    This article proposes a new formulation of constant market share (CMS) trade analysis inspired by the statistical principles supporting revealed comparative advantages (RCA). This novel approach is methodologically consistent and rooted in information theory. It also avoids the discrete-form residuals that plague traditional CMS analysis, while remaining simple to compute. The new “comparative market share analysis decomposition” (CMSD) is applied to the changes in the structure and origin of United States imports after the implementation of the North American Free Trade Agreement (NAFTA). It is shown in this exercise that both CMSD and RCA can be paired together in order to shed light on the dynamics of competitiveness and comparative advantages in international trade.     We study how NAFTA changed the geography of violence in Mexico. We propose that this open border policy increased trafficking profits of Mexican cartels, resulting in violent competition among them. We test this hypothesis by comparing changes in drug-related homicides after NAFTA's introduction in 1994 across municipalities with and without drug-trafficking routes. Routes are predicted least cost paths connecting municipalities with a recent history of detected drug trafficking with U.S. land ports of entry. On these routes, homicides increase by 2.3 per 100,000 inhabitants, which is equivalent to 27% of the pre-NAFTA mean. These results cannot be explained by changes in worker's opportunity costs of using violence resulting from the trade shock.

    This paper examines the impact of trade liberalization under NAFTA on the productivity of the Mexican automobile industry. Using a panel of establishments for the period 1994-2014, in a first stage a Cobb-Douglas production function is estimated by the Levinsohn and Petrin's (2003) method (in an alternative exercise by that of Ackerberg, Caves and Frazer, 2015) to obtain a productivity measure. In a second stage, a model is estimated by System GMM to analyze the effect of trade openness on the estimated productivity. The main results indicate that there exists a positive association between trade liberalization and productivity for medium size establishments, but not for small or large establishments. This finding is consistent with that of other authors, who find that trade liberalization results in higher productivity for some firms, but not for all of them (e.g. Lileeva and Trefler, 2010; Bustos, 2011).

    O aprofundamento das negociações entre os 34 países que comporão a ALCA mostrou a importância da realização de avaliações sobre normas e procedimentos em compras governamentais adotados em alguns blocos de comércio referenciais, como é o caso da União Européia, do Acordo de Compras Governamentais da OMC e do capítulo sobre compras governamentais do NAFTA. Revela-se, ainda, de primordial interesse avaliar a política de aquisições governamentais adotada na legislação dos Estados Unidos, o maior parceiro da ALCA, pela abrangência que esta assume ao determinar a preferência, nas aquisições dos órgãos públicos, aos bens de produção interna em relação aos importados. Os princípios básicos de um acordo de compras governamentais compreendem, entre outros, a adoção de tratamento nacional e a não-discriminação em relação aos bens e produtores dos demais países participantes do acordo. Esses princípios se efetivam com os países signatários assumindo o compromisso de conceder aos bens, serviços e fornecedores dos demais países, tratamento não menos favorável que o concedido aos seus próprios. Esses preceitos devem ser aplicados também aos fornecedores de bens ou serviços de origem estrangeira e aos fornecedores de propriedade estrangeira estabelecidos no território onde é realizada a licitação pública. Respeitando esses princípios, os países participantes assegurarão que os órgãos públicos convidem, sem discriminação, e nas mesmas condições aplicáveis aos seus nacionais, os fornecedores e os prestadores de serviços dos outros Estados-membros que possuam as qualificações requeridas. Um acordo de compras governamentais pressupõe a transparência das leis, regulamentos, normas e práticas adotadas pelos países. Toda a legislação concernente às compras governamentais deve ser tornada pública por meio da divulgação em publicações determinadas no texto ou em anexos dos acordos, de forma a permitir igual oportunidade a todos os interessados em participar das licitações. Com o propósito de avaliar as políticas e práticas adotadas pelos países nesse domínio, a Organização Mundial de Comércio vem desenvolvendo, desde dezembro de 1996, estudos para o aprimoramento das legislações em vigor, por meio de um Grupo de Trabalho sobre Transparência em Compras Governamentais. Espera-se que as propostas do grupo de trabalho possibilitem a adoção de medidas para alcance de um maior grau de transparência nos procedimentos relativos a compras governamentais.
