    The Aral Sea is well known for its devastating regression over the second half of the twentieth century, and for its recent partial restoration. Environment and Post-Soviet Transformation in Kazakhstan’s Aral Sea Region is the first book to explore what these monumental changes have meant to those living on the sea’s shores. Following the fluctuating fortunes of the pre-Soviet, Soviet and post-Soviet fisheries, the book shows how the vast environmental changes the region has undergone cannot be disentangled from the transformations of Soviet socialism and postsocialism. This ethnographic perspective prompts a critical rethinking of the category of environmental disaster through which the region is predominantly known. Tracing how the sea’s retreat and partial return have been apprehended by diverse local actors in the former port of Aral’sk and surrounding fishing villages, as well as by scientists, bureaucrats and international development workers, William Wheeler draws out the multiple meanings environmental change acquires within different contexts. This study of how people make their lives amidst overlapping ecological and political-economic upheavals is rich in ethnographic detail that is both rooted in Soviet legacies and alive to the new transnational connections that are reshaping the region. Offering a rigorous political ecology of Soviet socialism and after, the book is a major contribution to the nascent environmental anthropology of Central Asia. It will be of interest to environmental anthropologists, environmental historians, and scholars of all disciplines working on Central Asia and the former USSR.

    "This book investigates the political implications of country promotion through practices of 'nation-branding' by drawing on contemporary examples from the sports, urban development and higher education sector in Kazakhstan and Qatar. Nation-branding has emerged as a central practice of international politics, where it is commonly understood as a vain, superficial selling technique with little political salience. Drawing on shared insights from practice theory and constructivist notions of nationalism, identity and power, this book challenges this reading and instead argues that nation-branding is neither neutral nor primarily economically motivated, but inherently politicised and tied to the legitimation of current political regimes. The starting point for the analysis is a range of everyday practices and sites long ignored by international relations scholars. In particular, the book traces how the political leadership in Kazakhstan and Qatar have used participation in the international sports circuit, spectacular urban development, and the construction of 'world-class' universities to first produce and then stabilize new ideas about their state"--

    Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' Stage 1 peer review report. This report reflects the outcome of the Stage 1 peer monitoring of the implementation of the Action 14 Minimum Standard by Kazakhstan.

    Der Länderbericht der Weltbank über Kasachstan gliedert sich in die drei Hauptteile der wirtschaftlichen Rahmenbedingungen, auch im Zusammenhang mit der Union, der Bereiche für die Inangriffnahme der Wirtschaftsreformen und der Bereiche der Wirtschaft, in denen konkrete Maßnahmen ergriffen werden können. Im ersten Hauptteil werden der Ablösungsprozeß von der Union, die Gesamtwirtschaft, das wirtschaftliche Reformprogramm und finanzwirtschaftliche Fragen behandelt. Im zweiten Teil werden die Reformfelder wie die Einführung von marktwirtschaftlichen Verhältnissen, die Privatwirtschaft und die Privatisierung sowie der Sozialbereich vorgestellt.     Policy complementarities have often been overlooked in transition economies, leading to the exclusion or partial adoption of reforms. This paper examines the key determinants of successful transition strategies, and concludes that an approach exploiting complementary relationships and interactions between policies is most likely to result in a welfare improvement. Based on nine policy areas from the European Bank for Reconstruction and Development (EBRD) Transition Indicators database, composite indicators measuring reform implementation and complementarity are constructed. Panel data estimates for 30 countries over the period 1989 to 2012 demonstrate a positive association between improvements in reform complementarity and economic growth. Moreover, the effects are found to persist over time for up to two years after the initial policy change, and are robust to the inclusion of a wide range of control variables. Applying these findings to the case of Kazakhstan illustrates that comprehensive reforms to a targeted group of complementary policies generate sustained increases in output growth, whereas a partial reform strategy results in a loss of welfare.

    Das Jahr 1993 war für Kasachstan von zwei wesentlichen Entwicklungen geprägt. Zum einen hat sich die krisenhafte Entwicklung der Wirtschaft weiter vertieft. Die zweite Änderung besteht darin, daß Kasachstan durch die Einführung einer eigenen Währung gegen Ende des Jahres zum ersten Mal die Möglichkeit erhalten hat, eine eigenständige Geld- und Währunbgspolitik zu betreiben.

    Abstract: 'Der Blickwinkel, unter dem Anfang der neunziger Jahre die innenpolitischen Probleme in Kasachstan thematisiert und charakterisiert wurden, war wesentlich vom 'russischen Problem' bestimmt. Die ethnische und kulturelle Heterogenität in Kasachstan verführte dazu, die postsowjetische Realität zu simplifizieren. Konfliktlinien, -inhalte und -verläufe wurden oftmals eindimensional und monokausal dargestellt. 'Ethnische Barrieren' galten als das dominante Konfliktmuster bei Auseinandersetzungen um Staatssprache, Staatsbürgerschaft und Staatsgrenzen. Die kulturelle und personelle 'Kasachisierung' erschien als maßgebliche Ursache für ethnonationalistische Verlautbarungen und interethnische Zusammenstöße. Wesentliche Faktoren wie der wirtschaftliche Wandel und die soziale Lage der Bevölkerung wurden häufig nicht beachtet.
