    National Bank of Rwanda (BNR) modernized monetary policy and transited to the price-based policy framework in January 2019. The Forecasting and Policy Analysis System (FPAS) is the cornerstone for the new forward-looking framework, which mobilizes and organizes resources and sets processes for regular forecasting rounds. The core of this system is a structural macroeconomic model for macroeconomic analysis and projections to support the BNR staff's policy recommendations to the monetary policy committee. This paper documents the quarterly projection model (QPM) at the core of the FPAS at the BNR. The model is an extension of the canonical structure in Berg et al (2006) to reflect specifics of the interest-rate-based policy framework with a managed exchange rate, the effect of agricultural sector and harvests on prices, and the role of fiscal policies and aid flows

    This paper investigates through which channels foreign aid impacts migration to donor countries. To disentangle the non-donor-specific channels (development and credit constraint channels) from the donor-specific channels (information and instrumentation channels), we use the fact that multilateral aid is not donor-specific contrary to bilateral aid. We estimate a gravity model derived from a RUM model of migration using an IV-2SLS strategy and the DEMIG-C2C and AidData datasets. We find that aid donated by a country increases migration to that donor through an information channel and especially for the poorest recipient countries. In addition, we find that aid weakly reduces migration to any country via a development channel.

    Motivated by a recent setback in the fight against child malnutrition, this study explores whether aid projects help to reduce stunting, or impaired growth, among children in the local area. Focusing on Malawi, a country with very high stunting prevalence and for which we have access to geo-referenced data on aid projects from a broad range of donors, we geographically match spatial data on 778 aid project sites of 22 different donors with anthropometric and background data on 26,604 children under the age of 5. To identify the effect of aid, we rely on spatial and temporal variation in aid project coverage and survey rollout, coupled with variation in childbirth years in relation to project start. The empirical results consistently indicate a positive impact of early life aid exposure on child growth. The positive treatment effect materializes already for children born in the early project implementation phase and lasts for children born up to 3 years after project start and is seemingly driven primarily by multilateral aid and projects focusing on rural development, vulnerability, infrastructure, and education.

Celestial Aspirations explores how British literature and art during that period exploited classical representations of these soaring themes, through philosophical, scientific, and poetic flights of the mind; the ascension of the disembodied soul; and the celestial glorification of the ruler.From textual reachings for the heavens in Spenser, Marlowe, Shakespeare, Donne, and Cowley, to the ceiling paintings of Rubens, Verrio, and Thornhill, Philip Hardie focuses on the ways that the history, ideologies, and aesthetics of the postclassical world received and transformed the ideas of antiquity. In England, narratives of ascent appear on the grandest scale in Milton's Paradise Lost, an epic built around a Christian plot of falling and rising, while also being one of the most intensely classicizing works of English poetry. Examining the reception of flight up to the Romanticism of Wordsworth and Tennyson, Hardie considers the Whig sublime, as well as the works of Alexander Pope and Edward Young.     Many English-speaking readers of the Roman de la rose, the famous dream allegory of the thirteenth century, have come to rely on Charles Dahlberg's elegant and precise translation of the Old French text. His line-by-line rendering in contemporary English is available again, this time in a third edition with an updated critical apparatus. Readers at all levels can continue to deepen their understanding of this rich tale about the Lover and his quest--against the admonishments of Reason and the obstacles set by Jealousy and Resistance--to pluck the fair Rose in the Enchanted Garden.The original introduction by Dahlberg remains an excellent overview of the work, covering such topics as the iconographic significance of the imagery and the use of irony in developing the central theme of love. His new preface reviews selected scholarship through 1990, which examines, for example, the sources and influences of the work, the two authors, the nature of the allegorical narrative as a genre, the use of first person, and the poem's early reception. The new bibliographic material incorporates that of the earlier editions.     Amid the polycrises of Covid-19, the conflict in Ukraine and the intensification of geopolitical tensions, mid-size European donors face pressures to leverage development cooperation to secure their foreign policy goals. These donors now deploy a diverse toolbox of development levers to cultivate influence and achieve strategic goals, including concessional aid, economic cooperation, engagement with the multilateral system and investing in global public goods. While donors recognise the importance of volumes of development finance in crafting their status as a 'development power', other non-financial elements including technical capacity, institutional autonomy and commitment to national values also form a source of influence with peers and partners in the Global South. Among the countries examined (France, Germany, Sweden and the UK), this paper identifies four emergent strategies for cultivating development power based on the degree to which their efforts are targeted and active.

    Motivated by the lack of sub-national empirical evidence on the relationship between aid and institutional development, this study explores the local effects of World Bank aid on perceived institutional quality in African aid receiving countries. We combine geo-referenced data on the subnational allocation of World Bank aid projects to Africa over the 1995-2014 period with geo-coded survey data for 73,640 respondents across 12 Sub-Saharan African countries. To account for the endogenous placement of World Bank project sites, we compare the estimated effect of living near a site where a World Bank project was under implementation or completed at the time of the interview, to that of living near a site where we know that a World Bank project appeared after the survey date. The empirical results suggest a positive impact of World Bank aid on perceived institutional quality, as measured by citizens' expressed willingness to abide by key formal institutions. This applies even if we consider overall World Bank aid, i.e. not just projects specifically targeted at institutional development. As may be expected, however, the estimated effects are more pronounced when restricting our attention to projects focusing on institution building. Notably, the observed effects concern finalized projects, not projects still under implementation, highlighting that institutional change is a slow process.

    National Bank of Rwanda (BNR) modernized monetary policy and transited to the price-based policy framework in January 2019. The Forecasting and Policy Analysis System (FPAS) is the cornerstone for the new forward-looking framework, which mobilizes and organizes resources and sets processes for regular forecasting rounds. The core of this system is a structural macroeconomic model for macroeconomic analysis and projections to support the BNR staff's policy recommendations to the monetary policy committee. This paper documents the quarterly projection model (QPM) at the core of the FPAS at the BNR. The model is an extension of the canonical structure in Berg et al (2006) to reflect specifics of the interest-rate-based policy framework with a managed exchange rate, the effect of agricultural sector and harvests on prices, and the role of fiscal policies and aid flows
