    Unter welchen Bedingungen dürfen Gerichte in Deutschland digitale Anwendungen zur Entscheidungsfindung einsetzen? Das Werk zeigt die engen Grenzen und einen Lösungsweg hierfür auf. Neben rechtstheoretischen und durch die computerspezifische Arbeitsweise gesetzten Grenzen ist der durch das Grundgesetz und das Europarecht abgesteckte Rechtsrahmen zu beachten. Im Zentrum der Bearbeitung steht die Garantie der richterlichen Unabhängigkeit, die durch den Technikeinsatz nicht infrage gestellt werden darf. Zur Auflösung des daraus resultierenden Konflikts wird ein Zertifizierungsverfahren für determinierte Programme vorgeschlagen. Schließlich werden konkrete Anwendungsbeispiele beleuchtet.

    Big data are part of a paradigm shift that is significantly transforming statistical agencies, processes, and data analysis. While administrative and satellite data are already well established, the statistical community is now experimenting with structured and unstructured human-sourced, process-mediated, and machine-generated big data. The proposed SDN sets out a typology of big data for statistics and highlights that opportunities to exploit big data for official statistics will vary across countries and statistical domains. To illustrate the former, examples from a diverse set of countries are presented. To provide a balanced assessment on big data, the proposed SDN also discusses the key challenges that come with proprietary data from the private sector with regard to accessibility, representativeness, and sustainability. It concludes by discussing the implications for the statistical community going forward

    This paper examines the status of GDP compilation in 189 economies against six key criteria that describe national accounts compilation practices: whether the benchmark year is up to date, the availability and timeliness of annual and quarterly GDP, whether GDP by production and expenditure approaches are compiled independently to allow for comparisons, whether estimates by the income approach are available, and the vintage of the System of National Accounts (SNA) applied. We used publicly available information including from the IMF's Dissemination Standards Bulletin Board (DSBB), and, for 108 developing economies, information provided by the IMF's real sector advisors stationed in the Fund's 10 Regional Technical Assistance Centers (RTACs). The data were compared with the UNSD and World Bank databases. We find that 50 percent of economies have acceptable benchmark years, 72 percent report timely annual GDP data, while 55 percent of economies report timely data for quarterly GDP. The study presents some conclusions for priorities of capacity development

    New data sources, commonly referred to as “Big Data”, have attracted growing interest from National Statistical Institutes. They have the potential to complement official and more conventional statistics used, for instance, to determine progress towards the Sustainable Development Goals (SDGs) and other targets. However, it is often assumed that this type of data is readily available, which is not necessarily the case. This paper examines legal requirements and business incentives to obtain agreement on private data access, and more generally ways to facilitate the use of Big Data for statistical purposes. Using practical cases, the paper analyses the suitability of five generic data access models for different data sources and data uses in an emerging new data ecosystem. Concrete recommendations for policy action are presented in the conclusions.

Dadurch gewinnt ein Teil der öffentlichen Unternehmen Bedeutung für die Volkswirtschaftliche Gesamtrechnung, insbesondere für den öffentlichen Schuldenstand und damit für die Konvergenzkriterien im Rahmen der Wirtschafts- und Währungsunion. Die amtliche Statistik gewinnt die Daten für die Statistik öffentlicher Unternehmen in Totalerhebung aus den Jahresabschlüssen dieser Unternehmen einschließlich ihrer Gewinn und Verlustrechnung. Die Statistik öffentlicher Unternehmen übertrifft damit in ihrer Ausführlichkeit und Tiefe die meisten anderen Fachstatistiken. Dem steht der Nachteil der relativ späten Verfügbarkeit gegenüber. Der Wissenschaft steht die Statistik in Form einer formal anonymisierten Datei an Wissenschaftlerarbeitsplätzen in den Forschungsdatenzentren der Statistischen Ämter des Bundes und der Länder zur Verfügung. Der Anonymisierungsprozess bedeutet eine weitere Verzögerung der Verfügbarkeit der Daten und steht zusammen mit strengen Geheimhaltungsvorschriften in den Forschungsdatenzentren im Widerspruch zur gebotenen Transparenz und der vorgeschriebenen Offenlegung der Bilanzen im öffentlichen Sektor.
