stability. Russia benefited from the resulting power vacuum. Moscow focused on countries that were formerly French and Portuguese colonies, which Moscow believed are easier to infiltrate.     This paper studies how discriminatory fake news arises and spatially diffuses. We focus on India at the onset of the COVID-19 pandemic: on March 30, a Muslim convention (the Tablighi Jamaat) in New Delhi became publicly recognized as a COVID hotspot, and the next day, fake news on Muslims intentionally spreading the virus spiked. Using Twitter data, we build a comprehensive novel dataset of georeferenced tweets to identify anti-Muslim fake news. We find, in cross-sectional and difference-in-difference settings, that discriminatory fake news became much more widespread after March 30 (1) in New Delhi, (2) in districts closer to New Delhi, and (3) in districts with higher social media interactions with New Delhi. Further, we investigate whether deeply rooted historical factors may have also played a role in the diffusion of anti-Muslim fake news: we show that, after March 30, discriminatory fake news was more common in districts historically exposed to attacks by Muslim groups.

Zugleich wächst die Sehnsucht nach neuen, ebenso glaubhaften wie visionären Narrativen, die wesentliche Grundlagen unseres sozialen, kulturellen und politischen Miteinanders in einer als krisenhaft empfundenen Umbruchsituation neu erzählen und die sich, so die Hoffnung, gegen die Lügengeschichten der Populisten durchsetzen können. Vor diesem Hintergrund ist in jüngster Zeit eine Debatte um die Bedeutung, die Funktion und den Nutzen des Konzepts des ‚postfaktischen Erzählens‘ entstanden.
