    This paper presents an analysis of evidence from seven case studies of results-based management by development co-operation providers. Analysis of themes from the case studies reveal six interrelated challenges which providers face in their efforts to manage for the results of development co-operation. The six challenges are: linking results to development goals, ensuring the purpose of results systems is well-defined, weighing up the benefits of aggregating and attributing results from standard indicators, enabling country ownership, using performance information alongside results information, and building and embedding a results culture. Providers continue to adopt a range of approaches to pursue a focus on results and there are many examples of good practice. The case studies suggest that in a complex development landscape some providers are prioritising the use of aggregated results information for domestic accountability, communication, and performance management over their use for learning and policy direction. In this context, the paper argues that in agency-wide results frameworks development co-operation results are often detached (or de-contextualised) from development results and discusses the implications of this, including the use of standard indicators to measure aggregated outputs. The paper uses case study evidence to discuss and suggest practical ways providers can build and maintain a strong results focus which enables analysis, insights and learning, and has achievement of development outcomes as its objective.

    Starting with Tinbergen (1962), quantifying the effects of regional trade agreements (RTAs) on international trade flows has always been among the most popular topics in the trade literature. Also not surprisingly, to estimate the effects of RTAs, most researchers and policy analysts have relied on the workhorse model of trade-the gravity equation. Over the past 60 years, there have been many important developments in the RTA literature, both in terms of better methods to quantify their effects, and also in terms of more and higher quality data. The objective of this paper is to trace the evolution of the methods and data developments in the RTA literature, from Tinbergen's very first exploration until today, and to critically evaluate their significance for our ability to measure the impact of RTAs (and other policies) on international trade.

    How digital networks are positioned within the enduring structures of colonialityThe revolutionary aspirations that fueled decolonization circulated on paper—as pamphlets, leaflets, handbills, and brochures. Now—as evidenced by movements from the Arab Spring to Black Lives Matter—revolutions, protests, and political dissidence are profoundly shaped by information circulating through digital networks. Digital Unsettling is a critical exploration of digitalization that puts contemporary “decolonizing” movements into conversation with theorizations of digital communication. Sahana Udupa and Ethiraj Gabriel Dattatreyan interrogate the forms, forces, and processes that have reinforced neocolonial relations within contemporary digital environments, at a time when digital networks—and the agendas and actions they proffer—have unsettled entrenched hierarchies in unforeseen ways. Digital Unsettling examines events—the toppling of statues in the UK, the proliferation of #BLM activism globally, the rise of Hindu nationalists in North America, the trolling of academics, among others—and how they circulated online and across national boundaries. In doing so, Udupa and Dattatreyan demonstrate how the internet has become the key site for an invigorated anticolonial internationalism, but has simultaneously augmented conditions of racial hierarchy within nations, in the international order, and in the liminal spaces that shape human migration and the lives of those that are on the move. Digital Unsettling establishes a critical framework for placing digitalization within the longue durée of coloniality, while also revealing the complex ways in which the internet is entwined with persistent global calls for decolonization

    This book provides a detailed linguistic analysis of the communication between highly proficient bilingual couples, each consisting of a native speaker of English and of Swiss German. Combining the accounts of ten couples on their language use with an analysis of their actual linguistic behaviour, several areas of the partners' speech and interaction were closely examined. These include their language choice and language mixing, attitudes, expression of emotions, swearing, as well as their humour and laughter. In addition, the influence of the bilinguals' mother tongue and gender on their language use was explored. Thus, the study provides valuable insights into the language practices of established bilingual couples, while also contributing to the fields of fluent late bilingualism and gender research.

    We develop a new Measure of Aggregate Trade Restrictions (MATR) using data from the IMF's Annual Report on Exchange Arrangements and Exchange Restrictions. MATR is an empirical measure of how restrictive official government policy is towards the international flow of goods and services. MATR is simple, ad hoc, plausible, quantitative, easily updated, based solely on policy-relevant measures of trade policy, and covers an unbalanced sample of up to 157 countries annually between 1949 and 2019. MATR is strongly correlated with, but more comprehensive than, existing measures of openness and trade policy existing measures.     This paper presents an analysis of evidence from seven case studies of results-based management by development co-operation providers. Analysis of themes from the case studies reveal six interrelated challenges which providers face in their efforts to manage for the results of development co-operation. The six challenges are: linking results to development goals, ensuring the purpose of results systems is well-defined, weighing up the benefits of aggregating and attributing results from standard indicators, enabling country ownership, using performance information alongside results information, and building and embedding a results culture. Providers continue to adopt a range of approaches to pursue a focus on results and there are many examples of good practice. The case studies suggest that in a complex development landscape some providers are prioritising the use of aggregated results information for domestic accountability, communication, and performance management over their use for learning and policy direction. In this context, the paper argues that in agency-wide results frameworks development co-operation results are often detached (or de-contextualised) from development results and discusses the implications of this, including the use of standard indicators to measure aggregated outputs. The paper uses case study evidence to discuss and suggest practical ways providers can build and maintain a strong results focus which enables analysis, insights and learning, and has achievement of development outcomes as its objective.

    It is widely accepted that the distribution of power between ethnic groups within a country plays a key role in major social, political, and economic outcomes. Researchers working on the topic have various measures of ethnic dominance and exclusion, and other closely related aspects such as ethnic fractionalization, polarization, and heterogeneity, available to them. These measures are, however, often used without sufficient critical reflection and their empirical differences are not entirely understood. The literature does not provide too much guidance either. In fact, efforts to comparatively evaluate data on how power is distributed between ethnic groups are in short supply. To address this gap in the literature, the study at hand provides a comprehensive descriptive analysis of publicly available common cross-national country-level measures on ethnic dominance and exclusion. The findings of this study suggest that Varieties of Democracy's Exclusion by Social Group and Ethnic Power Relations' Ethnic Exclusion are more alike than the other measures under scrutiny, yet in general the empirical differences among common measures of ethnic dominance and exclusion are substantial. Scholars should thus reject an 'any measure will do' approach when choosing among competing measures.
