   The US labour market is characterized by a high skill wage mark-up and low unemployment, while the German labour market has a low skill wage mark-up and a high, mainly unskilled unemployment rate. This paper adds an innovative labour supply explanation to the discussion how these distinct labour market equilibria could arise. Skill-biased technological change induces training needs for the employees willing to work in the skilled labour market and increases relative skill demand. In a simple general equilibrium model, this paper shows that skilled insiders in the USA enjoy higher rents and increase the skilled wage mark-up stronger than in Germany in the wake of skill-biased technological change. The reason is that the unskilled outsiders in the USA do not possess a powerful credible threat to improve their position. This is a consequence from higher training and education costs in the USA for unskilled employees and unemployed. In Germany, the lower skill wage mark-up leads to an increased relative skill demand which is not matched by the skill supply and therefore mis-match unemployment arises.

    Die Bundesregierung plant weitere Maßnahmen, um Länder und Kommunen bei der Überwindung des Investitionsstaus zu unterstützen. Insbesondere soll eine Grundgesetzänderung nun generell Finanzhilfen des Bundes für bedeutsame Investitionen in die kommunale Bildungsinfrastruktur ermöglichen und damit die Regelung ersetzen, wonach dies nur bei finanzschwachen Kommunen zulässig sein soll. Bereits das KInvFG I und II haben gezeigt, dass selbst nach geltendem Recht der Begriff "finanzschwach" Interpretationssache ist und ein nicht unerheblicher Teil der Mittel in finanzstarke Bundesländer geht. Der Investitionsstau ist in Deutschland sehr ungleich verteilt. Diese enormen Disparitäten müssen von der Politik vorrangig angegangen werden. Dafür sind eine Reihe von Maßnahmen nötig: Der Bund muss die Sozialausgaben der Kommunen für die Kosten der Unterkunft (KdU) weitgehend übernehmen und er muss bei der Entschuldung der Kommunen helfen. Für Ihre zunehmenden Aufgaben bei Integration und Bildung brauchen die Länder und Kommunen zusätzliche Mittel, die beispielsweise aus einer Integration des Solidaritätszuschlags in den Einkommensteuertarif stammen könnten, bei der der Bund keine (vollständige) Kompensation von Ländern und Kommunen erhält. Punktuelle Bundeshilfen reichen nicht aus und fallen im Falle eines Konjunkturabschwungs möglicherweise der Schuldenbremse zum Opfer. Federal transfers to states and municipalities: regional disparities must be overcome. The federal government is planning additional measures to support states and municipalities in tackling the investment backlog. A change of the constitution is to allow for general federal transfers to finance major investments into the municipal education infrastructure. It is to replace the current regulation, which limits such transfers to the case of cash-strapped municapalities. Already the KInvFG I and II (laws to set up a federal fund financing municipal investment) have shown that the definition of a "cash-strapped" municipality is open to interpretation und a substantial part of the funds flows into rich states. However, the investment backlog is distributed rather unevenly across Germany. These enormous disparities have to be addressed by policy-makers as a priority. This requires a range of measures. The federal government must shoulder most of the cost of accommodation (Kosten der Unterkunft, KdU) of the long-term unemployed and it has to help with municipal debt reduction. States and municipalities require additional funds to meet their increasing responsibilities in integration and education. One way of transferring funds to states and municipalities would be to integrate the solidarity surcharge (a federal tax) into the income tax scale without (full) compensation for the federal government. Temporary federal programmes are insufficient and may, in case of a cyclical downturn, fall victim to the debt brake.
