    The year 2020 was marked by a series of rolling crises. The Australian wildfires at the start of the year were a catastrophic sign of the global climate crisis. Xi Jinping's announcement in September that the People’s Republic of China would become carbon neutral by 2060 could help alleviate the crisis, but China has to fix its coal problem first. The big story was, of course, the global COVID-19 pandemic. Appearing to originate in a Wuhan wet market, by year’s end the pandemic had claimed nearly 2 million lives worldwide, put whole countries into lockdown, and sent economies around the world tumbling into recession. China itself successfully suppressed the disease at home and recorded positive economic growth for the year — proving, at least according to the Chinese Communist Party, the 'superiority of the socialist system’. Not everyone was convinced, with persistent questions about the CCP’s initial cover up of the outbreak, and how the lack of transparency helped it become a pandemic in the first place. The China Story Yearbook 2020: Crisis surveys the multiple crises of the year of the Metal Rat, including the catastrophic mid-year floods that sparked fears about the stability of the Three Gorges Dam. It looks at how Chinese women fared through the pandemic, from the rise in domestic violence to portraits of female sacrifice on the medical front line to the trolling of a famous dancer for being childless. It also examines the downward-spiralling Sino-Australian relationship, the difficult ‘co-morbidities’ of China’s relations with the US, the end of ‘One Country, Two Systems’ in Hong Kong, the simmering border conflict with India, and the rise of pandemic-related anti-Chinese racism. The Yearbook also explores the responses to crisis of, among others, Daoists, Buddhists, and humourists — because when all else fails, there’s always philosophy, prayer, and laughter.

    This paper evaluates the impact of the March 2020 European Central Bank recommendation that banks do not pay dividends or buy back shares on their market values. It documents a causal negative impact on bank share prices of around 7% during the two weeks following its announcement. The recommendation affected the market values of banks directly, by delaying investor cash flows and indirectly, by increasing the uncertainty about future distributions and thus banks' equity risk premia. The impact differed across banks depending on their distribution plans and risk-adjusted profitability. Our analysis highlights the importance of managing perceptions about dividend uncertainty through credible communication about the expected duration, frequency and severity of dividend restrictions to limit their unintended side effects.

    Diese Studie untersucht mögliche Auswirkungen der Corona-Pandemie auf die Finanzierung von kleinen und mittleren Unternehmen (KMU). Zu Beginn der Corona-Pandemie ist die Anzahl der KMU mit Finanzierungsproblemen gestiegen, sowohl in Deutschland als auch in weiteren Ländern des Euroraums. KMU in Deutschland waren jedoch etwas stärker betroffen. Ein wesentlicher Grund für den beobachteten Anstieg waren sinkende Gewinne im ersten Jahr der Corona-Pandemie. Dadurch reduzierten sich die Möglichkeiten der Finanzierung über Eigenmittel. Zusätzlich ist für die betroffenen KMU auch der Zugang zu Fremdkapital schwieriger geworden. Im weiteren Verlauf der Pandemie nahmen diese Finanzierungsprobleme jedoch recht schnell wieder ab, was unter anderem an den dann einsetzenden und weitestgehend als sehr bedeutsam wahrgenommenen staatlichen Hilfsmaßnahmen liegt. This study examines the possible impact of the COVID-19 pandemic on the financing of small and medium-sized enterprises (SMEs). At the beginning of the COVID-19 pandemic, we observe an increase in the number of SMEs with financing problems. This is true for SMEs in Germany as well as in other euro area countries. However, SMEs in Germany are affected somewhat more frequently. One main reason for this increase in SMEs with financing problems is declining profits in the first year of the COVID-19 pandemic reducing the possibilities of equity financing. In addition, access to debt financing has also become more difficult for affected SMEs. In the further course of the COVID-19 pandemic, however, these financing problems have become less again quite quickly, which is partly due to government aid measures that are - especially in Germany - perceived as being very significant.

    This paper examines the impact of the growth in the incidence of working from home during the COVID-19 pandemic on workers’ job satisfaction. Using longitudinal data collected in 2019 and 2021 as part of the Household, Income and Labour Dynamics in Australia (HILDA) Survey, fixed-effects models of job satisfaction are estimated. Changes in the share of total weekly work hours usually worked from home are not found to have any significant association with changes in job satisfaction for men. In contrast, a strong significant positive (but non-linear) association is found for women, and this relationship is concentrated on women with children. These findings suggest the main benefit of working from home for workers arises from the improved ability to combine work and family responsibilities, something that matters more to women given they continue to shoulder most of the responsibility for house and care work

    Using a sample of open-end corporate bond funds domiciled in the euro area, we exploit the COVID-19 market turmoil in March 2020 to examine two channels through which liquidity buffers can reduce procyclicality in the investment fund sector. First, we find that liquidity buffers reduced outflows during March 2020 only to a limited extent. Second, we find that funds entering the crisis with higher liquidity buffers were less likely to involve in cash hoarding and more likely to use cash buffers to meet outflows. Our results suggest that higher liquidity buffers can reduce procyclicality primarily through supporting the liquidity management strategies employed by fund managers.

    To assess the resilience of India's corporate sector against COVID-19-related shocks, we conducted a series of stress tests using firm-level corporate balance sheet data. The results reveal a differential impact across sectors, with the most severe impact on contact-intensive services, construction, and manufacturing sectors, and micro, small, and medium enterprises. On policy impact, the results highlight that temporary policy measures have been particularly effective in supporting firm liquidity, but the impact on solvency is less pronounced. On financial sector balance sheets, we found that public sector banks are more vulnerable to stress in the corporate sector, partly due to their weaker starting capital positions. When considering forward-looking multiperiod growth scenarios, we find that the overall corporate performance will depend on the speed of recovery. A slower pace of recovery could lead to persistently high levels of debt at risk, especially in some services and industrial sectors

    In this paper we analyze how consumers in Germany updated expectations about inƒaflation in response to the COVID-19 outbreak. We use a fixed effects model to estimate the effect of regional exposure to COVID-19 cases, the stringency of restriction measures and local unemployment rates on inflation expectations. We find that consumers who were locally more exposed to COVID-19 cases report higher inflation expectations. ‘e relationship between the virus spread and inflation expectations is ampli€ed if respondents live in high unemployment regions. We explain our findings through an information and experience channel. Information about the pandemic and its effects played an important role during the €rst wave of the pandemic. However, when a‹ention to information diminishes, experience matters most. We document that negative personal (how severely the respondent was affected financially) and local experience (how severely the district was affected by COVID-19) are associated with higher inƒation expectations and more pessimistic views with regard to unemployment, interest rates, house prices and the intention to spend. Our €ndings show that it is important to consider regional disparities when examining individual belief formation.

    This empirical analysis investigates whether and to what extent social cohesion and the coverage of social protection schemes influence governments' decisions about the stringency of COVID-19 containment policies during the first and second waves in 2020 in Africa. Our results indicate that societal and social factors influenced the stringency of containment policies. Social cohesion has a negative effect on the stringency of containment policies in response to COVID-19 over time. Social protection coverage has a positive effect on the stringency of containment policies in response to COVID-19 over time. States implemented more stringent containment policies in less cohesive societies if they already had social protection schemes in place before the pandemic. Contextual factors mediated these effects. While stringency of containment policies softened over time where levels of democracy, poverty, and inequality were higher, social protection made a mediating difference only in autocratic states and societies with higher poverty. Three contributions of the empirical analysis stand out. First, the conceptual integration of societal and social factors ("societal triangle") provides a novel basis from which to analyse policy responses during external shocks like a global pandemic. Second, to overcome the limitations of current measurements of social cohesion, we use a novel measurement to determine pre-pandemic levels of social cohesion. Third, this is the first cross-national study that addresses a world region, Africa, which has gained little attention in the study of policy responses to the COVID-19 pandemic.
