    In June 2015, about 53,000 people were affected by unusually severe floods in the Greater Accra Metropolitan Area, Ghana. The real impact of such a disaster is a product of exposure ("Who was affected?"), vulnerability ("How much did the affected households lose?"), and socioeconomic resilience ("What was their ability to cope and recover?"). This study explores these three dimensions to assess whether poor people were disproportionally affected by the 2015 floods. It reaches four main conclusions. (1) In the studied area, there is no difference in annual expenditures between the households who were affected and those who were not affected by the flood. (2) Poorer households lost less than their richer neighbors in absolute terms, but more when compared with their annual expenditure level, and poorer households are over-represented among the most severely affected households. (3) More than 30 percent of the affected households report not having recovered two years after the shock, and the ability of households to recover was driven by the magnitude of their losses, sources of income, and access to coping mechanisms, but not by their poverty, as measured by the annual expenditure level. (4) There is a measurable effect of the flood on behaviors, under-mining savings and investment in enterprises. The study concludes with two policy implications. First, flood management could be considered as a component of the poverty-reduction strategy in the city. Second, building resilience is not only about increasing income. It also requires providing the population with coping and recovery mechanisms such as financial instruments. A flood management program needs to be designed to target low-resilience households, such as those with little access to coping and recovery mechanisms, even those who are not living in poverty before the shock

    This paper discusses approaches to strengthen and monitor urban resilience through the use of indicators. Resilience is the capacity of a city or community to prepare for, respond to and adapt from dangerous and disruptive events, such as natural disasters, economic crises, demographic changes, health epidemics and others. Given that resilience is a multi-dimensional phenomenon, local authorities should design and implement strategies for urban resilience that integrate economic, social, environmental and institutional aspects. In order to monitor progress in becoming more resilient, local authorities should use indicators that measure resilience along these dimensions. The paper analyses different types of indicators and discusses the contexts in which they should be used. It provides recommendations on how local authorities can choose indicators tailored to their policy priorities and develops guidelines for the effective use of indicators in a broader governance framework.

    Lässt man sich etwas Zeit bei der Betrachtung der Märchenfigur des Froschkönigs erkennt man zwei unterschiedliche Ebenen. Die Prinzessin aus dem Märchen darf beide erfahren. Einerseits nimmt sie den Frosch als Belastung wahr. Andererseits erfährt sie in dem Frosch auch einen königlichen Aspekt, der durch die Krone symbolisiert wird. Wie kommt die Prinzessin von der empfundenen Belastung hin zur Erfahrung der „Krone des Lebens“? Die Verwandlung geschieht durch das Akzeptieren der Situation. In dem Märchen wird das Annehmen durch den Kuss symbolisiert. Auch im normale Alltag werden Menschen mit diversen Belastungen – kleineren und größeren – konfrontiert. Das kann beispielsweise im Job, in der Familie oder auch im Straßenverkehr sein. Und es pfeifen die Spatzen von Dächern, dass Belastungen, die über einen längeren Zeitraum empfunden werden, zu diversen Krankheiten führen können. Man denke z. B. an Herz-/Kreislauferkrankungen, Angststörungen, Burnout, Süchte sowie erhöhte Aggressionsbereitschaften. Es gibt also einen riesigen Handlungsbedarf. Mit Blick auf das Märchen „Der Froschkönig“ stellt sich die Frage, ob in Situationen, die als Belastung empfunden werden, vielleicht auch etwas Königliches verborgen ist. Im Arbeitspapier wird im Sinne der Achtsamkeit davon ausgegangen, dass sich die Krone des Lebens in Situationen erst dann zeigen kann, wenn sie „geküsst“ bzw. angenommen werden, weil sich dann eine neue, eine tiefere Dimension zeigt, die man sich mit dem Verstand nicht erschließen kann.

    The consequences of terrorist attacks, financial crises, geopolitical interventions in North Africa and the Arab world, and the resulting instability of states and refugee flows to Europe, make the population vulnerable and create fear. Additionally, climate change, environmental degradation, energy erosion or demographic anomalies present new challenges for the state and the economy, which also impose a (tax) burden on citizens. Exogenous crises are complex and difficult to foresee and sometimes have a major negative impact on companies. Studies indicate that the concept of resilience is of central importance and that the need for change and adaptation must be strengthened in dealing with crises. The economic and consumption system is characterized above all by the elementary dependencies on the supply side. These, in turn, are closely linked to regional economies and related to regional economic cycles. A metropolis or a region has an original interest to minimize the crises susceptibility of the supply system and to build up appropriate resilience. An empirical survey to determine the current resilience level of selected basic supply providers in the region Trier and a survey of the demand side regarding the degree of crisis sensitivity and the degree of self-sufficiency show the extent to which the increase in crisis symptoms is justified by a systematic increase of the resilience capabilities and abilities of a region with its citizens and actors, and that a resilience-oriented regional management can take initial steps towards this (possibly unpopular) development.

    This paper provides an overview of labour market resilience in the wake of the Great Recession of 2008-09 and the role played by macroeconomic and structural policies. The OECD unemployment rate has returned to close to its pre-crisis level, but the unemployment cost of the Great Recession has nonetheless been very large and long-lasting in many countries. Moreover, as the recovery in output has been weak relative to the recovery in employment, labour productivity and wage growth remain low. Labour market resilience depends crucially on macroeconomic and labour market policy settings. Macroeconomic policies are highly effective in limiting employment declines during economic downturns and preventing that cyclical increases in unemployment become structural. Spending on active labour market policies needs to respond strongly to cyclical increases in unemployment to promote a quick return to work in the recovery and preserve the mutual-obligations ethos of activation regimes. Overly strict employment protection for regular workers reduces resilience by promoting the use of temporary contracts and slowing job creation in the recovery. Co-ordinated collective bargaining systems can promote resilience by facilitating wage and working-time adjustments.

    We present a dynamic small open economy model to explore the macroeconomic impact of natural disasters. In addition to permanent damages to public and private capital, the disaster causes temporary losses of productivity, inefficiencies during the reconstruction process, and damages to the sovereign's creditworthiness. We use the model to study the debt sustainability concerns that arise from the need to rebuild public infrastructure over the medium term and analyze the feasibility of ex ante policies, such as building adaptation infrastructure and fiscal buffers, and contrast these policies with the post-disaster support provided by donors. Investing in resilient infrastructure may prove useful, in particular if it is viewed as complementary to standard infrastructure, because it raises the marginal product of private capital, crowding in private investment, while helping withstand the impact of the natural disaster. In an application to Vanuatu, we find that donors should provide an additional 50% of pre-cyclone GDP in grants to be spent over the following 15 years to ensure public debt remains sustainable following Cyclone Pam. Helping the government build resilience on the other hand, reduces the risk of debt distress and at lower cost for donors

    Cross-country differences in economic resilience-in an economy's ability to withstand and adjust to shocks-remain significant in the euro area. In part, the differences reflect the lack of a national nominal exchange rate as a mechanism to adjust to shocks. The IMF staff has argued that union-wide architectural changes such as the banking union, the capital markets union, and a central fiscal capacity can help foster greater international risk sharing. Yet even these changes cannot insure against all shocks. National policies thus have a vital role to play. This IMF staff discussion note analyzes how national structural policies can help euro area countries better deal with economic shocks. Using a mix of empirical and modeling approaches, the note finds that growth-enhancing reforms to labor and product market regulations, tailored to country-specific circumstances, would help individual euro area economies weather adverse shocks. Higher-quality insolvency regimes are associated with more efficient factor reallocation following a shock. The note also finds that structural and cyclical policies interact. Greater rigidities make economies more fragile, putting a higher burden on fiscal policy. This is especially true for members of a monetary union. Countries should build fiscal space in good times and tackle rigidities, reducing their need for countercyclical policies in bad times while making countercyclical policies more effective when deployed

    Transport corridors can generate wider economic benefits and costs through their effects on a potentially diverse set of development outcomes, such as economic growth, poverty, jobs, equity, environmental quality, and economic resilience. To advance understanding of how corridors could generate wider economic benefits, this paper undertakes a quantitative review of the literature that estimates the economic benefits of large transport infrastructure projects. It conducts a meta-analysis of 234 estimated impacts found in 78 studies. It focuses on roads, rails, and waterways because transport corridors based on these modes have clearer potential for economic spillovers than, for example, airline routes. The conceptual structure for the review is guided by a simple canonical model describing the policy maker's problem in maximizing the net wider economic benefits of corridors. The meta-analysis confirms that characteristics of individual studies, as well as the placement and design of the transport infrastructures systematically influence the findings of the corridor studies. It also shows that, on average, estimated impacts of corridor interventions on economic welfare and equity tend to be beneficial, while they are often detrimental for environmental quality, and possibly also for social inclusion. Because, around this average, impacts vary widely, policy makers could use complementary policies and institutions to mitigate potential trade-offs and support losers. To clarify the nature and extent of these trade-offs and varied impacts across locales and population groups, much more research is required
