    Zusammenfassung: The South Caucasus has long been a theatre of Turkish and Iranian cooperation and rivalry. While these two regional powers have historically balanced their interests, there are signs that rivalry is taking precedence. Turkey’s unwavering backing of Azerbaijan during the 2020 Karabakh War consolidated Ankara’s footprint in the region. Azerbaijan’s retaking of the rest of Karabakh in the latest military strikes on 19 September 2023 makes a peace accord between Azerbaijan and Armenia more likely, furthering Turkey’s interests, and potentially limiting Russia’s role in the region. However, the prospect of a "less Russia, more Turkey" dynamic heightens Tehran’s apprehensions towards Ankara. Particularly concerning for Iran is the clause within the Moscow-brokered ceasefire of November 2020 that mandates the rebuild­ing of a road and rail link connecting Turkey to mainland Azerbaijan via Azerbaijan’s Nakhchivan exclave and Armenia’s south-eastern Syunik province; this risks marginal­ising Iran. In addition, Tehran is anxiously observing the deepening of ties between Turkey’s close ally, Azerbaijan, and Iran’s key adversary, Israel

    First published in 2017, Fighting Tax Crime - The Ten Global Principles is the first comprehensive guide to fighting tax crimes. It sets out ten essential principles covering the legal, institutional, administrative, and operational aspects necessary for developing an efficient and effective system for identifying, investigating and prosecuting tax crimes, while respecting the rights of accused taxpayers. This second edition addresses new challenges, such as tackling professionals who enable tax and white-collar crimes, and fostering international co-operation in the recovery of assets. Drawing on the experiences of jurisdictions in all continents, the report also highlights successful cases relating to the misuse of virtual assets, complex investigations involving joint task forces, and the use of new technology tools to fight tax crimes and other financial crimes. The Ten Global Principles are an essential element of the OECD’s Oslo Dialogue, a whole-of-government approach for fighting tax crimes and illicit financial flows. Alongside the policy document, the second edition is joined by 33 country chapters, detailing jurisdictions’ domestic tax crime enforcement frameworks as well as the progress made in implementing the Ten Global Principles.     Der vorliegende Band wirft ein Schlaglicht auf den Status der Geisteswissenschaften in der Sowjetunion am Beispiel der Sowjetrepublik Aserbaidschan. Bei dem hier erstmalig in Übersetzung vorgestellten Werk handelt es sich um eine ab den späten 1920er Jahren abgefasste und im Jahr 1940 vorgelegte literaturwissenschaftliche Abschlussarbeit. Durch die Lektüre lernt die heutige Leserschaft zum einen den bedeutenden aserbaidschanischen Dichter Füzuli (1494–1556) unter verschiedenen Aspekten kennen. Zum anderen behandelt das Buch die Frage, inwieweit Diktaturen eine Anpassung des Denkens unter der Bevölkerung bewirken können. This volume sheds a light on the humanities of the Soviet Union using the example of Azerbaijan. The work presented here for the first time ever in translation is a literary thesis first presented in 1940. Today's reader gets acquainted with an important classical Azerbaijani poet, Füzuli. At the same time, the book deals with the question to what extent dictatorships lead to the adaptation of the thinking of their inhabitants. The Turkologist PD. Dr. Michael Reinhard Heß, the translator and editor of "Füzuli's Work of Art", is one of the best-known translators of Azerbaijani literature in the German-speaking world.

    This study was one of the first attempts to evaluate and quantify the benefits of transboundary co-operation between Georgia and Azerbaijan. A specific framework for inventorying these benefits, taking into account all the different dimensions of transboundary water management, was built and applied to the major transboundary water bodies. Though a thorough assessment of the costs and benefits of transboundary co-operation in the two selected cases was not possible due to the lack of some quantitative and economic data, the assessment results highlighted the importance of promoting the integration of economic thinking in transboundary water management. The present and future prospects for transboundary co-operation on water management are still very positive: the two countries are working on a Transboundary Agreement, which will provide the necessary regulatory framework for co-operation and, most importantly, will set up a Joint Commission on Sustainable Use and Protection of the Kura River Basin. The outcomes of this study allowed for the identification of priorities for future work on transboundary co-operation between Georgia and Azerbaijan, and namely, support to developing guidelines on mechanisms to update databases, but also on new tools and systems.

    Among the many significant geopolitical consequences of Russia’s war against Ukraine has been the reinvigoration of the Middle Corridor, both as a regional economic zone comprising Central Asia, the Caucasus, and Turkey but also as an increasingly attrac­tive alternative route between Europe and China. Russia’s war has disrupted overland connectivity via the New Eurasian Land Bridge, also known as Northern Corridor, which passes through - now heavily sanctioned - Russian and Belarusian territory. While the Middle Corridor will not be able to fully replace the Northern Corridor, regional integration along the Trans-Caspian International Transport Route is likely to increase its potential at the expense of Russia in the long-term. Ankara’s close cultural ties with the Central Asian republics combined with the latter’s willingness to diversify their foreign relations away from Moscow and Beijing provide Turkey with greater leverage in the region. The EU and Turkey share a common interest in enhancing Eurasian connectivity for several reasons: to promote peace and prosperity in the South Caucasus and Central Asia, to enhance commercial access to Central Asia, to increase the resilience of European supply chains, and to diversify European energy supplies. Strengthening Eurasian connectivity would also work to balance Russian, Chinese, and Iranian influence in Central Asia.

    The South Caucasus has long been a theatre of Turkish and Iranian cooperation and rivalry. While these two regional powers have historically balanced their interests, there are signs that rivalry is taking precedence. Turkey’s unwavering backing of Azerbaijan during the 2020 Karabakh War consolidated Ankara’s footprint in the region. Azerbaijan’s retaking of the rest of Karabakh in the latest military strikes on 19 September 2023 makes a peace accord between Azerbaijan and Armenia more likely, furthering Turkey’s interests, and potentially limiting Russia’s role in the region. However, the prospect of a "less Russia, more Turkey" dynamic heightens Tehran’s apprehensions towards Ankara. Particularly concerning for Iran is the clause within the Moscow-brokered ceasefire of November 2020 that mandates the rebuild­ing of a road and rail link connecting Turkey to mainland Azerbaijan via Azerbaijan’s Nakhchivan exclave and Armenia’s south-eastern Syunik province; this risks marginal­ising Iran. In addition, Tehran is anxiously observing the deepening of ties between Turkey’s close ally, Azerbaijan, and Iran’s key adversary, Israel.

    Der vorliegende Band wirft ein Schlaglicht auf den Status der Geisteswissenschaften in der Sowjetunion am Beispiel der Sowjetrepublik Aserbaidschan. Bei dem hier erstmalig in Übersetzung vorgestellten Werk handelt es sich um eine ab den späten 1920er Jahren abgefasste und im Jahr 1940 vorgelegte literaturwissenschaftliche Abschlussarbeit. Durch die Lektüre lernt die heutige Leserschaft zum einen den bedeutenden aserbaidschanischen Dichter Füzuli (1494–1556) unter verschiedenen Aspekten kennen. Zum anderen behandelt das Buch die Frage, inwieweit Diktaturen eine Anpassung des Denkens unter der Bevölkerung bewirken können. This volume sheds a light on the humanities of the Soviet Union using the example of Azerbaijan. The work presented here for the first time ever in translation is a literary thesis first presented in 1940. Today's reader gets acquainted with an important classical Azerbaijani poet, Füzuli. At the same time, the book deals with the question to what extent dictatorships lead to the adaptation of the thinking of their inhabitants. The Turkologist PD. Dr. Michael Reinhard Heß, the translator and editor of "Füzuli's Work of Art", is one of the best-known translators of Azerbaijani literature in the German-speaking world.

    First published in 2017, Fighting Tax Crime - The Ten Global Principles is the first comprehensive guide to fighting tax crimes. It sets out ten essential principles covering the legal, institutional, administrative, and operational aspects necessary for developing an efficient and effective system for identifying, investigating and prosecuting tax crimes, while respecting the rights of accused taxpayers. This second edition addresses new challenges, such as tackling professionals who enable tax and white-collar crimes, and fostering international co-operation in the recovery of assets. Drawing on the experiences of jurisdictions in all continents, the report also highlights successful cases relating to the misuse of virtual assets, complex investigations involving joint task forces, and the use of new technology tools to fight tax crimes and other financial crimes. The Ten Global Principles are an essential element of the OECD’s Oslo Dialogue, a whole-of-government approach for fighting tax crimes and illicit financial flows. Alongside the policy document, the second edition is joined by 33 country chapters, detailing jurisdictions’ domestic tax crime enforcement frameworks as well as the progress made in implementing the Ten Global Principles.     Azerbaijan’s social assistance and income support schemes adopted during the Covid-19 pandemic need to be seen within the context of the country’s existing social protection system and safety nets. While the existing system is operational and has the technical capacity to respond and deliver social policies, it has had two key shortcomings: (1) low benefit rates and (2) issues in coverage, notably the exclusion of informal employees and migrant workers. Left unaddressed ex ante, they caught the system off-guard ex post when the coronavirus pandemic broke out. As a result, although Covid-related social assistance measures (especially cash transfers) were implemented without delay and provided some immediate relief for vulnerable and affected social groups, they fell short of covering sizable sections of the population, namely informal workers and Azerbaijanis working in Russia. It is also doubtful that such assistance can improve future wellbeing of vulnerable groups, whose living standards are likely to worsen during and after the economic fallout from the pandemic.

    Since February 2022 - when Russia invaded the Ukraine - the geopolitical situation in the South Caucasus changed dramatically. On the one hand, EU sanctions on Russia made the "Middle Corridor" of the Chinese Belt and Road Initiative through the South Caucasus more attractive for China and Europe, on the other hand the "protective power" Russia is weakened by the war and the Western sanctions leaving a vacuum of power in the South Caucasus. As a result, Azerbaijan was able to reconquer the region Nagorno-Karabakh in September 2023 within a few days, only. Therefore, the region is still not more an unassailable Russian "backyard" or "sphere of interest" but place of a new "great game" of the main powers in the world. Beside Russia losing power - a slight rise of China can be observed while the West - U.S. and the EU - is still neglecting the region. Only Türkiye became a new active geopolitical player in the region. This may - beside all tragedy for the people of Nagorno-Karabakh - bring some "never ending conflicts" in the region to an end and may open up new opportunities for Armenia, Georgia and Azerbaijan to develop better economically in the near future.
