    Exploring the rise of open scholarship in the digital era and its transformational impact on how knowledge is created, shared, and accessed, this open access book offers new insights on the history, development, and future directions of openness in the humanities and identifies key drivers, opportunities, and challenges. The concept of open research is reconfiguring scholarly communication across all disciplines, changing how understandings are produced through more accessible, participatory, ethical, and transparent approaches, reaching and involving far broader and more diverse publics. Considering multiple stakeholder perspectives, Arthur and Hearn argue that for the humanities to proactively contribute to open knowledge at the global scale, new ways of thinking are needed within every part of the system. In the open information economy, the humanities are on a trajectory following the sciences, but parts of the world are almost completely left out. A cultural shift is required for universities to unlock the powerful potential of humanities open scholarship. In this wide-ranging overview, the authors show why and how the global research community must work together for meaningful outcomes. Open scholarship has undergone a profound change since its beginnings from a call to action to an essential principle in research organizations internationally. However, the core impulse remains: to reshape the information environment and harness the world’s knowledge for the greatest benefit of society.     The essays in this collection aim to waken contemporary discussions of ethos (and of rhetoric generally) from their Western, classical-Aristotelian slumbers. Western rhetoric was never univocal in its theory or practice of ethos: the essays in this collection provide proof of this. The contributors aimed to shake rhetoricout of its Eurocentrism: the traditions of Africa, the Middle East, and Asia sustain their own models of ethos and lead us to reconsider rhetoric in its rich variety—what ethos was, is, and will become. This collection is groundbreaking in its attempt to outline the diversity of argument, trust, and authority beyond a singular, dominant perspective. This collection offers readers a choice of itineraries: thematic, geographic, and historical. Essays may be read individually or cumulatively, as exercises in comparative rhetoric. In taking a world perspective, Histories of Ethos will prove a seminal discussion. Its comparative approach will help readers appreciate the commonalities and the distinctions in competing cultural-discursive practices—in what brings us together and what drives us apart as communities. Additionally, it is the editors’ hope that, out of this historical, multicultural dialogue, some new perspectives on ethos may come forward to broaden our discussion and reach of understanding.

    This paper explores the relationship between market accessibility and various participants' welfare in an intermediated directed-search market. For a general class of meeting technologies, we provide a necessary and sufficient condition under which efficiency requires imperfect accessibility, such that each seller's listing is only observed by some but not all buyers. We show that the platform optimally implements the efficient outcome, but fully extracts surplus from the transactions it intermediates. We also find that in general, buyers prefer to minimize market accessibility, while sellers prefer a weakly greater accessibility level than that which is socially efficient. The efficiency of imperfect accessibility is robust to the introduction of a second chance for unmatched buyers to search.

    Many measurement concepts of equal living conditions fail to meet central scientific requirements. A comparison and assessment of the equivalence of living conditions has therefore been difficult up to now. This paper presents a newly developed measurement concept that addresses the most frequent points of criticism. A two-stage measurement concept is proposed. In a first step, the regions are grouped into seven types of areas based on the dimensions "social situation", "economic intensity" and "population development/age structure". In a second stage, these types of areas can be used to better analyse and evaluate more specific indicators or further dimensions of equal living conditions with regard to their effect on socially disadvantaged and/or elderly people. This two-stage approach allows the indicators of the second stage to be considered at the appropriate spatial level of detail, i.e. at the raster, municipality, district or functional spatial level. Examples of this are shown. The interpretation and evaluation of these indicators in terms of equal living conditions were validated through workshops and interviews in three case studies, the city of Gelsenkirchen and the districts of Dithmarschen and Mansfeld-Südharz. The article concludes with an outlook on upcoming steps for further development with regard to continuous monitoring on the basis of this measurement concept.

    Ride-hailing services have the potential to expand access to opportunities, but out-of-pocket costs may limit the benefits of ride-hail for low-income individuals. This paper examines how ride-hailing services can shape spatial and socioeconomic differences in access to opportunities while accounting for the trade-off between travel time and monetary costs. Using one year of aggregated Uber trip data for Rio de Janeiro in 2019 and a new multi-objective optimization routing method, we analyze the potential for ride-hailing services to improve employment accessibility when used as a standalone transportation mode and in conjunction with transit as a first-mile feeder service. We compare the accessibility Pareto frontiers of these transport mode alternatives with cumulative opportunity measures considering multiple combinations of travel time and monetary cost thresholds. We find that, compared to transit, ride-hailing can significantly expand accessibility as a standalone transport mode for relatively short trips (between 10 and 40 minutes), and as a first-mile feeder to transit in trips longer than 30 minutes. In both cases, the accessibility advantages of ride-hailing are mostly limited by relatively higher out-of-pocket costs. When we account for different affordability thresholds, the accessibility benefits of ride-hailing services accrue mostly to high-income groups. These findings suggest that policy efforts to integrate rideshare with transit are likely not going to benefit low-income communities without some form of subsidized fare discounts to alleviate affordability barriers. The paper also highlights how accounting for trade-offs between travel-time and monetary costs can importantly influence the results of transportation accessibility and equity studies, suggesting that this issue should be addressed in future research.

    This paper analyses the impact that Spanish road construction had on local population growth between 1787 and 1857. We find that the increase in market access associated to road accessibility had a substantial effect on local population growth. The impact was substantially higher on the municipalities that were connected earlier and that had a more diversified occupational structure. By contrast, the effect of the new network on population growth was negative in municipalities close but without direct access to the roads. We interpret these findings as evidence of a process of rural-to-rural migration due to the new roads.

    This study presents the results of an ex-ante assessment of the accessibility and equity impacts of a subway expansion in Fortaleza (Brazil). We analyze how the number of jobs, health facilities, and schools accessible by public transportation is expected to change with the implementation of a new subway line (Linha Leste) and the other changes planned in the Sustainable Accessibility Plan of Fortaleza (Pasfor). Our results indicate that investments in the rail system alone could increase the number of jobs, schools, and health services accessible by public transport by an average of 3.1% to 5.6%. However, the planned reduction of services in the bus network is expected to undermine the potential positive impact that would be obtained with the subway investments alone. With these service cuts, it is estimated that the number of opportunities accessible by public transport could drop by -7.4% to -8.1% on average compared to the 2019 baseline. As a rule, these accessibility reductions will be greater in middle- and low-income neighborhoods, indicating that the planned interventions on Fortaleza's public transportation network will have a regressive impact, increasing inequality of access to opportunities. The study brings important lessons about how transportation infrastructure expansion projects need to be planned in a coordinated manner with the day-to-day operation of public transportation systems to leverage the accessibility benefits of urban transportation policies.

    Social protection systems use a range of entitlement criteria. First-tier support typically requires contributions or past employment in many countries, while safety net benefits are granted on the basis of need. In a context of volatile and uncertain labour markets, careful and continuous monitoring of the effectiveness of income support is a key input into an evidence-based policy process. This paper proposes a novel empirical method for monitoring the accessibility and levels of safety net benefits. It focusses on minimum-income benefits (MIB) and other non-contributory transfers and relies on data on the amounts of cash support that individuals in need receive in practice. Results show that accessibility and benefit levels differ enormously across countries - for instance, more than four out of five low-income workless one-person households received MIB in Australia, France and the United Kingdom, compared to only one in five in Greece and Italy, two countries that have since sought to strengthen aspects of safety-net provisions.

    We examine how highway accessibility influences local employment outcomes. We exploit the stagewise expansion of the "Baltic Sea highway", the largest contiguous highway construction project in Germany since 1945. Results from difference-indifferences estimations and an event study approach show that highway access influences local employment outcomes in peripheral municipalities within 10 km road distance. Improved accessibility decreases employment by 9%. These effects are driven by reduced commuter flows within the periphery, while we find opposing effects on core municipalities. Improved accessibility also gives rise to a shift of population and economic activity from the periphery to the core, weakening the periphery as a place of work.

    Luisa Dörr prepared this study while she was working at the ifo Center for Public Finance and Political Economy. The study was completed in February 2022 and accepted as doctoral thesis by the Department of Economics at the University of Munich. It consists of three distinct empirical essays investigating various aspects of regional development using data from Germany and Austria. Chapter 2 investigates how far-right populist mayors influence local political culture and economic outcomes. Chapter 3 examines how highway access affects commuting and employment in connected municipalities. Chapter 4 investigates the consequences of municipal mergers on fiscal equalization transfers. The chapters employ regression discontinuity, difference-in-differences, and event study estimations to answer the respective research questions.
