    In the course of the last decade, the IBSA states (India, Brazil, South Africa) have increased their weight in the shifting global order, particularly in economic affairs. Can the same be said about the IBSA states' position in the international security hierarchy? After locating the IBSA coalition in the shifting world order, we analyze its member states' willingness and capacity to coordinate their security policies and build a common global security agenda. In addition, we explore the state of and perspectives on bi- and trilateral collaboration initiatives on defense and armaments between India, Brazil and South Africa. A key reason for the mostly modest results of global security agenda coordination and cross-regional defense collaboration is that the prevailing security concerns of each country are located at the regional level. Therefore, the starting point of an assessment of the prospects of IBSA's security cooperation and its potential impact on the strategic global landscape has to be a comparative evaluation of the regional security environments, focusing on overlaps and potential synergies between the national security policies of the three state actors. -- India ; Brazil ; South Africa ; IBSA Dialogue Forum ; security policies ; security context ; military power Im Verlauf der letzten Dekade konnten die IBSA-Staaten (Indien, Brasilien, Südafrika) ihre Position in der sich verschiebenden Weltordnung erheblich verbessern; das gilt insbesondere für ihren Einfluss auf globale Handelsfragen. Lässt sich ein ähnlicher Aufstieg der IBSAStaaten in der internationalen Sicherheitsordnung konstatieren? Die Autoren verorten die IBSA-Koalition in der sich verschiebenden Weltordnung und analysieren die Bereitschaft und Fähigkeit der drei Staaten, ihre Sicherheitsstrategien zu koordinieren und eine gemeinsame Sicherheitsagenda zu entwerfen. Ferner werden die Bedingungen und Perspektiven biund trilateraler Verteidigungs- und Rüstungszusammenarbeit untersucht. Im Ergebnis zeichnen sich bisher allenfalls anfängliche Bemühungen bei der Zusammenarbeit im Verteidigungssektor und bei der Entwicklung einer globalen Sicherheitsagenda ab. Ausschlaggebend dafür sind die primär auf der regionalen Ebene liegenden Sicherheitsprioritäten der IBSA-Staaten. Die perspektivische Bewertung des potenziellen Einflusses der Staatenkoalition auf globale Sicherheitsfragen erfolgt demnach vor dem Hintergrund der regionalen Sicherheitsstrategien Indiens, Brasiliens und Südafrikas. Dabei stehen mögliche Überschneidungen und Synergien zwischen den regionalen Sicherheitsstrategien im Zentrum des Interesses. (GIGA)

    In the course of the last decade, the IBSA states (India, Brazil, South Africa) have increased their weight in the shifting global order, particularly in economic affairs. Can the same be said about the IBSA states' position in the international security hierarchy? After locating the IBSA coalition in the shifting world order, we analyze its member states' willingness and capacity to coordinate their security policies and build a common global security agenda. In addition, we explore the state of and perspectives on bi- and trilateral collaboration initiatives on defense and armaments between India, Brazil and South Africa. A key reason for the mostly modest results of global security agenda coordination and cross-regional defense collaboration is that the prevailing security concerns of each country are located at the regional level. Therefore, the starting point of an assessment of the prospects of IBSA's security cooperation and its potential impact on the strategic global landscape has to be a comparative evaluation of the regional security environments, focusing on overlaps and potential synergies between the national security policies of the three state actors. -- India ; Brazil ; South Africa ; IBSA Dialogue Forum ; security policies ; security context ; military power Im Verlauf der letzten Dekade konnten die IBSA-Staaten (Indien, Brasilien, Südafrika) ihre Position in der sich verschiebenden Weltordnung erheblich verbessern; das gilt insbesondere für ihren Einfluss auf globale Handelsfragen. Lässt sich ein ähnlicher Aufstieg der IBSAStaaten in der internationalen Sicherheitsordnung konstatieren? Die Autoren verorten die IBSA-Koalition in der sich verschiebenden Weltordnung und analysieren die Bereitschaft und Fähigkeit der drei Staaten, ihre Sicherheitsstrategien zu koordinieren und eine gemeinsame Sicherheitsagenda zu entwerfen. Ferner werden die Bedingungen und Perspektiven biund trilateraler Verteidigungs- und Rüstungszusammenarbeit untersucht. Im Ergebnis zeichnen sich bisher allenfalls anfängliche Bemühungen bei der Zusammenarbeit im Verteidigungssektor und bei der Entwicklung einer globalen Sicherheitsagenda ab. Ausschlaggebend dafür sind die primär auf der regionalen Ebene liegenden Sicherheitsprioritäten der IBSA-Staaten. Die perspektivische Bewertung des potenziellen Einflusses der Staatenkoalition auf globale Sicherheitsfragen erfolgt demnach vor dem Hintergrund der regionalen Sicherheitsstrategien Indiens, Brasiliens und Südafrikas. Dabei stehen mögliche Überschneidungen und Synergien zwischen den regionalen Sicherheitsstrategien im Zentrum des Interesses.

    Der Autor setzt sich im vorliegenden Band kritisch mit der Globalisierungsthese auseinander. Er kommt zu dem Ergebnis, dass in der Rüstungsindustrie allenfalls von einer Regionalisierung innerhalb von Bündnissen gesprochen werden kann. Selbst die beabsichtigte Integration der national fragmentierten Rüstungsmärkte innerhalb der EU und die Bildung grenzüberschreitender Fusionen zur Erhaltung der Wettbewerbsfähigkeit gegenüber den US-Konkurrenten, kommt nur schleppend voran.In dieser Situation denken die bereits fusionierten US-Rüstungskonzerne, die über eine entsprechend große Markt- und Finanzmacht verfügen, über transatlantische Allianzen mit europäischen Partnern mit dem Ziel nach, eine "Festung Europa" mit gleichgewichtigen Gegenspielern zu verhindern und noch tiefer in den attraktiven europäischen Rüstungsmarkt einzudringen.Der komplexe Exportkontrollprozess der USA und die Verweigerung eines substanziellen Technologietransfers, größerer Beschaffungen aus Europa und der Finanzierung von Gemeinschaftsprojekten verhindern bisher eine engere transatlantische Rüstungskooperation. In USA gewinnt jedoch die Einschätzung an Boden, dass die Vorteile die damit verbundenen Risiken bei weitem überwiegen. Die Nettoeffekte einer Marktöffnung für die Beschäftigung sind aufgrund einer Vielzahl verschiedener Faktoren kaum zu quantifizieren, dürften aber für Europa eher positiv sein, weil die Größe des US-Marktes stärker wiegt als der Wegfall der bisherigen Protektion.Zunächst werden sich jedoch andere, weniger formelle Formen transatlantischer Kooperationen auf Unternehmensebene entwickeln. Denkbar wären eine produktbezogene Zusammenarbeit zwischen europäischen und amerikanischen Unternehmen oder die Bildung internationaler Bietergruppen, die sich an Ausschreibungen auf beiden Seiten des Atlantiks beteiligen. Langfristiges Ziel sollte nicht eine Konfrontation zwischen USA und Europa sein, sondern ein Wettbewerb zwischen transatlantischen Unternehmensgruppen, um den Protektionismus zurückzudrängen und auf den hochkonzentrierten Märkten wieder mehr Wettbewerb und Innovation zu schaffen.Zu dieser Thematik wurden in persönlichen Interviews - vor allem in den USA - Entscheidungsträger relevanter Unternehmen, der Verteidigungsministerien, der Gewerkschaften und unabhängige Wissenschaftler befragt.

    Industrielle Kooperationen bieten gerade für innovative Vorhaben Vorteile, denn Forschungs- und Entwicklungsausgaben können so auf mehrere Schultern verteilt und die jeweilige Expertise der Beteiligten effizient genutzt werden. Im Bereich der Verteidigungsindustrie kommt zum Neuigkeitsgrad zu entwickelnder Waffensysteme und den dadurch bedingten oft beträchtlichen FuE-Aufwendungen als Kooperationsmotiv hinzu, dass die produzierten Stückzahlen üblicherweise gering sind und durch Kooperationen von Unternehmen mehrerer Länder Skalenerträge in der Produktion erzielt werden können. Ergänzt werden die industriellen Vorteile der Kooperation im Verteidigungsbereich um politische Motive; die beteiligten Länder streben eine engere militärische und wirtschaftliche Zusammenarbeit unter Verbündeten an. Dieser IW-Report geht auf die industriellen Ziele und Vorteile, aber auch die potenziellen Probleme der Verteidigungskooperation ein. Analysiert werden zudem die bestehenden Bündnisse und (europa-)politischen Ziele, die die Basis der meisten Kooperationen in Europa bilden. Dabei wird schwerpunktmäßig auf die teilweise stockenden deutschfranzösischen Kooperationsvorhaben eingegangen. Der IW-Report schließt mit Vorschlägen zur Überwindung von Kooperationshemmnissen und einem Fazit und Ausblick. Industrial cooperation can offer a variety of advantages. This holds especially for innovative projects, because research and development expenditures can be spread over several partners and the respective expertise of the participants can be efficiently utilised. In the defence industry, in addition to the novelty of the defence system and the often considerable R&D expenditure involved, the motive for cooperation is that the number of units produced is usually low. Economies of scale can be achieved in production through cooperation between companies from several countries that are procuring the corresponding weapon system. In the defence sector, the industrial advantages of cooperation are complemented by political motives; the countries involved are striving for closer military and economic cooperation among allies. This IW Report looks at the industrial goals and advantages, but also the potential problems of cooperation projects in the defence sector. It also analyses the existing alliances and political goals that form the basis of most cooperations between countries, also focusing on the most recent Franco-German cooperation projects, which are in danger of faltering. The IW Report concludes with suggestions for overcoming obstacles to cooperation and a conclusion and outlook.
