    Passing federal environmental policy reform is a challenge as the approval of interest groups such as consumers and state-level governments is often a prerequisite. Among others, the burden sharing's progressivity has a large impact on reform approval. We investigate how carbon tax payments by states to a federal authority are influenced by differences in technological emission intensity and wealth and show how they can turn out to be at the expense of poor states. We show that a uniform federal carbon tax that is endorsed by all states with equal per capita transfers can theoretically put a higher burden on poorer states than richer states. The opposite applies for transfers based on historical emissions (sovereignty transfers) which reduce the burden of emissionintensive states. We test our results numerically in a general equilibrium model with a vertical federalism governance structure calibrated to the European Union. Our simulations show that a federal minimum emissions tax with sovereignty transfers is twice as high as for equal per capita transfers and also has a progressive effect.

    This paper analyzes whether the propensity to secede by subnational regions responds mostly to differences in income per capita or to distinct identities. We explore this question in a quantitative political economy model where people's willingness to finance a public good depends on their income and identity. Using high-resolution economic and linguistic data for the entire globe, we predict the propensity to secede of 3,003 subnational regions in 173 countries. We validate the model-based predictions with data on secessionist movements, state fragility, regional autonomy, and conflict, as well as with an application to the dissolution of the Soviet Union. Counterfactual analysis strongly suggests that identity trumps income in determining a region's propensity to secede. Removing identity differences reduces the average support for secession from 7.5% to 0.6% of the population.

    Central-government politicians channel resources to sub-national entities for political gains. We show formally that the central politicians' allocation decision has two drivers: political alignment (between central and local politicians) and the level of local political accountability. However, drivers count one at a time: alignment matters before local elections, while local political accountability matters before central elections. We then perform a test of our model using Brazilian data, which corroborates our results. Furthermore, we show and explain why political accountability becomes a curse: better-educated districts receive fewer transfers in equilibrium.

    Der Autor stellt vor dem Hintergrund der ökonomischen Theorie des Föderalismus die Frage, ob dezentrale Kompetenzen beim Infektionsschutz auf Länderebene weniger effizient sind als zentrale Kompetenzen auf der Bundesebene. Er stellt fest, dass die Präferenzen zwischen den Bundesländern mit Blick auf die Art und das Ausmaß der Pandemiebekämpfung in der Corona-Krise relativ stark variierten. Daher dürfte die Verantwortung der Bundesländer für den Infektionsschutz zu Wohlfahrtsgewinnen geführt haben, zumal die dezentralen Zuständigkeiten beim Infektionsschutz einen produktiven Wettbewerb der Bundesländer um geeignete Lösungen ermöglicht haben. Nachteilige externe Effekte einer regionalen Pandemiebekämpfung können hingegen durch eine Beschränkung der überregionalen Mobilität in engen Grenzen gehalten werden. Eine Verlagerung der Zuständigkeiten für den Infektionsschutz auf die Bundesebene ist daher aus Sicht des Autors unter Effizienzgesichtspunkten eher schädlich als nützlich. Auch eine bundeseinheitliche „Notbremse“ erscheint mit Blick auf ökonomische Effizienzkriterien bestenfalls als nutzlos. Against the backdrop of the economic theory of federalism, the author examines whether decentralized powers in infection control at the state level are less efficient than centralized powers at the federal level. He reveals that preferences varied relatively widely among the states with respect to the type and extent of pandemic response during the Corona crisis. Therefore, federal responsibility for infection control likely resulted in welfare gains, especially since decentralized responsibilities for infection control allowed for productive competition among the states for appropriate solutions. In contrast, adverse externalities of pandemic response at the state level can be kept within narrow bounds by limiting transregional mobility. Therefore, in the author's view, a shift of responsibilities for infection control to the federal level is more harmful than beneficial from an efficiency perspective. A uniform federal "emergency brake", as introduced by the federal government in April 2021, appears to be useless at best in view of economic efficiency criteria.
