    Abstract: Internationale kulturelle Zusammenarbeit konzentriert sich häufig auf Dialog und Austausch. Dabei sollen unter anderem über das Medium von Kunst und Kultur Verständigungsprozesse ablaufen, die gesellschaftliche Transformationsprozesse begünstigen. Insbesondere Kulturinstitutionen, die Gelder europäischer Kulturförderung verwalten und gleichzeitig ihren Status als NRO zwischen Zivilgesellschaft und dem Staat aushandeln, bewegen sich dabei in komplexen Spannungsfeldern. So auch das Goethe Zentrum Kampala. Aus organisationsethnologischer Perspektive untersucht diese Arbeit, welche Perspektiven und Strukturen der Kulturprogrammplanung vor Ort offengelegt werden können. Die empirischen Ergebnisse wurden in zwei Aufenthalten im Feld generiert. Es wird erarbeitet, wie sich Perspektiven und Strukturen der Kulturprogrammplanung durch Asymmetrien, Hierarchien, Autorität sowie Machtstrukturen auszeichnen. Betrachtungen erfolgen auf der Mikroebene individueller agency der Akteur*innen, der Mesoebene um Kooperation und Kommunikation sowie auf der Makroebene, in der das Kulturmanagement in äußeren, übergeordneten Spannungsfeldern verortet wird. Den theoretischen Rahmen dieser Arbeit bieten Diskurse um den ‚Kultur‘-Begriff sowie der Bezug zu organisationsethnologischen Ansätzen wie dem kulturwissenschaftlichen policy-Konzept als allumfassendes prozessuales Verhandlungsfeld. Dabei fließen Perspektiven Postkolonialer Kritik mit ein. Durch aktuelle Diskurse um Auswärtige Kultur- und Bildungspolitik, zivilgesellschaftliche Kulturorganisationen und Postkolonialismus setzt sich diese Arbeit zum Ziel, einen empirisch fundierten Beitrag zu leisten, der nicht bei Verbesserungsvorschlägen verbleibt, sondern eine analytische Interpretation bestehender Dynamiken bietet Abstract: International cultural cooperation often seeks to create collective-productive dialogue and exchange. In doing so, the medium of art and culture often is used to promote processes of understanding that foster social transformation. In particular, cultural institutions that manage funds from European cultural funding and at the same time negotiate their status as NGOs between civil society and the state are caught up in complex areas of conflict. The Goethe Zentrum Kampala is no exception. From the perspective of organizational anthropology, this paper examines which perspectives and structures of cultural program planning can be disclosed on site. The empirical results were generated in the field during two stays. It will be worked out how perspectives and structures of cultural program planning are characterized by asymmetries, hierarchies, authority, power structures and relationships. Observations are made on the micro-level of individual agencies of the actors, the meso-level around cooperation and communication, as well as on the macro-level, on which the cultural management is located in external, superordinate fields of tension The theoretical framework of this work is provided by discourses on the concept of 'culture' and its relation to organizational anthropological approaches such as the policy-concept as an all-encompassing field of negotiation. Perspectives of postcolonial critique are also included. Through current discourses on foreign cultural and educational policy, civil society cultural organizations and postcolonialism, this work aims to make an empirically based contribution that does not remain with suggestions for improvement or solutions, but rather offers an analytical interpretation of existing dynamics

Although many studies are available on visitors to cultural institutions, the infrequent or non-visitors are largely unexplored. However, they make up the majority of the population. Their motivation for not visiting is therefore the focus of this volume. This volume provides an in-depth overview of the international state of nonvisitor research. Building on this, extensive quantitative and qualitative analyses are conducted on reasons for non-visitation. This is followed by an empirically based, practice-oriented theory of visitor attraction. The authors thus present the first comprehensive work on non-visitor research in Germany. This book is a translation of the original German 1st edition Nicht-Besucherforschung by MartinTröndle,published by Springer Fachmedien Wiesbaden GmbH, part of Springer Nature in 2019.
