    Digitalisation; big data; open data Im Digitalzeitalter haben die Produktion, Verbreitung und Speicherung von Daten gigantische Ausmaße angenommen. Pro Minute werden weltweit fast 140 Millionen E-Mails verschickt, 100 Stunden Videomaterial auf YouTube hochgeladen, 350.000 Tweets geschrieben, 970 neue Blogeinträge von Wordpress-Usern veröffentlicht und 240.000 Fotos auf Facebook hochgeladen – Tendenz steigend. Abgesehen von der expliziten Erstellung von Daten sind wir alle selbst als Mediennutzer und Konsumenten Datenquellen. Diese Daten sind bereits zu einem monetär relevanten, maßgeblichen Bestandteil gezielten Marketings geworden. Unter dem Schlagwort „Open Data“ wird auch gegenüber dem Staat gefordert, öffentliche Verwaltungsdaten für alle verfügbar und nutzbar zu machen. Gleichzeitig bieten Enthüllungsplattformen à la WikiLeaks gerade geheimen und vertraulichen Daten eine breite Öffentlichkeit. Und auch immer mehr Unternehmen und politische Parteien wollen aus der Datenflut im Netz Profit schlagen. Mit statistisch-algorithmischen Methoden wird beim sogenannten „data mining“ versucht, Wissenswertes aus dem Datenberg ans Licht zu befördern. „Digital Humanities“ verfolgen das Ziel, neue Fragestellungen und Erkenntnismodelle für die Geisteswissenschaften zu generieren.

    Over the recent decades, the possibilities to surveil people have increased and been refined with the ongoing digital transformation of society. Surveillance can now go in any direction, and various forms of online surveillance saturate most people’s lives, which are increasingly lived in digital environments. To understand this situation and nuance the contemporary discussions about surveillance – not least in the highly digitalised context of the Nordic countries – we must adopt cultural and ethical perspectives in studying people’s attitudes, motives, and behaviours. The “culture of surveillance”, to borrow David Lyon’s term, is a culture where questions about privacy and publicness, and rights and benefits, are once again brought to the fore. This anthology takes up this challenge, with contributions from a variety of disciplinary and theoretical frameworks that discuss and shed light on the complexity of contemporary surveillance and thus problematise power relations between the many actors involved in the development and performance of surveillance culture. The contributions highlight how more and more actors and practices play a part in our increasingly digitalised society. The book is an outcome of the research project “iAccept: Soft surveillance – between acceptance and resistance”, financed by the Marcus and Amalia Wallenberg Foundation. The anthology’s editors are project members, all based at Umeå University, Sweden: Lars Samuelsson, associate professor of philosophy; Coppélie Cocq, professor of Sámi studies and digital humanities; Stefan Gelfgren, associate professor of sociology of religion; and Jesper Enbom, associate professor of media studies.

    The United Kingdom has been among the most affected OECD economies by the COVID-19 crisis, reflecting the high share of services in output and its integration in the world economy. Productivity growth in the United Kingdom has consistently underperformed relative to expectations and was more disappointing than in most other OECD economies since at least the global financial crisis. Sluggish productivity growth in the service sectors was the main factor behind this weak performance. Raising productivity will help to sustain employment and wages but will require a broad range of policies. Keeping low barriers to trade and competition in the UK service sectors will create a supportive environment for strong productivity performance. Prioritising digital infrastructure in the allocation of the planned increase in public investment is expected to bring large productivity dividends. Reviewing the system of support to small firms in the light of the COVID-19 crisis will help to re-prioritise resources towards young innovative firms. Further increasing public spending on training to develop the digital skills of low-qualified workers, which have been particularly affected by the COVID-19 crisis, will be a double-dividend policy, boosting productivity and lowering inequality.

    This report describes Norway’s landscape for Digital Science and Innovation Policy (DSIP) - the overarching framework through which governments make intensive use of digital technologies and data resources to support the formulation, delivery and administration of STI policy. The report describes how Norway’s DSIP landscape is shaped by its broader digital government framework and agenda, introduces the main actors in the DSIP system and discusses their main features in relation to their key objectives and the generic purposes of DSIP approaches. Special attention is paid to the role of STI statistics. It concludes by drawing out key findings and potential implications to help the Norwegian government identify opportunities that promote the system’s further development in line with its strategic objectives.     Equal access to reliable information is essential for democracy and social cohesion. The rise of information pollution, particularly in digital spaces, poses significant challenges to democratic societies worldwide. While extensive research has focused on its impact in developed, English-speaking democracies, there is a gap in understanding its effects in younger democracies, conflict zones, and less developed contexts. This study fills that gap by analysing Mexico as a case study. Based on interviews with Mexican media professionals, public sector officials, academics and human rights defenders, the study provides insights on the root causes of the problem and and strategies to combat information pollution, safeguard democracy, and promote social cohesion, underscoring the urgency of proactive measures both within Mexico and on a global scale in Mexico, information pollution significantly threatens the country's social cohesion and democratic principles. Structural conditions like poverty, inequality, violence, corruption, and media landscape issues enable societal vulnerability to digital information pollution. Factors directly driving information pollution include the exploitation of digital spaces by drug cartels, divisive narratives against marginalised groups, an increasingly media-hostile environment as well as the incumbent government’s post-factual approach to reality and politics. Information pollution has fostered a polarised discours, contributed to eroding trust in traditional media and amplified identity-based societal cleavages. It weakens the deliberative, participatory and liberal dimensions of democracy dimensions by decreasing the quality of public debate, damaging civil society watchdog roles, and reducing government transparency and accountability. Recommendations for Mexico encompass enhancing public resilience to information through civic education and targeted communication campaigns, empowering media capacity, and fortifying an open data culture in the Mexican public sector. Internationally, efforts should address elite-driven information pollution by reinforcing independent accountability institutions and leveraging diplomatic and economic incentives against leaders attacking these institutions.

    The productivity-enhancing effects of digitalisation have generated increased interest in the promotion of digital technologies. This report provides different estimations for euro area countries of the impact of digital uptake on productivity at firm level, showing that the adoption of digital technologies could lead to an increase in firms' productivity in the medium term. However, not all firms and sectors experience significant productivity gains from digital adoption, and not all digital technologies deliver significant productivity gains. The report highlights possible factors behind the low productivity benefits of digitalisation in euro area countries. For example, a lack of strong institutions and governance structures may help to explain why digital diffusion is slower than expected, why it is slower in some countries than others and why the expected productivity benefits from digitalisation have not been fully achieved by now. Furthermore, the report suggests that the full benefits of the digital revolution will be reaped by properly supplying skills to firms and also by investing in computerised information in low-productivity firms.

    The increasing use of online labour platforms as intermediaries for finding work - known as crowdwork or gig work - is a new form of 'hybrid' (solo)self-employment that hinges on the borders of dependent and self-employment. In this study we use a novel international dataset of online platform workers, the Cedefop Crowdlearn dataset, to analyse if engagement in hybrid digital self-employment could augment individuals' skills and hence potentially act as a stepping stone towards fuller entrepreneurship. We also examine if a digital proto-entrepreneurial experience is sustainable over time by analysing crowdworkers' satisfaction from their work. The paper's findings provide some support to the hypothesis that hybrid work experiences, especially when platform work is carried out alongside another dependent job, can facilitate additional and varied skill development done via one's secondary platform activity and potentially spur fuller entrepreneurial commitment. However, such skill formation dividends are deficient for part-time hybrids who are mostly driven towards solo self-employment out of necessity, making their journey from proto- to full entrepreneurship less feasible. Our paper provides additional evidence to the marked diversity and hybridity of different forms of (solo)self-employment in modern labour markets.

    This paper provides a conceptual framework for the emerging phenomenon of algorithmic man-agement and outlines some of the implications for work, from work organisation to working condi-tions (job quality). The paper defines algorithmic management as the use of computer-programmed procedures for the coordination of labour input in an organisation and puts it into context to discuss its usage in both digital labour platforms and 'regular' workplaces and companies, exploring its implications and providing a few policy suggestions. The paper argues that while algorithmic man-agement should be understood as the digital evolution of certain pre-existing trends that have long characterised the organisation of economic activity, it is potentially disruptive. This is because it increases considerably the organisational ability of controlling complex economic and work pro-cesses, as it benefits from the massive capacity to collect, store and process information of digital technologies. In algorithmic management, these technological developments are combined and used for re-organising control and re-shaping power balances in the workplace. This paper contrib-utes to the growing academic and policy literature on algorithmic management, proposing a con-ceptual framework for empirical investigations and a basic compass for policy making in this area.

    We analyse how the COVID-19 crisis impacted firms' employment levels and digitalisation efforts differently depending on their pre-crisis productivity, digitalisation and growth performance. We match the EIB Investment Survey with firm-level financial statements from the ORBIS database for 27 EU Member States and the United Kingdom. Following the sales decline during the crisis, we show that: (1) Higher productivity firms are less prone to reduce the number of employees both in the short and in the long term; (2) High-growth enterprises are also less prone to reduce the number of employees in the long term; (3) Firms in highly digitalised sectors are less likely to reduce the number of employees; (4) Firms are more likely to increase their use of digital technologies, especially those that were already more digitalised before the crisis.
