    New thinking on the nature of fragility and risk shows a shift from a one-dimensional understanding of fragility towards a more holistic approach in which degrees of fragility exist on a spectrum. This approach recognises the need for collaborative, regional and global solutions to tackle the root causes - and that acknowledges the need to broaden the use of institutional influences, policy levers and expertise “beyond aid”. In parallel, many development co-operation agencies are working to meet commitments under the newly agreed Sustainable Development Goals, the Paris Agreement on climate change, and the Addis Ababa Action Agenda on financing sustainable development. In this context, the OECD Development Assistance Committee (DAC) commissioned a study on how to work more effectively in fragile, at-risk and crisis-affected contexts. This report identifies 12 lessons grouped into 3 thematic areas: building institutional fitness, aspiring to deliver change, and leaving no-one behind. These lessons are illustrated with a wealth of good practice examples from DAC members.

    Charities frequently deviate from the standard donation scheme in which potential donors are asked how much money they are willing to give. Instead, they ask donors to choose how many units of a charitable good (e.g. meals, bed nets, or trees) to fund at a given unit price. In an online donation experiment, we compare the performance of such a "unit donation" scheme with that of the standard "money donation" and investigate the factors that could explain differences. We find that despite the additional demands that it imposes on the charity, the unit donation does not outperform the money donation scheme in terms of overall donations. It significantly differs, however, with respect to the propensity to give. The sign of the difference depends on the granularity of the scheme. When one unit of the charitable good is cheap, unit donation schemes increase the propensity to give and can serve as an effective tool for recruiting donors.

    Increasing the share of renewable energy in the global energy mix requires enormous investments in low-carbon energy infrastructure in developing countries. Energy aid, being an important funding channel, seems to play a pivotal role in augmenting the shift towards cleaner energy sources. This paper presents a panel analysis on the effectiveness of energy aid and its composition on the substitution potential of renewable sources in the power sector. Our findings based on dynamic panel data and panel quantile regression techniques for a sample of 67 developing countries during 2002-2017, in general, reveal the heterogeneous effects of various components of energy aid on renewable deployment. In particular, energy ODA and its components focus on hydropower infrastructure development without targeting non-hydro renewable sources effectively. Findings also reveal that renewable generation, policy, and distribution components of energy aid help augment the share of hydro sources, irrespective of the renewable energy transition stage. However, we did not find any such effects on non-hydro renewable sources. Probable policy implications call for restructuring the composition and geographical distribution of energy aid to support the development of low-carbon energy infrastructure in the developing world. Donors should disburse energy aid in countries with low renewable shares to attract domestic and international private investments, particularly for increasing the share of non-hydro renewable sources.

    This paper evaluates the effect of development project aid from the World Bank and China on firms' sales growth, using a large dataset of 110864 firms spanning 121 countries between 2001 and 2016. We find that, contrary to the World Bank, Chinese ODA projects increase, on average, firm sales and, compared to sector-specific, Chinese region-specific aid positively affect firm performance. Finally, we show that the positive effect of Chinese aid is stronger for firms lacking transport infrastructure (and with better electricity provision), suggesting that aid may improve firm performance by releasing their infrastructure constraints.

    In response to surging immigration pressure in Europe and the United States, Western policymakers advocate foreign aid as a means to fight the 'root causes' of irregular migration. This article provides the first global evidence of the effects of aid on migration preferences, migration flows, and possible underlying mechanisms, both in the short and longer term. We combine newly geocoded data on World Bank aid project allocation at the subnational level over the period 2008--2019 with exceptionally rich survey data from a sample of almost one million individuals across the entire developing world and data on migration and asylum seeker flows to high-income countries. Employing two distinct causal estimation strategies, we show that in the short term (after the announcement of a World Bank project and within two years after project disbursement), foreign aid improves individual expectations about the future and trust in national institutions in aid-receiving regions, which translate into reduced individual migration preferences and asylum-seeker flows. In the longer term (between three to five years after disbursement), foreign aid fosters improvements in individual welfare through poverty reduction and income increases, resulting in larger regular migration to high-income countries. Our findings show that aid can cause a short-lived reduction in migration aspirations, except in fragile Sub-Saharan African contexts where aid appears largely ineffective. In contrast, foreign aid enhances individual capabilities over the longer term, contributing to greater regular migration, consistent with the 'mobility transition' theory.

    The objective of this paper is to focus on fragility research findings and examine what works or does not work in development aid and development cooperation in fragile and conflictaffected contexts. We draw on our own research findings as well as country-level studies. We examine questions of aid effectiveness in the context of supporting good governance in fragile states in the first part of the paper. We then consider the impact of COVID-19 and implications for aid effectiveness in fragile states in the second part. In the third and final section we briefly consider how the war in Ukraine is impacting fragile states and the long-term prospects for aid effectiveness in an era of geopolitical rivalry and great power competition.

    The aid effectiveness principles have limits if the recipient is fragile. The problem of relevance exists if the recipient has an authoritarian or totalitarian regime. In situations of weak statehood and fragility, a large portion of aid would likely bypass the state because of high demand for service delivery, weak state capacity and because the principles exclude military assistance. If a regime lacks national and international legitimacy and violates citizens' fundamental rights and international norms, aligning aid to the objectives of such a regime may be counterproductive. However, the termination of aid will hurt people who already suffer. This paper argues that it is imperative to redefine the aim of aid and adopt a more flexible set of principles. Evidence for this is provided by examining the interactions between donors and recipients looking at the case of Afghanistan during two periods: democratic regime 2002-2021, totalitarian regime 2021 onward.

    International development cooperation has evolved since the 1960s. The effectiveness of aid is still topical, but studies have not paid adequate attention to the relationship between sectoral aid, politics, institutions, and aid effectiveness in fragile states. Using data from 2002 to 2020, this paper examines the effects of education aid and health aid on education outcomes and health outcomes in fragile states. It uses the Arellano-Bover/Blundell-Bond system generalized method of moments estimator to examine the effect of health aid and education aid on maternal mortality and primary school completion. There is evidence of muted effectiveness of health aid and education aid on health and education outcomes in the face of fragile contexts. There is ample evidence that policies and institutional factors matter for aid effectiveness. Donor support for social sectors in fragile states must be accompanied by support for institution-building and policy formulation processes.

    New thinking on the nature of fragility and risk shows a shift from a one-dimensional understanding of fragility towards a more holistic approach in which degrees of fragility exist on a spectrum. This approach recognises the need for collaborative, regional and global solutions to tackle the root causes - and that acknowledges the need to broaden the use of institutional influences, policy levers and expertise “beyond aid”. In parallel, many development co-operation agencies are working to meet commitments under the newly agreed Sustainable Development Goals, the Paris Agreement on climate change, and the Addis Ababa Action Agenda on financing sustainable development. In this context, the OECD Development Assistance Committee (DAC) commissioned a study on how to work more effectively in fragile, at-risk and crisis-affected contexts. This report identifies 12 lessons grouped into 3 thematic areas: building institutional fitness, aspiring to deliver change, and leaving no-one behind. These lessons are illustrated with a wealth of good practice examples from DAC members.
