    "Born in Missouri more than a century ago and raised in a Pentecostal orphanage, the creature now calling himself Gelson Verber has changed his name countless times. He's part-werewolf, and makes his living hunting certain kinds of bad men-criminals, rapists, thugs-in an often grotesque parody of the natural order. Verber is clearly suffering from the kinds of things a werewolf would be uniquely vulnerable to in the modern world: the horror of war, drug abuse, and isolation in the rain-drenched environment of Portland, Oregon. He has PTSD, but in a unique way, often flashing back to his time with a regiment in World War II. His smooth life as a serial killer takes a turn when he falls into the crosshairs of Salt Street, a development corporation running pirated criminology software and Big Data sieves to identify werewolf hybrids, who are then forced into servitude. As he falls deeper into the trap that has been set for him, his introduction to its evil architect triggers within Verber a string of recollections, conversations with the late werewolf-hybrid, John Jack Bridger. Salt Street's trap is masterful, but it does have one terrible flaw: you cannot cage someone-or some thing-like Gelson Verber"...

    The police force is one of the most distrusted institutions in Pakistan, notorious for its corruption and brutality. In both colonial and postcolonial contexts, directives to confront security threats have empowered law enforcement agents, while the lack of adequate reform has upheld institutional weaknesses. This exploration of policing in Karachi, Pakistan's largest city and financial capital, reveals many colonial continuities. Both civilian and military regimes continue to ensure the suppression of the policed via this institution, itself established to militarily subjugate and exploit in the interests of the ruling class. However, contemporary policing practice is not a simple product of its colonial heritage: it has also evolved to confront new challenges and political realities. Based on extensive fieldwork and almost 150 interviews, this ethnographic study reveals a distinctly'postcolonial condition of policing.'Mutually reinforcing phenomena of militarisation and informality have been exacerbated by an insecure state that routinely conflates combatting crime, maintaining public order and ensuring national security. This is evident not only in spectacular displays of violence and malpractice, but also in police officers'routine work. Caught in the middle of the country's armed conflicts, their encounters with both state and society are a story of insecurity and uncertainty

    Police do not and cannot prevent crime. This alarming thesis is explored by David Bayley, one of the most prolific and internationally renowned authorities on criminal justice and policing, in Police for the Future. Providing a systematic assessment of the performance of the police institution as a whole in preventing crime, the study is based on exhaustive research, interviews, and first hand observation in five countries--Australia, Canada, Great Britain, Japan, and the United States. It analyzes what police are accomplishing in modern democratic societies, and asks whether police organizations are using their resources effectively to prevent crime. Bayley assesses the impediments to effective crime prevention, describes the most promising reforms currently being tested by the police, and analyzes the choices that modern societies have with respect to creating truly effective police forces. He concludes with a blueprint for the creation of police forces that can live up to their promise to reduce crime and enhance public safety.     Police do not and cannot prevent crime. This alarming thesis is explored by David Bayley, one of the most prolific and internationally renowned authorities on criminal justice and policing, in Police for the Future. Providing a systematic assessment of the performance of the police institution as a whole in preventing crime, the study is based on exhaustive research, interviews, and first hand observation in five countries--Australia, Canada, Great Britain, Japan, and the United States. It analyzes what police are accomplishing in modern democratic societies, and asks whether police organizations are using their resources effectively to prevent crime. Bayley assesses the impediments to effective crime prevention, describes the most promising reforms currently being tested by the police, and analyzes the choices that modern societies have with respect to creating truly effective police forces. He concludes with a blueprint for the creation of police forces that can live up to their promise to reduce crime and enhance public safety.     Der Schwerpunkt der Dissertation liegt darin zu klären, was unter dem Begriff der Verkehrsteuer im Sinne des Art. 106 GG zu verstehen ist, und daran anschließend zu untersuchen, ob das Luftverkehrsteuergesetz als Verkehrsteuer im verfassungsrechtlichen Sinne ausgestaltet ist. Zunächst wird herausgearbeitet, dass die in Art. 106 GG genannten Steuerarten als historisch gewachsene Steuertypen zu qualifizieren sind. Dieser Erkenntnis ist immanent, dass sie sich nicht im Sinne einer subsumtionsfähigen Definition »definieren« sondern nur anhand ihrer historischen Steuervorbilder beschreiben lassen. Diese zentrale Erkenntnis zu Grunde legend, wird der verfassungsrechtliche Verkehrsteuerbegriff im Sinne des Art. 106 GG unter Berücksichtigung der steuerlichen Funktion der in Art. 106 GG genannten Steuerarten als historisch gewachsene Steuertypen im Einklang mit der Entstehungsgeschichte des Grundgesetzes und der damit korrespondierenden Rechtsprechung des Bundesverfassungsgerichts ausgelegt - und ein eindeutiges Auslegungsergebnis gefunden. Daran anschließend wird die verfassungsrechtliche Verkehrsteuereigenschaft des Luftverkehrsteuergesetzes unter Zugrundelegung des gefundenen Auslegungsergebnisses des Verkehrsteuerbegriffs im Sinne des Art. 106 GG untersucht und gezeigt, dass das Luftverkehrsteuergesetz keine Verkehrsteuer im verfassungsrechtlichen Sinne des Art. 106 GG ist.
