    Im Zweiten Weltkrieg wurde das östliche Europa unter der nationalsozialistischen Besatzung neu erfasst, vermessen und geplant. Der Band stellt aktuelle Ergebnisse aus der Raum-, Städtebau- und Architekturforschung zu den Akteuren, Praktiken und Techniken vor. Er fragt insbesondere nach der ‚Messbarkeit‘ des NS-Besatzungsregimes und nach den Möglichkeiten der Dokumentation und Präsentation mithilfe digitaler Analysemethoden. Damit wird der bestehende Kenntnisstand nicht nur in qualitativer Hinsicht erweitert; die Untersuchung quantitativer Merkmale, die durch rechnergestützte Verfahren erfasst werden, führt darüber hinaus zu weitergehenden, belastbaren Aussagen. Aus einer architekturgeschichtlichen Perspektive wird untersucht, inwiefern die Digital Humanities innovatives methodisches Potential bieten, um die okkupatorischen Ziele und Praktiken des nationalsozialistischen Regimes im östlichen Europa neu auszuloten.

    There is a palpable tension between the planning and implementation of climate targets, for instance as regards renewable energy resources - among which wind power plays a significant role. This tension comes to the fore when assessing the effectiveness of spatial planning approaches to the deployment of wind energy. Planning approaches to wind power are evaluated in three European urbanised regions: South Holland (Netherlands), Lower Austria (Austria) and East Flanders (Belgium). Each region has adopted wind energy targets and introduced zoned areas in its regional planning agenda. The theory of ‘new institutionalism’ and the comparative case study method are the two pillars of this investigation. Zoning may be considered as a form of institutional design, for the introduction of zoned areas not only determines the territorial spread of wind turbines, but also configures socio-organisational entities and actors involved in implementation (developers, local residents, consultants, and public authorities). The comparative approach demonstrates that planning choices in the three case studies often yield to the concerns of higher governance levels, clearly prioritising energy policy goals above local, contextual values. In consequence, ‘zones for wind energy’ do not always gain public acceptance at the local level. Indeed, the foundation for locally supported wind energy zones is laid down in the planning process itself. This process has the potential to institutionalise a trade-off between collective purposes at a higher governance level and locally changing contexts and values. On the other hand, planning agents need to be more aware of path dependencies in spatial decisions concerning renewable energy. One of the wider implications of the planning approaches studied is that they restrict, rather than promote development. Thus, when zoned areas had to be redrawn, local opposition or ‘unwillingness’ seriously restricted the amount of leeway for reaching a consensus about alternative locations. The reason was that the formal planning exercise (zoning wind energy) implied more than an impartial territorial designation: it also communicated social consensus on land-use decisions of ´where wind turbines would come´ and ´where they would not´

    Im Zweiten Weltkrieg wurde das östliche Europa unter der nationalsozialistischen Besatzung neu erfasst, vermessen und geplant. Der Band stellt aktuelle Ergebnisse aus der Raum-, Städtebau- und Architekturforschung zu den Akteuren, Praktiken und Techniken vor. Er fragt insbesondere nach der ‚Messbarkeit‘ des NS-Besatzungsregimes und nach den Möglichkeiten der Dokumentation und Präsentation mithilfe digitaler Analysemethoden. Damit wird der bestehende Kenntnisstand nicht nur in qualitativer Hinsicht erweitert; die Untersuchung quantitativer Merkmale, die durch rechnergestützte Verfahren erfasst werden, führt darüber hinaus zu weitergehenden, belastbaren Aussagen. Aus einer architekturgeschichtlichen Perspektive wird untersucht, inwiefern die Digital Humanities innovatives methodisches Potential bieten, um die okkupatorischen Ziele und Praktiken des nationalsozialistischen Regimes im östlichen Europa neu auszuloten.

    Vor dem Hintergrund einer seit rund 20 Jahren zu beobachtenden Erosion staatlicher Steuerungskraft, die auch die Raumordnung als übergeordnete, koordinierende und zusammenfassende räumliche Gesamtplanung betrifft, werden in diesem Band Perspektiven für eine zukunftsfähige Raumordnung in Bayern entwickelt. Der Band fasst die Ergebnisse der gleichnamigen Arbeitsgruppe der Landesarbeitsgemeinschaft Bayern der ARL - Akademie für Raumentwicklung in der Leibniz-Gemeinschaft zusammen. Als neuen normativen Bezugspunkt für eine Renaissance der Landes- und Regionalplanung zur Herstellung gleichwertiger Lebensverhältnisse im Freistaat Bayern wird das Leitbild der räumlichen Gerechtigkeit herangezogen. Die Beiträge des Bandes widmen sich zunächst der Analyse der Landesentwicklungspolitik einschließlich der Programme und Pläne sowie der Regionalen Planungsverbände. Danach wird die Steuerungskraft des Zentrale-Orte-Konzepts hinterfragt, es wird die Notwendigkeit einer Neuabgrenzung der regionalen Planungsräume aufgezeigt. Unter Rückgriff auf den noch recht jungen Ansatz der sogenannten Fundamentalökonomie wird ein alternativer Blick auf den Zusammenhang von regionaler Wirtschaftskraft und öffentlichen Leistungen eröffnet. Schließlich werden Impulse für eine Neuorientierung der Raumordnung in Bayern aufgezeigt. For the last 20 years it has been possible to observe an erosion of state governance that has also affected spatial planning in its superordinate, coordinating and synthesising role. Against this background, this volume develops perspectives for sustainable spatial planning in Bavaria. The volume summarises the findings of the working group of the same name from the Bavarian Regional Working Group of the ARL - Academy for Territorial Development in the Leibniz Association. The guiding principle of spatial justice is used as a new normative reference point for a renaissance of federal state and regional planning to create equivalent living conditions in the Free State of Bavaria. The first papers in the volume are dedicated to an analysis of federal state development policy, including the programmes, plans and regional planning associations. Subsequently, the effectiveness of the central place concept is questioned and the necessity of a new delimitation for regional planning areas is demonstrated. Through recourse to the still relatively new approach of fundamental economics, an alternative view of the connection between regional economic strength and public services emerges. Finally, impulses for a reorientation of spatial planning in Bavaria are illustrated.

    Das Konzept der Ökosystemleistungen bietet eine Möglichkeit, um Natur und Landschaft zu schützen und nachhaltig zu nutzen. In Planungsprozessen kann es genutzt werden, um die Leistungen des Naturhaushaltes zu bewerten, mit anderen Interessen abzuwägen und transparentere Grundlagen für Entscheidungen bereitzustellen. Wenn Ökosystemleistungen als zentrale Bestandteile in Strategien der räumlichen Planung aufgenommen würden, könnten sie die Umsetzung und Wirkung der Planungen im Sinne des Ressourcenschutzes verbessern. Das vorliegende Positionspapier verdeutlicht anhand von zehn Thesen, wie das Konzept der Ökosystemleistungen in der räumlichen Planung genutzt werden kann. Der Arbeitskreis "Ökosystemleistungen in der räumlichen Planung" der ARL hat diese Empfehlungen erarbeitet und benennt zu den Themen "Nutzen", "Einsatzoptionen" und "Handlungsbedarfe" konkrete Ansätze für einen besseren Schutz von Natur und Landschaft. Die Thesen sollen dazu motivieren, das Konzept der Ökosystemleistungen in der Raumplanung einzusetzen und so Transformationsprozesse zu einer nachhaltigen räumlichen Entwicklung anzustoßen. The concept of ecosystem services represents an approach to support the protection and sustainable use of nature and landscapes. In planning processes, it can be used to assess the contributions ecosystems provide to human well-being, to weigh them against other interests, and to support transparent decision-making. If ecosystem services were central in spatial planning, they could improve the protection of natural resources. This position paper presents ten propositions that illustrate how the concept of ecosystem services can be used in spatial planning. The ARL working group "Ecosystem Services in Spatial Planning" has developed these recommendations and suggests specific approaches for better protection of nature and landscape. They address three topics: Benefits, Implementation options, and Actions required. The propositions shall motivate the implementation of the ecosystem services concept in spatial planning and initiate transformative processes towards sustainable spatial development.

    During WW2, the National Socialists established detailed assessments of, and plans for, the whole region of Eastern Europe. This volume presents the findings of research into the stakeholders, practices and techniques deployed in architecture, spatial and urban planning. In particular, it scrutinizes the 'measurablility' of the Nazi occupation regime and the options available in terms of documentation and presentation with digital analytical tools. These tools provide a qualitative extension of the current state of knowledge; in addition, quantitative criteria are subjected to computer aided analyses that offer substantiation to statements that are both wide-ranging and well supported. The volume explores the extent to which the Digital Humanities propose new and innovative techniques with which architectural historians can re-assess the aims and practices of the Nazi regime in Eastern Europe Im Zweiten Weltkrieg wurde das östliche Europa unter der nationalsozialistischen Besatzung neu erfasst, vermessen und geplant. Der Band stellt aktuelle Ergebnisse aus der Raum-, Städtebau- und Architekturforschung zu den Akteuren, Praktiken und Techniken vor. Er fragt insbesondere nach der ,Messbarkeit' des NS-Besatzungsregimes und nach den Möglichkeiten der Dokumentation und Präsentation mithilfe digitaler Analysemethoden. Damit wird der bestehende Kenntnisstand nicht nur in qualitativer Hinsicht erweitert; die Untersuchung quantitativer Merkmale, die durch rechnergestützte Verfahren erfasst werden, führt darüber hinaus zu weitergehenden, belastbaren Aussagen. Aus einer architekturgeschichtlichen Perspektive wird untersucht, inwiefern die Digital Humanities innovatives methodisches Potential bieten, um die okkupatorischen Ziele und Praktiken des nationalsozialistischen Regimes im östlichen Europa neu auszuloten.
