    Contemporary power manifests in the algorithmic. And yet this power seems incomprehensible: understood as code, it becomes apolitical; understood as a totality, it becomes overwhelming. This book takes an alternate approach, using it to unravel the operations of Uber and Palantir, Airbnb and Amazon Alexa. Moving off the whiteboard and into the world, the algorithmic must negotiate with frictions—the ‘merely’ technical routines of distributing data and running tasks coming together into broader social forces that shape subjectivities, steer bodies, and calibrate relationships. Driven by the imperatives of capital, the algorithmic exhausts subjects and spaces, a double move seeking to both exhaustively apprehend them and exhaust away their productivities. But these on-the-ground encounters also reveal that force is never guaranteed. The irreducibility of the world renders logic inadequate and control gives way to contingency.

    Governments increasingly use changes in tax rules to combat evasion. We develop a general approach to point-identify tax compliance along with supply and demand elasticities; identification requires data on prices and quantities before and after changes in tax enforcement and a demand or supply shifter. We illustrate our approach using data on Airbnb collection agreements, where full enforcement is achieved by shifting the tax burden away from hosts to renters via the platform. We find that taxes are paid on roughly zero to 3.5 percent of Airbnb transactions prior to enforcement.

    This paper examines how short-term rentals are changing living conditions and the composition of the population in the affected parts of the town. First, to analyze the relation between quality, distance, and rents, we develop two different models: an urban economics model and a non-spatial housing market model. Second, in an exploratory study for the city of Berlin (Germany) in 2019 for 200 m networks, we show that the proportion of poor quality and noisy residential units on average correlates negatively with the probability of Airbnb listings and the number of these listings, but positively near the city center. Third, applying fixed effect and IV strategies, we investigate the impact of Airbnb listings on living conditions and the composition of the population in the almost 450 planning areas of Berlin in the years 2016-2019. We show that Airbnb offers increase the number of residents with long periods of residence and reduces the number of residents in poor quality residential environments, but we do not find above average effects on socially weak groups.

    We estimate the causal impact of a 2018 zoning reform that banned new short-term rental registries in some parts of Lisbon. The short-term rental licence expires when the house is sold, hence the ban removes the option value of short-term renting a property. We rely on two administrative data sets on short-term rental registries and real estate transactions, complemented with Airbnb data on listings and prices. We employ a difference-in-differences estimation taking advantage of the spatial discontinuity in the ban. We document a spike in newly registered housing units, between the announcement and the implementation of the ban. The reform decreases real estate prices by 8%, mostly in two-bedroom dwellings, for which the price drops 20%. We conclude that heterogeneous effects are key to understanding the backlash against short-term rentals.

    This article investigates the effect of short-term rental platforms on the housing market, using the explosive growth of Airbnb experienced in Berlin as a case study. To identify a causal effect, I exploit the structure of Airbnb in Berlin and combine a hedonic housing model with a Triple Difference-in-Difference approach. The analysis of six hundred thousand apartments shows that rapid growth of professional Airbnb listings has lead to a three percent increase in asking rents in city districts with high Airbnb concentration.

    With the increasing concerns that accompany the rising trends of house sharing economies, regulators impose new laws to counteract housing supply scarcity. In this paper, I investigate whether the ban on short-term entire house listings activated in Berlin in May 2016 had any adverse effects from a household finance perspective. More specifically, I derive short-term rental income and counter-factually compare it with long-term rental income to find that the ban, by decreasing the supply of short-term housing, accelerated short-term rental income but did not have any direct effect on long-term rental income. Commercial home-owners therefore would find renting on the short-term market to be financially advantageous.

    We study the effect of Airbnb’s smart-pricing algorithm on the racial disparity in the daily revenue earned by Airbnb hosts. Our empirical strategy exploits Airbnb’s introduction of the algorithm and its voluntary adoption by hosts as a quasi-natural experiment. Among those who adopted the algorithm, the average nightly rate decreased by 5.7%, but average daily revenue increased by 8.6%. Before Airbnb introduced the algorithm, white hosts earned $12.16 more in daily revenue than Black hosts, controlling for observed characteristics of the hosts, properties, and locations. Conditional on its adoption, the revenue gap between white and Black hosts decreased by 71.3%. However, Black hosts were significantly less likely than white hosts to adopt the algorithm, so at the population level, the revenue gap increased after the introduction of the algorithm. We show that the algorithm’s price recommendations are not affected by the host’s race—but we argue that the algorithm’s race-blindness may lead to pricing that is sub- optimal, and more so for Black hosts than for white hosts. We also show that the algorithm’s effectiveness at mitigating the Airbnb revenue gap is limited by the low rate of algorithm adoption among Black hosts. We offer recommendations with which policy makers and Airbnb may advance smart-pricing algorithms in mitigating racial economic disparities

    We exploit two policy interventions in Berlin, Germany, to causally identify the impact of Airbnb on rental markets. While the first intervention significantly reduced the number of high-availability Airbnb listings bookable for most of the year, the second intervention led to the exit of mostly occasional, low-availability listings. We find that the reduction in Airbnb supply has a much larger impact on rents and long-term rental supply for the first reform. This is consistent with more professional Airbnb hosts substituting back to the long-term rental market. Accordingly, we estimate that one additional nearby high-availability Airbnb listing crowds out 0.6 long-term rentals and, consequently, increases the asked square-meter rent by 1.8 percent on average. This marginal effect tends to be smaller in districts with a higher Airbnb density. However, these district experienced a larger slowdown in rent increases following the reform due to larger reductions in Airbnb supply.
