    Gegenstand der Studie ist die Ausgestaltung des deutschen Fiskalföderalismus. Es soll gezeigt werden, in welchem Umfang das Konzept des föderalen Wettbewerbs für die bundesdeutsche Finanzverfassung nutzbar gemacht werden kann. Diese Fragestellung umfasst das Verhältnis zwischen Bund und Ländern ebenso wie das Verhältnis der Länder untereinander. Konkret wird das System des Länderfinanzausgleichs, die gegenwärtige Aufgabenverteilung auf Bund, Länder und Gemeinden sowie die Möglichkeit einer eigenständigen Steuerpolitik der Länder untersucht.

    Main description: Mit der vorliegenden staatsrechtlichen Studie unterbreitet Joachim Sanden einen Vorschlag für die Neugestaltung des Strukturgefüges zwischen Bund und Ländern. Ausgehend von der Schaffung leistungsfähiger Bundesländer im Wege der Neugliederung des Bundesgebietes, sind eigenständige kompetenzielle und finanzielle Verantwortungsbereiche für die Länder zu schaffen sowie prozedurale und institutionelle Verbesserungen des föderalen Miteinanders zu finden. Angestrebt wird eine Strukturoptimierung in den Bereichen Gebiet, Kompetenzen, Finanzen und Prozedere. -- Nach einer umfangreichen Schwachstellenanalyse formuliert Sanden ein postmodernes Paradigma der weiteren Entwicklung der Bundesrepublik. Auf dieser Basis unterbreitet er Vorschläge für die Neugliederung des Bundesgebiets sowie für die Kompetenzordnung und die Finanzbeziehungen. Ferner stehen die Reformkonsequenzen für die bundesstaatlichen Verfahren und Institutionen im Mittelpunkt. Schließlich prüft Sanden die Vereinbarkeit des poststrukturellen Vorschlags mit der grundgesetzlichen Ordnung.

    In Coming Together, Ryan Powell captures the social and political vitality of the first wave of movies made by, for, and about male-desiring men in the United States between World War II and the 1980s. From the underground films of Kenneth Anger and the Gay Girls Riding Club to the gay liberation-era hardcore films and domestic dramas of Joe Gage and James Bidgood, Powell illuminates how central filmmaking and exhibition were to gay socializing and worldmaking. Unearthing scores of films and a trove of film-related ephemera, Coming Together persuasively unsettles popular histories that center Stonewall as a ground zero for gay liberation and visibility. Powell asks how this generation of movie-making-which defiantly challenged legal and cultural norms around sexuality and gender-provided, and may still provide, meaningful models for living

    States in American Constitutionalism: Interpretation, Authority, and Politics examines the often overlooked role that states have played in the development and maintenance of American constitutionalism by examining the purpose and effect of state resolutions on national constitutional meaning. From colonial practices through contemporary politics, subnational governments have made claims about what national constitutional provisions and principles ought to mean, fashioned political coalitions to back them, and asserted their authority to provoke constitutional settlement. Yet, this practice has been far from static. Political actors have altered the practice in response to their interpretive objectives and the political landscape of the day. States in American Constitutionalism explains both the development of the practice and the way each innovation to the practice affected subsequent iterations. Hays presents a series of case studies that explore the origins of the practice in colonial constitutionalism, its function in the early Republic, subsequent developments in antebellum and twentieth century politics, and contemporary practice in the first two decades of the twenty-first century.     This book explores the effects of global socio-economic forces on the domestic policies and administrative institutions of Japan and the United States, and it explains how these global factors have shifted power and authority downward from the national government to subnational governments. This major comparative study comprises ten pairs of essays written by leading Japanese and American scholars on parallel public policy issues, institutional patterns, and intergovernmental relations in Japan and the United States, all set in the context of globalization and its impact on decentralization in each country. The twenty contributors and the editors provide new insights into the domestic consequences of global interdependence by examining emerging strategies for dealing with environmental concerns, urban problems, infrastructure investments, financial policies, and human services issues. An important study of the changing global setting, Globalization and Decentralization emphasizes the innovative and adaptive roles played by Japanese and American state, provincial, regional, and local governments in responding to the dramatic economic and political power shifts created by the new world order

    "In Constituting Federal Sovereignty: The European Union in Comparative Context Goldstein identifies three significant predecessors to today's European Union: the Dutch Union of the 17th century, the United States of America from the 1787 Constitution to the Civil War, and the first half-century of the modern Swiss federation, beginning in 1848. She examines the processes by which federalization took place, what made for its success, and what contributed to its problems. She explains why resistance to federal authority, although similar in kind, varied significantly in degree in the cases examined.
