Abstract: "It is essential that the new democracies of post-communist Central and Eastern Europe enjoy the full support of their citizenry. Among social scientists there is an ongoing debate about which conditions ensure mass support. Is political output, like individual freedom, or economic output, like citizens' financial situation, a more potent force in generating approval for the newly established democratic institutions? In this paper we explore the question 'what matters more: politics or economics?' by means of various survey data. A macro-analysis of many countries reveals that political support is correlated with democratic development, but also - and more strongly - with economic and social conditions. A micro-analysis of two countries reveals that while in East Germany the perception of guaranteed liberties contributes most to satisfaction with democracy, in Hungary the personal economic situation is most influential. Abstract: "This paper studies electoral competition in a model of redistributive politics with deterministic voting and heterogeneous voter loyalties to political parties. We construct a natural measure of 'party strength' based on the sizes and intensities of a party's loyal voter segments and demonstrate how party behavior varies with the two parties' strengths. In equilibrium, parties target or 'poach' a strict subset of the opposition party's loyal voters: offering those voters a high expected transfer, while 'freezing out' the remainder with a zero transfer. The size of the subset of opposition voters frozen out and, consequently, the level of inequality in utilities generated by a party's equilibrium redistribution schedule is increasing in the opposition party's strength. We also construct a measure of 'political polarization' that is increasing in the sum and symmetry of the parties' strengths, and find that the expected ex-post inequality in utilities of the implemented policy is in

Abstract: Kolumbiens Regierung und die Guerillagruppe FARC verhandeln seit 19. November 2012 in Havanna über die Beendigung des letzten und ältesten Krieges Lateinamerikas. In den vergangenen beiden Jahrzehnten wurden zahlreiche Kriege in Lateinamerika am Verhandlungstisch beendet. Guerillagruppen haben sich in Parteien transformiert, sitzen in Parlamenten und teilweise sogar in Regierungen. Die Erfahrungen in Zentralamerika sowie früherer Initiativen in Kolumbien selbst zeigen aber auch, welche gewichtigen Stolpersteine es bei Friedensverhandlungen aus dem Weg zu räumen gilt. Dazu gehören Fragen des Procedere, der Bearbeitung zentraler Konfliktursachen und der Umgang mit der Kriegsgewalt. Entgegen den Forderungen nach möglichst breiter Beteiligung an Friedensverhandlungen haben in Lateinamerika eher Elitenpakte zur Unterzeichnung von Abkommen geführt. Abstract: "This paper utilizes a simple model of redistributive politics with voter abstention to analyze the impact of nonpartisan 'get-out-the-vote' efforts on policy outcomes. Although such efforts are often promoted on the grounds that they provide the social benefit of increasing participation in the electoral process, we find that they have a meaningful impact on policy outcomes and are an important political influence activity for nonprofit advocacy organizations. In equilibrium, nonpartisan gotv efforts are more likely to arise in those segments of the electorate that are sufficiently small and disenfranchised (as measured by the ex ante voter abstention rate). Among those segments in which such efforts arise, the resulting gains are increasing in the level of disenfranchisement of the voters in the segment and decreasing in the segment's size." Abstract: Postdemokratie dient in der zeitgenössischen Debatte als kritisch-zeitdiagnostisches Konzept, um den gegenwärtigen Zustand westlicher Demokratien in seiner Verfallstendenz zu umreißen. Demokratie und Postdemokratie werden entsprechend als dichotomische Phänomene gefasst, deren Verhältnis jenem von Ideal und Wirklichkeit entspricht. Dagegen argumentieren die Verfasserinnen für ein Verständnis von Postdemokratie aus poststrukturalistischer und postmarxistischer Sicht, das dieses enger mit den systematischen Problemen des modernen Modells der liberalen, repräsentativen Demokratie in Verbindung bringt. Postdemokratie wird als Begriff für eine gegenwärtige Praxis gefasst, in der im Namen der Demokratie demokratische Auseinandersetzungen um eine egalitäre Teilhabe an der Macht verunmöglicht werden. Abstract: "In der politikwissenschaftlichen Analyse stehen vor allem die Bundesländer und der Bund im Fokus der Aufmerksamkeit, wenn es um die Repräsentanz von Frauen in der Politik geht. Der kommunalen Ebene wird dagegen eher marginale Bedeutung seitens der Wissenschaft zugemessen. Allerdings ist die kommunale Ebene nicht nur jene, auf der die größte politische Praxisnähe herrscht, sondern hier rekrutieren Politik und Parteien auch ihren Nachwuchs für politische Führungspositionen. Insofern erhält die lokale Ebene eine zentrale Funktion, wenn es um mehr Frauen in der Politik und um Geschlechtergerechtigkeit geht. Zum einen zeigt die hier vorgestellte Studie, wie stark Frauen in deutschen Großstadtparlamenten unterrepräsentiert sind, zum anderen sucht sie nach den Ursachen und arbeitet Maßnahmen zum Abbau der Unterrepräsentanz heraus. Dabei stehen weniger die Frauen im Fokus der Analyse als vielmehr die Parteien und die institutionellen Rahmenbedingungen." (Autorenreferat)

Abstract: "Der folgende Artikel leistet einen Beitrag zur Erforschung von Karrierechancen und -schwierigkeiten ostdeutscher Politikerinnen und begründet die Verwendung eines biographieanalytischen Zugangs. Er beruht auf den Ergebnissen meines Dissertationsprojektes Ostdeutsche Frauen in der Politik. Eine qualitative Analyse. In meinem Beitrag werden die Gründe diskutiert, weshalb gerade der biographieanalytische Zugang geeignet ist, um bisher von den Sozialwissenschaften vernachlässigte Themen der Durchdringung des 'äußeren' Lebensablaufs und der 'Innenweltaufschichtung' biographischer Erfahrungen zu erforschen. Dazu werden zentrale Ergebnisse der Untersuchung skizziert. Es wird aufgezeigt, dass 1989/90 politische und soziokulturelle Systemwechsel einmalige Gestaltungs- und Partizipationschancen für politisch ambitionierte ostdeutsche Frauen bot, um nach dem Aufbau einer neuartigen Politikszene eine Laufbahn als Parlamentarierin einzuschlagen. Abstract: The literature on political participation and activism has gained from introducing a new term: "sub-activism", which is used to describe individual, mostly internet-mediated activism of everyday choices. Yet there is ongoing work dedicated to the question of how these everyday choices relate to other repertoires of activism. Why do people choose to participate in politics in one form rather than in another? This paper contributes to the field by analysing the rhetoric and repertoire of activists who are organised around two NGOs: the Estonian Pirate Party and the Estonian Internet Society. Based on ethnographic fieldwork, analyses of online materials, and 15 in-depth interviews, findings indicate that the choice of repertoire is strongly connected to the activists' views on the internet, activism and politics. Abstract: Over the last few years, the organization of public debates in situations of socio-technical or socio-scientific controversy has increased considerably. This should lead to a certain form of social peace due to the fact that each of the stakeholders - including citizens associations - are able to express their ideas and make their voices heard. In such conditions, how can it be that these debates, instead of easing conflicts, are more likely to radicalize the positions of the various parties involved, and to give the groups opposing the projects the feeling of being exploited? Part of the answer lies in the numerous systems aiming at moderating discussions, which may have been set up by the debates organizers not so much in order to prevent participants from going off the rails, but rather to avoid the development of convincing arguments.
