    A few weeks before van Gogh admitted himself into a mental hospital in Saint-Rémy in spring 1889 he had written to Gauguin that he wanted to create a “consolatory art for distressed hearts”. From his bedroom in the clinic he overlooked an enclosed wheat field. Over the course of a year the seasonal changes inspired Van Gogh to paint a cycle of this wheat field, thereby seeing it as an allegorical representation of the fate of human life, which comforted him.

    A few weeks before van Gogh admitted himself into a mental hospital in Saint-Rémy in spring 1889 he had written to Gauguin that he wanted to create a “consolatory art for distressed hearts”. From his bedroom in the clinic he overlooked an enclosed wheat field. Over the course of a year the seasonal changes inspired Van Gogh to paint a cycle of this wheat field, thereby seeing it as an allegorical representation of the fate of human life, which comforted him. Ein paar Wochen, bevor van Gogh sich im Frühjahr 1889 in eine Nervenklinik in Saint-Rémy einwies, hatte er an Gauguin geschrieben, dass er eine "Kunst des Trostes für zerrissene Herzen" schaffen wollte. Vom Fenster seines Schlafzimmers in der Klinik blickte er auf ein ummauertes Kornfeld herab. Im Laufe eines Jahres inspirierten die jahreszeitlichen Veränderungen auf dem Feld Van Gogh dazu, einen Zyklus dieses Kornfeldes zu malen und es als allegorische Darstellung des Schicksals des menschlichen Lebens aufzufassen, das ihm dadurch Trost zu spenden vermochte.

    Evidence-based policy of global warming is best relying on a relevant sample of data. We choose a sample of annual data from 1959 to-date to provide some statistically robust stylized facts about the relationships between actual CO2 and temperature. Visually, there is a clear upward trend in both data. Time series analyses suggest that CO2 is difference-stationary and temperature is trend-stationary. Thus, the moments (mean, variance, etc.) of the data in levels are functions of time, which means that the correlation between the two variables may be spurious. Most importantly is that the variance of CO2 (and all greenhouse gases) are significantly smaller than the variance of temperature, hence they cannot explain the variations in temperature. We find no statistically robust evidence of correlation, long run co-variation, long run common trend, or common cycles between CO2 and temperature over a period of 60 years. Nonetheless, at most 40 percent of the variance of the Northern Hemisphere temperature is due to , 20 percent of the Southern Hemisphere, and much less of global temperature.

    This paper aims to contribute to the identification of the key parameters of cluster life cycles. We assume that clusters are embedded in larger technological fields, so that the search for these parameters focuses on the way by which clusters could disconnect their cycle from the cycle of technologies, in order to insure their long term viability. For that, we set out 6 propositions concerning (i) the nature of location decision externalities that prevail in the co-location process; (ii) the particular diffusion process of composite technologies and the positioning of clusters along this process; (iii) the structural properties of clusters and the particular role and position some organizations play in their evolution. Through a cross-synthesis of the whole of these propositions, we discuss 4 basic scenarios of the structural and evolutionary pathways of clusters.We show that clusters succeed in disconnecting their cycle from the cycle of technologies if and only if they display resilience properties.

    This paper presents a new measure of aggregate trade restrictions (MATR) using data from the International Monetary Fund's Annual Report on Exchange Arrangements and Exchange Restrictions. MATR is strongly correlated with existing measures of trade restrictiveness but is more comprehensive in terms of country and time coverage. It is available for an unbalanced sample of up to 157 countries during 1949-2019. We use MATR to re-examine how trade restrictiveness varies with the business cycle, and how the macroeconomy looks in the aftermath of changes in trade restrictiveness. For the sample as a whole, MATR is typically a-cyclical but this average finding is heterogeneous across income groups: aggregate trade restrictions are a-cyclical in advanced economies but are counter-cyclical in emerging market and developing economies, especially in response to increases in unemployment. As to macroeconomic effects, increases in MATR are robustly associated with declines in GDP and in labour productivity (as well as being adverse for a range of other macroeconomic indicators).
