    Abstract: Die aktuelle Auseinandersetzung über den Computereinsatz für das Lehren und Lernen in der Schule entwickelt eine neue Perspektive: "Medienkompetenz" wurde bislang regelmäßig als ein Lernfeld betrachtet, das additiv zu vorhandenen Kompetenzen zu vermitteln ist. Zunehmend wird jedoch deutlich, dass die Digitalisierung unsere Kultur sehr viel grundlegender durchdringt und damit Schule in einem viel weiter reichenden Sinne herausfordert. Die Digitalisierung betrifft nicht nur den Medieneinsatz, sondern stellt u.a. Fragen an die Lehrinhalte in allen Fächern und tangiert die Arbeit von Schule als Organisation viel weitreichender. Der Beitrag zeigt auf, wie Schulentwicklung in diesem Zusammenhang ausgerichtet und gestaltet werden kann. Dabei wird insbesondere auf die schulübergreifende Kooperation eingegangen, bei der Schulen durch die Zusammenarbeit in regionalen Netzwerken profitieren. (DIPF/Orig.) Abstract: The current discussion about computers for teaching and learning follows a new perspective: Media literacy, so far, most often has been perceived as competence to be learned additionally to other competences. Digitization, however, increasingly penetrates all sectors of our culture, and challenges schools in a much broader sense. It does not only relate to new technologies for learning and teaching, it also challenges, for example, learning objective and the way schools operate. The article explains how school development can be organized to align to these changes. It focuses on the potential of regional networks of schools, where schools can profit from the mutual exchange of concepts and experiences. (DIPF/Orig.)

    Der Beschultenansatz (früher: Schüleransatz) wird im Rahmen des kommunalen Finanzausgleichs Nordrhein-Westfalens als Nebenansatz zur Ermittlung des pauschalierten Finanzbedarfs der Gemeinden genutzt. Unter den genutzten Nebenansätzen ist er am differenziertesten, da er nicht auf einem, sondern auf zwei Indikatoren aufbaut, den Halbtagsbeschulten und Ganztagsbeschulten. Zwischen diesen beiden Indikatoren besteht eine große, im Zeitablauf variierende Spreizung. Allerdings lässt die üblicherweise zur Überprüfung des Gemeindefinanzierungsgesetztes genutzte Methode der Regression gemeindlicher Gesamtzuschussbedarfe eine detaillierte Analyse nicht zu. Daher gilt der der Beschultenansatz als nicht wirklich verständlich. Zudem muss die angemessene Berücksichtigung schulbezogener Bedarfe im Finanzausgleich "zukunftsfest" ausgestaltet werden, da beginnend mit dem Schuljahr 2026/27 bundesweit alle Grundschulkinder der ersten Klassenstufe einen Rechtsanspruch auf Ganztagesbetreuung erhalten. Das Gutachten leistet hier Abhilfe, indem es die Stärken der aufgabenspezifischen Analyse kommunaler Finanzbedarfe zum Einsatz bringt. Zunächst werden die kommunalen Schulträgeraufgaben und die damit verbundenen Aufwendungen einer detaillierten Untersuchung unterzogen. Dabei wird u.a. deutlich, dass die bislang zur Halbtagsbeschulung gerechnete OGS‐Betreuung mindestens ebenso hohe Bedarfe wie die Ganztagsbeschulung verursacht. Das führt dazu, dass finanziellen Belastungen gerade der Städte und Gemeinden unberücksichtigt bleiben, die im Ausbau der Offenen Ganztagesbetreuung schon relativ weit fortgeschritten sind. Auf dieser Grundlage werden anhand der aufgabenspezifischen Regressionsanalyse vier alternative Modelle formuliert, um die gemeindlichen Schulträgeraufgaben in einem künftigen Finanzausgleich besser zu berücksichtigen. Zudem werden zwei "Brückenlösungen" entworfen, um die schulbezogenen Befunde der aufgabenspezifischen Analyse in den anderweitig unveränderten, auf der hergebrachten Gesamtregressionsanalyse beruhenden Finanzausgleich zu integrieren. Nach Fertigstellung des Gutachtens hat sich die Landesregierung entschlossen, das Modell 4 mit Kurztagsbeschulten und Langtagsbeschulten mit dem Gesetzesentwurf für das GFG 2024 umzusetzen. The student factor is used in the municipal equalization scheme of North Rhine-Westphalia as a supplementary component to determine the flat-rate financial requirements of the municipalities. Among the supplementary components used, it is the most differentiated, since it is based not on one, but on two indicators: half-day and full-day schooling. There is a large spread between these two indicators that varies over time. Yet, the standard method of regressing total municipal funding needs, which is commonly used to examine the municipal funding law, does not allow for a detailed analysis. Therefore, the student factor cannot be easily understood. Furthermore, the adequate accounting for school-related needs in the fiscal equalization system must be "futureproofed", since starting in the 2026/27 school year, all elementary school children in the first grade will have a legal right to all-day care throughout Germany. The report addresses these issues by making use of the strengths of the task-specific analysis of municipal fiscal needs. First of all, the tasks of the municipal school authorities and the expenditures associated with them are examined in detail. It becomes clear, among other things, that all-day care, which has been counted as half-day schooling up to now, causes at least as much demand as all-day schooling. As a result, the financial burdens of cities and communities that are already relatively advanced in the expansion of open all-day care are not taken into account. On this basis, a task-specific regression analysis is used to formulate four alternative models in order to better take into account the responsibilities of municipal school authorities in a future fiscal equalization system. In addition, two "bridge solutions" are developed in order to integrate the school-related findings of the task-specific analysis into the otherwise unchanged fiscal equalization system based on the traditional comprehensive regression analysis. After completion of the report, the government of North Rhine-Westphalia has decided to implement Model 4 with short-day and long-day students in the draft legislation for 2024 equalization law.

    There has been a significant policy shift in Germany’s energy transition – the Energiewende – resulting from Russia’s invasion of Ukraine and the subsequent war. The Easter Package, rolled out in Spring 2022, set a series of ambitious renewable energy targets and laws to enable both climate action and energy security. These are to be implemented in tandem with existing laws such as the Coal Exit Law and the Federal Climate Change Act. Aligning policies and targets to reduce greenhouse gas (GHG) emissions and ensure energy reliability and affordability requires concerted policy coherence, a policy process to pursue multiple goals in a way that maximises synergies and minimises trade-offs. Reducing trade-offs (and their consequences) is especially crucial if the energy transition is to be just for all and become a vehicle towards a broader Just Transition, as well as to achieve the aims of the 2030 Agenda for Sustainable Development (including “leaving no one behind”) and the Paris Agreement. This policy brief first examines some of the most important policies – and (in)coherences – pertaining to the Energiewende, with a specific focus on the state of North Rhine-Westphalia (NRW), one of Germany’s main coal-mining regions. The brief then goes on to explore the main political drivers – through the lens of ideas, interests and institutions – of policy (in)coherence in two parallel Energiewende policy processes that are particularly relevant to the electricity sector: the coal phase-out and the phase-in of onshore wind. Although solar power and green hydrogen are also key to a successful Energiewende, these are not the subject of this brief. Our insights derive from policy document analysis and 28 semi-structured interviews. To move towards a Just Transition, the following recommendations are made to promote coherence in Germany’s Energiewende and inform the ongoing revision of the NRW Sustainability Strategy (last updated in 2020). The recommendations may also be of interest to the newly appointed NRW Advisory Board on Sustainability: • Mitigate ideological, institutional and interest-based barriers to ambitious climate action by ensuring a political commitment to policy coherence. In NRW in particular, this means meeting recent promises to deliver a coal phase-out by 2030 and lift the 1,000 metre (m) “rule” (i.e. 1 kilometre (km) between residential buildings and wind turbines), as well as mitigating arising conflicts between residents’ interests, particularly around the sharing of profits. Such commitments should be made explicit in the revised NRW Sustainability Strategy and legislated. • Promote greater political equality in all Energiewende policy-making decision processes at all governance levels (i.e. federal, state and municipal) in consultative and participatory mechanisms towards greater energy democracy. Reducing political in-equality is key to increase the public’s acceptance of renewable energy projects (e.g. through cooperatives) – one of the aims of the latest NRW Sustainability Strategy. • Integrate notions of social and climate justice into Energiewende policy to ensure the German energy transition is a just one for all individuals, and not just for German coal workers. Notions of procedural, distribution and recognition justice are featured here and should be highlighted in the updated NRW Sustainability Strategy.
