    Als Medien der Speicherung, Miniaturisierung und Mobilisierung gehören elektrochemische Zellen historisch betrachtet zu den Möglichkeitsbedingungen des Digitalen Zeitalters. Vom Smartphone über den elektrischen Rollstuhl bis hin zum Elektroauto versprechen Batterien und Akkus eine nachhaltigere und fortschrittlichere digitale Zukunft. Doch diese Entwicklung hat ihren Preis: Unter dem Begriff »Reichweitenangst« befassen sich die Beiträger*innen des Bandes mit unserer alltäglichen Sorge, dass der Akku nicht mehr bis zur nächsten Ladestation reicht und wir auf halber Strecke liegen bleiben. Darüber hinaus wird die Frage diskutiert, wie weitreichend die individuellen, kollektiven und ökologischen Auswirkungen unseres steigenden Verbrauchs an Batterien sind.

    Keine physikalische Disziplin ist um 1800 mit so vielen Erwartungen verbunden wie die Elektrizitätslehre, die im 18. Jahrhundert zu universalen Bildungs- und Lebensgesetzen vorzudringen sucht. Auch die literarische und philosophische Avantgarde der 1790er Jahre beteiligt sich rege an der Debatte um den weltanschaulichen Stellenwert der jungen Wissenschaft und verleiht dem wissenschaftlichen und kulturellen Wissen über dieses Phänomen in ihren Texten poetische und poetologische Funktion. Der Transfer zwischen Literatur und Naturwissenschaft, der keinesfalls nur eine Richtung kennt, gelingt dabei durch ein spezifisch frühromantisches Symbol-Konzept, das Autoren wie Novalis und Johann Wilhelm Ritter in Auseinandersetzung mit der aktuellen Transzendentalphilosophie entwickeln. Im Zuge der allgemeinen Ausdifferenzierung der Wissensformen wird diese Synergie jedoch schon bald - etwa bei Heinrich von Kleist - selbst problematisch, statt die internen Spannungen im goethezeitlichen Wissenssystem tatsächlich zu vermitteln.Literarhistorisch bietet die Studie eine Analyse des Interaktionsmodells von Wissenschaft und Literatur um 1800, systematisch setzt sie sich darüber hinaus die nähere Bestimmung von Begriff und Methode einer Poetik des Wissens zum Ziel

    This Selected Issues paper identifies constraints to economic growth in the Kyrgyz Republic, using the Hausmann-Velasco-Rodrik diagnostic approach. It finds that large infrastructure gaps, weak governance and rule of law, and high cost of finance appear to be the most binding constraints to private investment and growth. Additional critical factors are the quality of education and onerous regulations. There is room to improve both the quality and cost/efficiency of education spending. Although relatively low, labor costs have exceeded productivity growth and there is room to improve labor market efficiency. Despite important investments, the infrastructure gap remains large and the country ranks relatively low on infrastructure quality. Weak governance undermines growth through various channels: investment, human capital, and productivity. Weak institutions increase the cost of doing business and make the appropriation of investment returns less certain, overall reducing investor's risk appetite to invest. Public debt is on the high side and the composition of spending is tilted toward current spending

    This paper examines the extent to which firms in selected MENA countries reported being constrained by the business environment around the time of the Arab Spring and the extent to which these constraints affected their employment performance. The results suggest that small firms in MENA faced more structural constraints than similar firms in other regions. We also find that MENA firms' weaker job creation can be explained in great part by the macroeconomic environment and structural constraints. Low GDP growth, falling external competitiveness, corruption, lack of access to finance and poor access to electricity are found to explain a significant part of the lack of employment growth in MENA firms compared to their peers

    This 2019 Article IV Consultation with Lebanon highlights that Lebanon's economic position continues to be very difficult, with very low growth, high public debt and large twin deficits. While financial stability has been maintained, deposit inflows, critical to finance the budget and external deficits, slowed down during the past year, reducing the authorities' room for manoeuvre. The new government has taken some important policy steps to start the needed policy adjustment, which could help raise confidence among investors and donors. The highest priority is the implementation of a sustainable fiscal adjustment that will bend down the path of the public debt-to-gross domestic product ratio through a combination of revenue and expenditure measures. This needs to be complemented by structural reforms and concessionally financed investment to raise Lebanon's growth potential and help external adjustment, as well as policies to build further buffers in Lebanon's financial sector. Structural reforms should prioritize reforming the electricity sector, removing impediments to and lowering the cost of doing business, as well as improving governance and reducing corruption

    This Selected Issues paper studies the inefficiencies related to the electricity sector and assesses the potential impact of the 2019 reform plan. Electricity shortages are the second constraint to competitiveness reported by businesses in Lebanon, based on the Enterprise Survey conducted by the World Bank. Lebanon's electricity sector performance is worse than other similar countries in the region. Many businesses must rely on costly private generators. Income inequalities are exacerbated by both the geographical disparities in Electricite du Liban's (EdL) electricity provision and its tariff structure. The most vulnerable households are the small consumers located in regions with little electricity provision from EdL. A new electricity plan was approved by Cabinet on April 9, 2019 and ratified by Parliament on April 17, 2019. Although it is critical that the plan is decisively implemented, it is also important that it is enhanced further to fully restore EdL's viability. Introducing well-targeted measures, such as cash transfers, would help protect the most vulnerable households from the tariff increase. As planned in the reform package, consumer tariffs should be indexed on the evolution of input prices to guarantee that it will not be negatively impacted by future developments in fuel or gas prices

    Keine physikalische Disziplin ist um 1800 mit so vielen Erwartungen verbunden wie die Elektrizitätslehre, die im 18. Jahrhundert zu universalen Bildungs- und Lebensgesetzen vorzudringen sucht. Auch die literarische und philosophische Avantgarde der 1790er Jahre beteiligt sich rege an der Debatte um den weltanschaulichen Stellenwert der jungen Wissenschaft und verleiht dem wissenschaftlichen und kulturellen Wissen über dieses Phänomen in ihren Texten poetische und poetologische Funktion. Der Transfer zwischen Literatur und Naturwissenschaft, der keinesfalls nur eine Richtung kennt, gelingt dabei durch ein spezifisch frühromantisches Symbol-Konzept, das Autoren wie Novalis und Johann Wilhelm Ritter in Auseinandersetzung mit der aktuellen Transzendentalphilosophie entwickeln. Im Zuge der allgemeinen Ausdifferenzierung der Wissensformen wird diese Synergie jedoch schon bald - etwa bei Heinrich von Kleist - selbst problematisch, statt die internen Spannungen im goethezeitlichen Wissenssystem tatsächlich zu vermitteln.Literarhistorisch bietet die Studie eine Analyse des Interaktionsmodells von Wissenschaft und Literatur um 1800, systematisch setzt sie sich darüber hinaus die nähere Bestimmung von Begriff und Methode einer Poetik des Wissens zum Ziel

    Despite a substantial and prolonged exchange rate depreciation, South Africa's export performance has disappointed since the global financial crisis. In this paper we focus on the role of structural factors in reducing the responsiveness of South African exports to the real exchange rate depreciation. To this end, we construct a unique database of export performance at the firm level. Our analysis suggests that electricity bottlenecks, limited product market competition, and labor market constraints have reduced the responsiveness of firms' exports to the rand depreciation. On the other hand, a firm's ability to diversify its exports has helped it benefit more from currency movements

    Poor performance of the electricity sector remains a drag to economic efficiency and a bottleneck to economic activity in many low-income countries. This paper proposes a number of models that account for different equilibria (some better, some worse) of the electricity sector. They show how policy choices (affecting insolvency prospects or related to rules for electricity dispatching or tariff setting), stochastic generation costs, and initial conditions, affect investment in generation and electricity supply. They also show how credible (non-credible) promises of stronger enforcement to reduce theft result in larger (smaller) electricity supply, lower (higher) government subsidies, and lower (higher) tariffs and distribution losses, which in turn affect economic activity. To illustrate these findings, the paper reviews the experience of Haiti, a country stuck in a bad equilibrium of insufficient supply, high prices, and electricity theft; and that of Nicaragua, which is gradually transitioning to a better equilibrium of the electricity sector
