    This volume offers a fresh perspective on the copy and the practice of copying, two topics that, while the focus of much academic discussion in recent decades, have been underrepresented in the discourse on transculturality. Here, experts from a wide range of academic disciplines present their views on the copy from a transcultural perspective, seeking not to define the copy uniformly, but to reveal its dynamic and transformative power. The copy and the practice of copying are thus presented as constituents of transculturality via thought-provoking contributions on topics spanning time periods from antiquity to the present, and regions from Asia to Europe. In so doing, these contributions aim to create the basis for a novel, interdisciplinary discourse on the copy and its transcultural impact throughout history.

    For decades, NGOs targeting world hunger focused on ensuring that adequate quantities of food were being sent to those in need. In the 1990s, the international food policy community turned its focus to the “hidden hunger” of micronutrient deficiencies, a problem that resulted in two scientific solutions: fortification, the addition of nutrients to processed foods, and biofortification, the modification of crops to produce more nutritious yields. This hidden hunger was presented as a scientific problem to be solved by “experts” and scientifically engineered smart foods rather than through local knowledge, which was deemed unscientific and, hence, irrelevant.

     

    In Hidden Hunger, Aya Hirata Kimura explores this recent emphasis on micronutrients and smart foods within the international development community and, in particular, how the voices of women were silenced despite their expertise in food purchasing and preparation.

    Yunte Huang takes a most original "ethnographic" approach to more and less well-known American texts as he traces what he calls the transpacific displacement of cultural meanings through twentieth-century America's imaging of Asia.Informed by the politics of linguistic appropriation and disappropriation, Transpacific Displacement opens with a radically new reading of Imagism through the work of Ezra Pound and Amy Lowell. Huang relates Imagism to earlier linguistic ethnographies of Asia and to racist representations of Asians in American pop culture, such as the book and movie character Charlie Chan, then shows that Asian American writers subject both literary Orientalism and racial stereotyping to double ventriloquism and countermockery. Going on to offer a provocative critique of some textually and culturally homogenizing tendencies exemplified in Maxine Hong Kingston's work and its reception, Huang ends with a study of American translations of contemporary Chinese poetry, which he views as new ethnographies that maintain linguistic and cultural boundaries

Chandar Bhan's life spanned the reigns of four different emperors, Akbar (1556-1605), Jahangir (1605-1627), Shah Jahan (1628-1658), and Aurangzeb 'Alamgir (1658-1707), the last of the "Great Mughals" whose courts dominated the culture and politics of the subcontinent at the height of the empire's power, territorial reach, and global influence. As a high-caste Hindu who worked for a series of Muslim monarchs and other officials, forming powerful friendships along the way, Chandar Bhan's experience bears vivid testimony to the pluralistic atmosphere of the Mughal court, particularly during the reign of Shah Jahan, the celebrated builder of the Taj Mahal. But his widely circulated and emulated works also touch on a range of topics central to our understanding of the court's literary, mystical, administrative, and ethical cultures, while his letters and autobiographical writings provide tantalizing examples of early modern Indo-Persian modes of self-fashioning.     Carbon pricing at appropriate levels is critical in the response to climate change, but currently only a fifth of global emissions are priced. Successful carbon pricing in Asia can help jurisdictions in the region achieve their climate targets cost-effectively, spur investments into low-carbon alternatives, and catalyse regional climate action. This report presents in-depth case studies of carbon pricing potential and readiness in Indonesia, Vietnam, and Pakistan. It begins with a synthesis of common issues across the case studies identified through the application of the analytical framework developed in Doda et al. (2021). Although there is strong political will to pursue carbon pricing in all three jurisdictions, the influence of and opposition from vested public and private fossil fuel interests pose a challenge. From a legal perspective, all three jurisdictions have flagship climate laws and key energy policy frameworks in place that are conducive to carbon pricing. Challenges arise in the context of policy coordination in the jurisdictions’ fragmented institutional environments and the risk of international investment arbitration. Jurisdictions’ economic and trade structure and power market characteristics are also critical, as carbon pricing is a market-based instrument that relies on economic incentives to change behaviour. All three jurisdictions have a high share of and rising power sector emissions. Government and private sector technical knowledge and capacity are also essential to operate the infrastructure for and comply with carbon pricing. Though the three case study jurisdictions are at different stages of progress towards carbon pricing, MRV was identified as the main outstanding technical challenge. Finally, multilateral frameworks provide external incentives for carbon pricing, facilitating cross-border cooperation including on international carbon markets. All three jurisdictions have - in one way or another - been able to draw on carbon pricing support from various organizations and/or other jurisdictions. The report’s policy recommendations include: to align carbon pricing with ongoing power market reforms; to remove fossil fuel subsidies and provide targeted support instead; to engage early with relevant stakeholders to understand and alleviate opposition; to further leverage multilateral cooperation and dialogue with jurisdictions which already have experience with carbon pricing implementation, and - in this context - to assess needs and draw support from dedicated multilateral capacity building programs. Die Bepreisung von CO2 in angemessener Höhe ist ein zentrales Instrument im Kampf gegen den Klimawandel, allerdings wird derzeit wird nur ein Fünftel der weltweiten Emissionen bepreist. Eine erfolgreiche Bepreisung von CO2-Emissionen in Asien kann den Ländern der Region dabei helfen, ihre Klimaziele kosteneffizient zu erreichen, Investitionen in kohlenstoffarme Alternativen anzustoßen und regionale Klimaschutzmaßnahmen zu fördern. Dieser Bericht umfasst detaillierte Fallstudien zum Potenzial und den institutionellen Voraussetzungen für die Einführung einer CO2-Bepreisung in Indonesien, Vietnam und Pakistan. Er beginnt mit einer Zusammenfassung der übergreifenden Aspekte der Fallstudien, die durch die Anwendung des durch Doda et al. (2021) im Rahmen des Forschungsvorhabens entwickelten analytischen Rahmens identifiziert werden. Obwohl in allen drei Ländern ein starker politischer Wille zur Bepreisung von CO2 vorhanden ist, stellen der Einfluss und der Widerstand von Interessengruppen aus dem öffentlichen und privaten Sektor, die fossile Brennstoffe unterstützen, weiterhin ein Hindernis dar. Aus rechtlicher Sicht verfügen alle drei Länder über vorbildliche Klimagesetze und wichtige energiepolitische Rahmenbedingungen, die der CO2-Bepreisung förderlich sind. Herausforderungen ergeben sich hinsichtlich der politischen Koordinierung im fragmentierten institutionellen Umfeld der Länder und des Risikos internationaler Investitionsschiedsverfahren (ISDS). Die Wirtschafts- und Handelsstruktur der Länder und die Merkmale des Energiemarktes sind ebenfalls von entscheidender Bedeutung, da CO2-Bepreisung ein marktbasiertes Instrument ist, das auf wirtschaftliche Anreize zur Verhaltensänderung setzt. In allen drei Ländern ist der Anteil der Emissionen aus dem Stromsektor hoch und steigt weiter an. Die technischen Kenntnisse und Kapazitäten der Regierung und des privaten Sektors sind ebenfalls wichtig für den Betrieb der Infrastruktur und die Umsetzung der CO2-Bepreisung. Obwohl sich die drei Länder der Fallstudien in unterschiedlichen Stadien der Entwicklung hin zu einer effektiven CO2-Bepreisung befinden, wird MRV übergreifend als die größte technische Herausforderung identifiziert. Abschließend bieten multilaterale Formate externe Anreize für CO2-Bepreisung und erleichtern die grenzüberschreitende Zusammenarbeit, auch auf internationalen Kohlenstoffmärkten. Alle drei Ländern konnten bereits auf die eine oder andere Weise auf die Unterstützung verschiedener Organisationen und/oder Staaten zurückgreifen. Zu den politischen Empfehlungen des Berichts gehören: die Bepreisung von CO2 mit den laufenden Reformen des Strommarktes abzustimmen; Subventionen für fossile Brennstoffe abzuschaffen und stattdessen erneuerbare Energien gezielt zu unterstützen; frühzeitig mit den relevanten Interessengruppen in Kontakt zu treten, um Widerstände zu verstehen und abzubauen; die multilaterale Zusammenarbeit und den Dialog mit Ländern auszubauen, die schon Erfahrung mit der Einführung von CO2- Bepreisung haben und - in diesem Zusammenhang - den Bedarf nach Aufbau von Kapazitäten zu ermitteln und Unterstützung durch spezielle multilaterale Programme dafür zu erhalten.

Chandar Bhan's life spanned the reigns of four different emperors, Akbar (1556-1605), Jahangir (1605-1627), Shah Jahan (1628-1658), and Aurangzeb 'Alamgir (1658-1707), the last of the "Great Mughals" whose courts dominated the culture and politics of the subcontinent at the height of the empire's power, territorial reach, and global influence. As a high-caste Hindu who worked for a series of Muslim monarchs and other officials, forming powerful friendships along the way, Chandar Bhan's experience bears vivid testimony to the pluralistic atmosphere of the Mughal court, particularly during the reign of Shah Jahan, the celebrated builder of the Taj Mahal. But his widely circulated and emulated works also touch on a range of topics central to our understanding of the court's literary, mystical, administrative, and ethical cultures, while his letters and autobiographical writings provide tantalizing examples of early modern Indo-Persian modes of self-fashioning.     The effectiveness of carbon pricing as a market-based policy tool with economy-wide transformation potential has increasingly rendered it the instrument of choice among policy makers responding to challenges posed by climate change. However, the potential for jurisdictions to introduce carbon pricing instruments varies considerably owing to differences in political, legal, economic, technical, and multilateral contexts. Previous work under this project developed an analytical framework to assess carbon pricing potential and readiness, along these five dimensions. This report applies the framework to 15 selected jurisdictions in East and South Asia to identify opportunities for carbon pricing in a region crucial for climate change mitigation efforts. The analysis reveals pathways for carbon pricing, and points to emerging opportunities in jurisdictions where the challenges to it seem greatest. Overall, climate ambition in the region is on the rise. Multiple jurisdictions have made considerable headway in advancing their longterm climate strategies in which carbon pricing is expected to drive a major part of mitigation outcomes. Yet, obstacles to introducing carbon pricing are multiple and may be more difficult to overcome in the presence of a heavy reliance on fossil fuels for government and export revenues; subsidizedand historically low energy prices; and a heavily regulated and fossil-fuelreliant power sector, amongst others. The findings of the report underscore the relevance of framework conditions for carbon pricing to be feasible and effective at delivering emission reductions. Based on the findings, three jurisdictions (Indonesia, Pakistan, and Vietnam) are selected for in-depth analysis in future work under this project. CO2-Bepreisung ist ein wirksames marktbasiertes politisches Instrument mit gesamtwirtschaftlichem Transformationspotenzial. Deshalb wird sie von politischen Entscheidungsträgern zunehmend als bevorzugtes Instrument benutzt, um auf die Herausforderungen des Klimawandels zu reagieren. Das Einsatzpotenzial von Instrumenten zur CO2-Bepreisung ist jedoch aufgrund unterschiedlicher politischer, rechtlicher, wirtschaftlicher, technischer und multilateraler Gegebenheiten sehr unterschiedlich. In einem früheren Bericht wurde ein analytischer Rahmen entwickelt, um das Potenzial und die Bereitschaft zur CO2-Bepreisung entlang dieser fünf Dimensionen zu bewerten. Der vorliegende Bericht wendet diesen Rahmen auf 15 ausgewählte Länder in Ost- und Südasien an, um Möglichkeiten für die CO2-Bepreisung in einer Region zu ermitteln, die für die Bemühungen zur Eindämmung des Klimawandels von entscheidender Bedeutung ist. Die Analyse zeigt Wege für die CO2-Bepreisung auf und weist auf neue Möglichkeiten in Ländern hin, in denen die Herausforderungen am größten zu sein scheinen. Insgesamt nimmt das Engagement für den Klimaschutz in der Region zu. Mehrere Länder haben beträchtliche Fortschritte bei der Entwicklung ihrer langfristigen Klimastrategien gemacht, bei denen die CO2-Bepreisung einen großen Anteil an den Emissionsminderungen haben soll. Die Hindernisse für die Einführung von CO2-Preisen sind jedoch vielfältig und können schwieriger zu überwinden sein, wenn beispielsweise eine starke Abhängigkeit von fossilen Brennstoffen für Staats-und Exporteinnahmen, subventionierte und historisch niedrige Energiepreise und ein stark regulierter und von fossilen Brennstoffen abhängiger Stromsektor vorhanden sind. Die Ergebnisse des Berichts unterstreichen die Bedeutung der Rahmenbedingungen, die gegeben sein müssen, damit die CO2-Bepreisung durchführbar ist und wirksam zu Emissionsminderungen führt. Auf der Grundlage der Ergebnisse werden drei Länder (Indonesien, Pakistan und Vietnam) für eine vertiefte Analyse in einem nächsten Schritt des Projekts ausgewählt.

    A broad consensus exists that carbon pricing is key for cost-effective emission reductions and that it must play a major role in driving the transition to a climate-neutral economy. However, despite significant progress in wider climate policy uptake in recent years, the vast majority of greenhouse gas (GHG) emissions remain unpriced. Making a success of carbon pricing in individual jurisdictions requires a detailed and methodical understanding of their circumstances. The aim of the current report is to develop an analytical framework that contributes to such an understanding, with a view to applying it later to assess carbon pricing potential in several Asian jurisdictions. To this end, an in-depth literature review picks out over 500 relevant papers and reports published between 1975 and 2020. Their findings are used to identify the relevant conditions for the implementation of carbon pricing policies along political legal, economic, technical and regional dimensions, which in turn become the corecomponents of the analytical framework developed to assess carbon pricing readiness. For each component, the literature indicates multiple aspects that can impact carbon pricing potential and suggests variables and indicators for assessing their empirical relevance. The different components are deeply intertwined, as features of an economy can operate through multiple channels simultaneously. At the same time, each individual component of the framework, and each aspect within the components, can contribute valuable information to an empirical assessment of carbon pricing potential. Es besteht ein breiter Konsens darüber, dass die Bepreisung von Treibhausgas (THG)-Emissionen der Schlüssel für kosteneffiziente Emissionsminderungen ist und dass sie eine wichtige Rolle beim Übergang zu einer klimaneutralen Wirtschaft spielen muss. Trotz signifikanter Fortschritte bei der Umsetzung einer umfassenderen Klimapolitik in den letzten Jahren ist der Großteil der THG-Emissionen nach wie vor nicht mit einem Preis belegt. Um die CO2-Bepreisung in den einzelnen Ländern erfolgreich voranzutreiben, ist ein detailliertes und methodisches Verständnis der länderspezifischen Gegebenheiten erforderlich. Das Ziel des vorliegenden Berichts ist es daher, einen analytischen Rahmen zu entwickeln, der zu einem solchen Verständnis beiträgt und diesen später zur Bewertung des Potenzials der CO2-Bepreisung in verschiedenen asiatischen Ländern anzuwenden. Zu diesem Zweck werden in einer eingehenden Literaturrecherche über 500 relevante Studien und Berichte untersucht, die zwischen 1975 und 2020 veröffentlicht wurden. Mithilfe der Ergebnisse werden die relevanten Bedingungen für die Umsetzung von CO2-Bepreisungsmaßnahmen entlang politischer, rechtlicher, wirtschaftlicher, technischer und regionaler Dimensionen identifiziert. Diese identifizierten Bedingungen wiederum werden zu den Kernkomponenten des analytischen Rahmens, mit dem die Bereitschaft zur CO2-Bepreisung bewertet werden soll. Für jede dieser Komponenten weist die untersuchte Literatur auf mehrere Aspekte hin, die das Potenzial von CO2-Bepreisung beeinflussen können und schlägt Variablen und Indikatoren zur Bewertung ihrer empirischen Relevanz vor. Die verschiedenen Komponenten sind eng miteinander verwoben, da Eigenschaften einer Volkswirtschaft das Potenzial für CO2-Bepreisung über mehrere Kanäle gleichzeitig beeinflussen können. Gleichzeitig kann jede einzelne Komponente des analytischen Rahmens und jeder Aspekt innerhalb der Komponenten wertvolle Informationen zu einer empirischen Bewertung des Potenzials für CO2-Bepreisung beitragen.
