    Um die Partizipation nationaler Parlamentarier an internationalen Verhandlungen zu institutionalisieren, wurden Transnationale Parlamentarische Versammlungen im institutionellen Design Internationaler Organisationen gegründet. Due to the increasing shift in political decision-making from national parliaments to international organisations, the rise of international government is often assumed to be accompanied by the decline of national parliaments. As a reaction, several international organisations have established transnational parliamentary assemblies to increase parliamentarians’ participation in international negotiations. But their dual mandate reveals some contradictions: Why would national parliamentarians take on an additional time-consuming subsidiary job despite its low public and media attention and without any financial compensation? This study focuses on the motivation and parliamentary behaviour of national representatives from the 47 member states in the Parliamentary Assembly of the Council of Europe by evaluating three original data collections: interviews, an online survey and an analysis of plenary protocols.

    An important question in representative democracies is how to ensure that politicians behave in the best interest of citizens rather than their own private interests. Aside from elections, one of the few institutional devices available to regulate the actions of politicians is their pay structure. In this paper, we provide fresh insights into the impact of politician salaries on their performance using a unique law change implemented in 2012 in Turkey. Specifically, the members of the parliament (MPs) in Turkey who are retired from their pre-political career jobs earn a pension bonus on top of their MP salaries. The law change in 2012 significantly increased the pension bonus by pegging it to 18 percent of the salary of the President of Turkey, while keeping the salaries of non-retired MPs unchanged. By exploiting the variation in total salaries caused by the new law in a difference-in-differences framework, we find that the salary increase had a negative impact on the performance of the retired MPs. In particular, the overall performance of these MPs was lowered by 12.3 percent of a standard deviation as a result of the increase in salary caused by the new law. This finding is robust to numerous specification tests. Furthermore, the results obtained from an auxiliary analysis suggest that one of the mechanisms through which MPs reduce their performance is through absenteeism.

    We examine whether parties punish politicians who vote against the party line in roll-call votes. Using data of German members of parliament over the legislative period 2009-2013, we take into account that the effect of punishment differs along the list of candidates because a candidate is punished more when he loses positions at the threshold of promising list positions. The dataset includes the voting behavior of 257 MPs in 218 roll-call votes. Our results do not show that parties account for the voting behavior by punishing politicians who have voted against the party line. Political parties may attract different groups of voters by tolerating politicians who vote according to their own credo. Qualities other than the voting behavior seem to matter to political parties when nominating candidates.

    This article focuses on the role of unionized members of the parliament. Referring to the famous study by Freeman and Medoff (1984) and considering the more recent literature we first review unions' political power at the example of the US. We conclude that trade unions have not been very successful in increasing its monopoly power during the last decades. We then study in how far similar results can be found in Europe, where the degree of unionization is considerably higher than in the US. A recent study by Hönigsberger (2008) for Germany basically concludes union members to overwhelmingly stick to their duties as representatives and thus cannot be seen as the parliamentary arm of the trade unions. However, we present contradicting empirical results, based on a newly constructed dataset for Germany. In a VAR analysis we find that the degree of unionization of parliamentary members has a negative impact on economic growth and at the same time increases inflation while detrended unemployment remains unaffected. The effects are stable even after controlling for partisan politics. Thus, at least in Germany trade unions do not seem to be as weak as they tend to claim. -- trade unions ; unemployment ; growth ; inflation
