    Die Einführung des Europäischen Binnenmarktes beinhaltet als umsatzsteuerliche Kosequenz die Aufgabe des Bestimmungslandprinzips und die Übernahme des Gemeinschaftsprinzips. Damit verbindet sich allerdings auch eine Verschiebung der Umsatzsteueraufkommen zwischen den beteiligten Ländern. Angesichts der Forderung, hinsichtlich der einzelnen nationalen Mehrwertsteueraufkommen den Status quo weiterhin aufrechtzuerhalten, und damit in bezug auf das Umsatzsteueraufkommen der jeweiligen Länder das Bestimmungslandprinzip weiterhin gelten zu lassen, bedarf es eines sogenannten Clearing-Verfahrens, um die Rückrechnung vornehemen zu können. Der Bericht geht bei seiner Untersuchung zunächst von grundsätzlichen Überlegungen zu Binnenmarkt und Umsatzsteuer aus. Weiterhin wird ein Clearing auf der Basis der nationalen Merhwertsteuerbemessungsgrundlage vorgestellt. Bei der Quantifizierung werden Frankreich, Italien und das Vereinigte Königreich untersucht und auf die länderspezifischen Probleme eingegangen. Weitere Schwerpunkte der Untersuchung sind die speziellen Probleme der Schattenwirtschaft und die Auswirkungen auf die Volkswirtschaftliche Gesamtrechnung.

    "This book examines the relationship between national identity construction and current foreign policy discourses on Russia in selected European Union member states in 2014-2018. It shows that divergent national discourses on Russia derive from the different ways in which the country was constructed in national identity. The book develops an interpretive theoretical framework and argues that policy makers' agency can profoundly influence the contestation between different identity narratives. It includes case studies in policy areas that are of primary importance for EU-Russia relations, such as energy security (the Nord Stream 2 controversy), the Ukraine crisis, and Russia's military intervention in Syria. Focusing on EU member states that have traditionally taken different stances vis-à-vis Russia (Germany, Poland and Finland), it shows that at the peak of the Ukraine crisis national discourses converged towards a pragmatic, but critical narrative. As the Ukraine crisis subsided and new events took centre stage in foreign policy discussions (i.e. the Syrian civil war, international terrorism), long-standing and identity-based divergences partly re-emerged in the discourses of policy makers. This became particularly evident during the Nord Stream 2 controversy. Deep-rooted and different perceptions of the Russian Other in EU member states are still influential and lead to divergent national agendas for foreign policy towards Russia.     Mehrsprachigkeit wirkt auf verschiedensten Ebenen. Innerhalb der EU sind insbesondere Ansprueche sozio-politischer Art augenfaellig. Der Band hinterfragt die europaeische Mehrsprachigkeit als Chance und Herausforderung fuer die Wissensgesellschaft. Ausgangspunkt der Beitraege ist ein verbal-Workshop waehrend der 36. Oesterreichischen Linguistiktagung (Wien, 2008). Dabei tauschten sich mit Wien assoziierte oder eng kooperierende Forschende aus den zwei EU-Grossprojekten DYLAN (Language Dynamics and Management of Diversity) und LINEE (Languages in a Network of European Excellence) ueber erste Ergebnisse aus. Die schriftliche Fassung der Beitraege zeigt die Mehrdimensionalitaet und die Fragmentiertheit des Konzepts und des Forschungsbereichs Mehrsprachigkeit auf und laedt gleichzeitig zum Ueberschreiten disziplinaerer wie geografischer Grenzen ein.

    In der Europäischen Union ist ein Wandel der wettbewerbspolitischen Orientierung festzustellen. Erstens wurde das Anmeldeverfahren im Kartellrecht durch ein System der Legalausnahme ersetzt, bei dem begründete Ausnahmen vom allgemeinen Kartellverbot nicht mehr vorab bei den Wettbewerbsbehörden angemeldet werden müssen. Zweitens setzt der sogenannte More Economic Approach, der seit etwas mehr als zehn Jahren zunehmend verfolgt wird, weniger auf Per-se-Verbote von Wettbewerbsbeschränkungen, sondern will stärker die konkreten wirtschaftlichen Auswirkungen möglicher wettbewerbsbeschränkender Maßnahmen berücksichtigen. Dieser Ansatz findet sowohl bei der Missbrauchsaufsicht als auch bei der Fusionskontrolle Anwendung. In der Fusionskontrolle wird demnach besonderer Wert auf die möglichen Effizienzgewinne von Zusammenschlussvorhaben gelegt, die wettbewerbsbeschränkende Wirkungen aufwiegen können, wenn sie den Verbrauchern zugutekommen. Kritisch ist gegenüber dem neuen Ansatz vorzubringen, dass er die Prognostizierbarkeit der Wirkungen von Fusionen überschätzt. Viele Unternehmenszusammenschlüsse erfüllen nicht die in sie gesetzten Erwartungen und scheitern. Dieses empirisch beobachtbare Phänomen ist ein Beleg dafür, dass selbst Fusionsinsider kaum in der Lage sind, tragfähige Prognosen abzugeben. There has been a perceptible re-orientation of competition policy in the European Union. Firstly, in competition law the notification process has been replaced by a system of legal exceptions, so that justifiable exceptions to the general ban on cartels need no longer be notified to the competition authorities. Secondly, the more economic approach which has been increasingly applied over the last decade relies less on bans of non-competitive behaviour per se and takes more account of the specific economic effects of measures which could potentially impede competition. This approach is used in the control of both abusive practices and mergers. In the case of mergers control, particular weight is given to the potential efficiency gains to be achieved by proposed mergers, which, if they benefit consumers, could compensate for the detrimental effects on competition. Criticism can be levelled at the new approach in its overestimation of the predictability of the effects of mergers. Many company mergers do not live up to expectations and fail. This empirically observable phenomenon is evidence that even those involved in mergers struggle to deliver reliable forecasts.
