    This study provides a comprehensive review and evaluation of the implementation of the Montevideo Consensus on Population and Development in the Caribbean. The Montevideo Consensus was adopted by the governments of the region in 2013 and includes more than one hundred priority actions covering themes including population policy and planning; children and youth; ageing; sexual and reproductive health; gender equality; international migration; territorial inequality; and indigenous peoples. This study was prepared to inform the first five-year review of the implementation of the Consensus which was carried out, first, at the Caribbean Preparatory Meeting for the Third Session of the Regional Conference on Population and Development in Latin America and the Caribbean and, subsequently, at the regional conference itself. The Caribbean preparatory meeting was held in Georgetown, Guyana from 24 to 26 July 2018 while the regional conference was held in Lima, Peru from 7 to 9 August 2018.     La fecundidad adolescente es una prioridad para la investigación y la acción en América Latina y el Caribe debido a las adversidades que conlleva y su resistencia a la baja sostenida. Algunos investigadores discrepan con la afirmación anterior porque consideran que esta fecundidad es más bien racional y deseada, en particular entre los grupos de menores ingresos. Para evaluar empíricamente este último planteamiento, se utilizan las encuestas de demografía y salud de varios países de la región. Los datos muestran que: i) la deseabilidad es minoritaria entre los nacimientos de madres adolescentes, ii) la deseabilidad de la fecundidad adolescente está cayendo muy marcadamente, y iii) el gradiente socioeconómico es mucho menor que el registrado en el caso de la fecundidad observada e, incluso, en algunos países, los mayores niveles de no deseabilidad se informan entre las adolescentes pobres, resultado que se mantiene en análisis multivariados. Estos hallazgos refuerzan las políticas de prevención del embarazo adolescente, que no solo procuran evitar una adversidad para las adolescentes sino que además favorecen el cumplimiento de sus derechos sexuales y reproductivos.     Currently the world is going through an unprecedented health, social, human and economic crisis due to the pandemic caused by the disease COVID-19. Even though in the current health crisis derived from COVID-19, the frequency of infection and mortality in the child population are lower than in other age groups, children are being affected by the socioeconomic impacts and, in some cases, by mitigation measures that may inadvertently cause more harm than benefit. The pandemic will exacerbate existing vulnerabilities, including an increased risk of child marriage1, child labour, and teenage pregnancy. According to ILO estimates (2017), the percentage of children and adolescents between 5 and 17 years-old in child labour in Latin America and the Caribbean fell from 10.8% in 2008 to 7.3% in 2016, which is equivalent to a decrease of 3.7 million people in this situation. Despite this good news, there are still around 10.5 million children and adolescents in child labour, and the current situation has the potential to reverse this positive trend, placing the region at risk of not being able to reach Target 8.7 of the Sustainable Development Goals (SDGs), as it relates to “ending child labour in all its forms by 2025”.

    The Economic Commission for Latin America and the Caribbean (ECLAC) and the United Nations Children’s Fund (UNICEF) have predicted that the social and economic effects of the ongoing pandemic will have a significant impact on the well-being of families with children and adolescents in Latin America and the Caribbean.Even before the COVID-19 crisis, children and adolescents were already a highly vulnerable population group, suffering a higher incidence of poverty than other age groups and affected by numerous inequalities in various dimensions. Not only does the current emergency threaten families with the loss of their livelihoods and a drop in their incomes, children and adolescents also face significant barriers in securing access to health care —including vaccination schemes— and to education. Thus, they are also at a higher risk of falling behind or dropping out of school, as well as at risk from food insecurity and threats of violence or physical punishment. It is therefore urgent to invest in children and to ensure their development in a context characterized by adversities old and new.

    Por la relevancia de la reproducción en la adolescencia y la juventud en la agenda social de la región, en este documento se describe y analiza la evolución y desigualdad de varios de sus indicadores. Para ello, se usan los datos de censos y encuestas más recientes disponibles. Se halla que mientras la reproducción en la adolescencia ha caído lentamente luego de un aumento en las últimas décadas del siglo XX, la que ocurre en la juventud ha bajado significativamente. La desigualdad social es alta, pero mayor en la reproducción adolescente y no registra signos de reducción. La baja reciente de la reproducción adolescente se explica por el aumento de la educación y de la anticoncepción. Pero la reproducción temprana aún es frecuente entre los grupos desaventajados, por lo cual abatir las barreras de acceso a la anticoncepción para las adolescentes de estos grupos es fundamental, así como ofrecer oportunidades alternativas a la maternidad adolescente. Este control presenta variaciones entre países y culturas. Por ello, en este trabajo se examinan indicadores específicos de estas conductas en América Latina y el Caribe y otras regiones del mundo.     The study is a purely descriptive analysis of the trends in adolescent fertility and an assessment of reproductive inequalities in a defined area of the Caribbean region, over the twenty year period 1990-2010 The main data sources used are the decennial censuses of population and housing, the system of vital registration and relevant specialised surveys. The core data for the analysis are stored in the MATERNILAC database maintained by CELADE, the Population Division of ECLAC.The analysis shows that the area has experienced declines in the adolescent birth rate, to varying degrees over the period. Occurring simultaneously with these reductions there were also declines inmotherhood among adolescents. The limited data indicating inequalities show overall an association between the declining reductions and education, residence and socio-economic status.     Considering that it is imperative to provide reliable, comprehensive and timely data that serve as a basis to determine the priorities of national and sub-national action aimed at the prevention and elimination of child labour, the ILO Regional Office for the Americas promoted an alliance with the Economic Commission for Latin America and the Caribbean (ECLAC) in order to jointly generate tools and knowledge that enable the timely identification of children and adolescents who are on the path towards child labour. From this alliance, a tool with two methodologies emerged: the Child Labour Risk Identification Model and the Child Labour Vulnerability Index, which, although with differences, allow —based on the statistical information existing in the countries— to identify the territories in which there is greater probability or vulnerability of child labour and estimate the weight of various risk indicators in the territories, in order to define which multi-sectoral actions are most relevant in them to interrupt the development of child labour. This would enable countries, both at the national and sub-national levels, to have reliable information to design focused and articulated responses, improve the performance and effectiveness of public policies, advance in the achievement of national goals, and contribute to achievement of the global commitments assumed.     En este estudio se analizan los recursos que el Estado destina en el área social para los menores de 18 años en Uruguay. El análisis del Gasto Público Social por edad es particularmente importante frente a los fuertes cambios demográficos que Uruguay enfrentará en el tiempo. Por otro lado, la importancia del esfuerzo fiscal que el Estado destina a niñas, niños y adolescentes radica en que esta etapa constituye un período fundamental para el desarrollo físico y mental de las personas. Además de su dimensionamiento, es relevante conocer en qué categorías se concentra el gasto y cuán direccionado a los menores de 18 años se encuentra, y así evaluar la intencionalidad del mismo.     La fecundidad adolescente es una prioridad para la investigación y la acción en América Latina y el Caribe debido a las adversidades que conlleva y su resistencia a la baja sostenida. Algunos investigadores discrepan con la afirmación anterior porque consideran que esta fecundidad es más bien racional y deseada, en particular entre los grupos de menores ingresos. Para evaluar empíricamente este último planteamiento, se utilizan las encuestas de demografía y salud de varios países de la región. Los datos muestran que: i) la deseabilidad es minoritaria entre los nacimientos de madres adolescentes, ii) la deseabilidad de la fecundidad adolescente está cayendo muy marcadamente, y iii) el gradiente socioeconómico es mucho menor que el registrado en el caso de la fecundidad observada e, incluso, en algunos países, los mayores niveles de no deseabilidad se informan entre las adolescentes pobres, resultado que se mantiene en análisis multivariados. Estos hallazgos refuerzan las políticas de prevención del embarazo adolescente, que no solo procuran evitar una adversidad para las adolescentes sino que además favorecen el cumplimiento de sus derechos sexuales y reproductivos.     The study is a purely descriptive analysis of the trends in adolescent fertility and an assessment of reproductive inequalities in a defined area of the Caribbean region, over the twenty year period 1990-2010 The main data sources used are the decennial censuses of population and housing, the system of vital registration and relevant specialised surveys. The core data for the analysis are stored in the MATERNILAC database maintained by CELADE, the Population Division of ECLAC.The analysis shows that the area has experienced declines in the adolescent birth rate, to varying degrees over the period. Occurring simultaneously with these reductions there were also declines inmotherhood among adolescents. The limited data indicating inequalities show overall an association between the declining reductions and education, residence and socio-economic status.     Considering that it is imperative to provide reliable, comprehensive and timely data that serve as a basis to determine the priorities of national and sub-national action aimed at the prevention and elimination of child labour, the ILO Regional Office for the Americas promoted an alliance with the Economic Commission for Latin America and the Caribbean (ECLAC) in order to jointly generate tools and knowledge that enable the timely identification of children and adolescents who are on the path towards child labour. From this alliance, a tool with two methodologies emerged: the Child Labour Risk Identification Model and the Child Labour Vulnerability Index, which, although with differences, allow —based on the statistical information existing in the countries— to identify the territories in which there is greater probability or vulnerability of child labour and estimate the weight of various risk indicators in the territories, in order to define which multi-sectoral actions are most relevant in them to interrupt the development of child labour. This would enable countries, both at the national and sub-national levels, to have reliable information to design focused and articulated responses, improve the performance and effectiveness of public policies, advance in the achievement of national goals, and contribute to achievement of the global commitments assumed.     The Economic Commission for Latin America and the Caribbean (ECLAC) and the United Nations Children’s Fund (UNICEF) have predicted that the social and economic effects of the ongoing pandemic will have a significant impact on the well-being of families with children and adolescents in Latin America and the Caribbean.Even before the COVID-19 crisis, children and adolescents were already a highly vulnerable population group, suffering a higher incidence of poverty than other age groups and affected by numerous inequalities in various dimensions. Not only does the current emergency threaten families with the loss of their livelihoods and a drop in their incomes, children and adolescents also face significant barriers in securing access to health care —including vaccination schemes— and to education. Thus, they are also at a higher risk of falling behind or dropping out of school, as well as at risk from food insecurity and threats of violence or physical punishment. It is therefore urgent to invest in children and to ensure their development in a context characterized by adversities old and new.
